In his first year working in Los Angeles’s Skid Row, Forrest Stuart was stopped by police fourteen times. A woman he met named Juliette had been arrested well over 100 times. Most of these stops and arrests were due to just standing or sitting on the sidewalk.
Down, Out, and Under Arrest: Policing and Everyday Life in Skid Row is Stuart’s first-hand experience and investigation into how we police the poor in America. The arrests that are so common in Skid Row are of no real benefit to anyone -- not the community and certainly not the people who were arrested. Instead of creating infrastructure to support our poorest citizens, we continue to increase funding for policing and prisons.
What is the purpose of this behavior? What are the consequences? Who is this good for?
Stuart shines a light on the increasing distrust between police and the residents of disadvantaged neighborhoods. Learn where good intentions have led to harmful outcomes, how we can improve the system, and how it will benefit members of both sides.
