WEST CITY VILLAGE BOARD MINUTES December 2, 2013 The West City Village Board met for their

regular meeting on Monday, December 2, 2013 at 6:00 p.m. The meeting was opened by Pres. Charles Cockrum. Roll call: Pres. Charles Cockrum, present; Shirley N. Smith, Clerk, present; Carol Bates, Treasurer, present; Board Members present: Darren Romani, Curtis Baldwin, Linda Sullivan, Gordon Rice and Ron House. Dale Watkins, absent. Police Chief, Scott Choisser, present; Fire Adm., Richard Dale, present; St. & Water Supt., Cary Aaron, present, Zoning Adm., Alan Thomas, present; Attorney, Ron Giacone, present, also citizens of West City. Motion by Ron House, second by Gordon Rice, I make a motion we approve the minutes as presented. All Board Members present voted yeamotion carried Motion by Darren Romani, second by Linda Sullivan, I make a motion we pay the bills as presented. All Board Members present voted yeamotion carried. Motion by Curtis Baldwin, second by Ron House, I make a motion we approve the Treasurers report as presented. All Board Members present voted yeamotion carried. Clerk no report Zoning- did not issue any permits. Trying to find a buyer for the Overturf property. There is a problem with getting a clear title. Bonanza property may be leased. Police report presented and accepted. They have started two new procedures. They check all businesses and leave a form letting them know their business was checked. Also, until after New Years, they walk through the businesses. The Drug Task Force officer, Joseph Moyers, was given an award in Springfield for his work in shutting down the Smoke Shop. Fire Dept. report presented and accepted. They had four fire calls. They had three meetings and one storm watch. The fire hydrants are almost all checked. St. & Water Supt. Report presented and accepted. The salt has been delivered. The Christmas decorations are finished. They hauled off some scrap metal. Mayor Discussed appointment of a dispatcher to the part-time panel. Pres. Charles Cockrum appointed Brock Rich to the dispatcher part-time panel. Motion Ron House, second by Darren Romani, I make a motion we approve the appointment of Brock Rich to the part-time dispatcher panel. All Board Members present voted yeamotion carried. Pres. Charles Cockrum appointed Jesse Young to the part-time Street Dept. panel. Motion by Curtis Baldwin, second by Linda Sullivan, I make a motion we approve the appointment of Jesse Young to the part-time Street Dept. panel. All Board Members present voted yeamotion carried.

Mayor Discussed the Police Conference in Springfield. It will cost $200 each to attend. That includes food and lodging. Motion by Gordon Rice, second by Ron House, I make a motion we approve sending the Police Chief and the Police Sergeant to the Police Conference in Springfield for a cost of $400. All Board Members present voted yeamotion carried. Mayor Discussed having a public hearing for a special use permit. Motion by Curtis Baldwin, second by Darren Romani, I make a motion we have a public hearing for a special use permit on Jan. 6, 2014 at 5:30 p.m. All Board Members present voted yeamotion carried. Mayor Discussed Shop-With-A-Hero. Last year Village donated $2,000. Motion by Ron House, second by Darren Romani, I make a motion we donate $2,000 for Shop-With-AHero Program for public relations with under privileged children. All Board Members present voted yeamotion carried. Mayor Discussed the New Years Eve party on 12-31-13 from 8:00 p.m. 11:00 p.m. at the WCCC. St. & Alley no report Finance & Insurance Discussed health insurance. Our contract with Blue-Cross is for a three month probation period, not six months. Ordinances Discussed the Tax Levy. Motion by Ron House, second by Gordon Rice, I make a motion we adopt Ordinance #585, The Tax Levy. All Board Members present voted yeamotion carried. Discussed the Parking Ordinance. The change is the penalty provision. Motion by Curtis Baldwin, second by Darren Romani, I make a motion we adopt Ord. #586 amending the parking ordinance. All Board Members present voted yeamotion carried. Attorney Ron Giacone reported that all violations cited by the Dept. of Labor have been taken care of. Buildings & Grounds Table work on the parking lot. Motion by Darren Romani, second by Ron House, I make a motion we adjourn. All Board Members present voted yeamotion carried. Charles Cockrum, Pres.
