Jr last 9 July 2007 to address the perennial problem of eastern towns in accessing the services of the Firs! and Second Disinet Engineering Offices of the Departmen! of Public Works and Highways (DPWH) in times of calamities and other emergencies WHEREAS, the proposal. which was previously liled as House Bill 4501 in the 13" Congress by the same author, was referred lo ihe House Committees on Public Works & Highways and Appropriations WHEREAS, the House Joint Committee consolidated ail similar measures and Tecommended the approval of the substituted bil, HB 5116, as reflected in House Committee Report 1243. WHEREAS, HE $118 was appraved by the House of Representatives an 2” Reading o0 23 September 2008 and on/3" Reading on 7 October 2008 WHEREAS, HB 5118 was passed by the Senate without amendments on 26 May 2009, and eventually lapsed into |aw as Republic Act 9599 on 6 August 2009, WHEREAS, under Sec, 2 of RA 9699, the said distict engineering oMice would be located in the First Congiessional District and cover the municipalities of Solsona Dingras, Banna, Piddig, Carasi, Marcos and Nueva Era WHEREAS, considering that five cul of the seven affected muricipaliies are found in the Second Cangressianal District fammess and equity dictate that the district engineering office shiould be located therein, NOW, THEREFORE, be 1 Resolved as il Is hereby Resolved, tv request Representatives Roque R.
