According to Daniel (2009), higher learning institutions would like to stretch the triangle and provide greater access, higher quality, and lower cost, although these three triangles are often challenging. Daniel asserts that by globalization waves of technology, technology has transformed the iron triangle, and higher learning institutions are stretching the iron triangle. In his speech, Daniel (2009) cites the example of the UK Open University model as stretching the iron triangle. Daniel quote the UK OU has having over 200,000 students, and over one million alumni. The UK OU got Englands Teaching Quality Assessment recognition. In Daniels (2009) speech to the World Conference on Higher education, Daniel claims technologies allow some higher education systems to stretch the iron triangle without the economies of scale. Daniel uses India, Pakistan, and Britain as examples. Although Daniels

view may hold true in certain under developing, as well as developing countries, his perspective does not hold true in many countries. For example, in the training/institution where the author works for, the costs for providing global distance education courses steady increase due to ever changing industry technologies. The organization is reducing its administrative support staff, to offset economies of scale in technology course delivery. Modern technology helps students because students use computers, but they also use digital devices like I pads and I telephones to access course work. Teachers and learners, students/students, and students and administrators can communicate with instructors and administrative support staff.
