Rationale
JISAC promotes best v best opportunity to play and compete in regional, national and international competitions at the appropriate age of development. However, like in any other game, children should be playing volleyball before practicing volleyball. JISAC believe, rules, expert coaching, and appropriate conditioning are important for our students, but going to the park should never be a chore. The ideal start for a new volleyball player is in a less-stressful environment with parents or friends. A desire to learn more about volleyball should come from an already-formed interest in the sport. Participation in volleyball provides people with a special opportunity to enhance physical health while learning the value of teamwork, composure, and perseverance. Volleyball is a great game for building character. Individuals who learn how to play and excel in volleyball can also develop habits and attitudes, which will help them, succeed in other areas of life. Volleyball players learn the value of teamwork because success and teamwork in volleyball are inseparable. Volleyball is open to anyone to play; it is a fun game and easy to learn. It consists of serving, setting, hitting, blocking and individual defense. Therefore, we want learning the game of volleyball to be a truly wonderful experience for our students, to be full of special moments and memories of fun with their families, coaches, and friends.

The JISAC Junior Volleyball League caters for all students from Grades 5 to 12. It is designed to encourage new players to experience the playing of volleyball against local and national schools throughout Jeju Island and Korea. This document highlights the essential information required to prepare young volleyball stars from Grades 4 to 12 and register a school team in annual volleyball leagues.

Eligibility
All teams must be school based. Students competing must be enrolled fulltime in the school they are representing. All competitors must be in Grades 5 12 of the start of the academic year.

Tournament Requirements
The tournament is limited to 2 teams per school for the following Division: 4 - 5 Division: 6, 7 and 8 Division: 9 - 10 If registration for a division is over subscribed then the opportunity to participate will be at the discretion of the organizer and no further correspondence will be entered into.

Program
Mini-Volleyball / Volleyball Grades 4 - 12 As part of Branksome LTSD Plan, we will provide the opportunity for all children to play Mini-Volleyball in Grades 5 and 6, 7 and 8, Volleyball in 9 - 12 Each grade has it own set of rules appropriate for each division to allow for development of skills and to make playing more enjoyable.

Mini-Volleyball Grades 4 - 5
MINI-VOLLEYBALL is a discipline recognised and encouraged by the FIVB. It is THE game for children aged 9-12. Each National Federation establishes the rules in order to enable matches between players from different clubs or schools. The common, necessary rules reflect the level of Volleyball development in the country concerned. Team Size Girls and boys in teams of four players play mini-Volleyball, Court Dimensions 4.5 to 6 metres in width, 9 to 12 metres in length and divided by a net of 1.9 to 2 metres in height. Objective The objective of play is to send the ball over the net to touch the ground of the opponents court whilst preventing the same action of the opposing players.

Serve Play begins with a service and the opposing team has three touches to return it. The team winning the rally scores a point and the right to serve. The same player serves for as long as his/her team wins the rally. A change of server occurs when the other team wins the service, each player taking turns to serve. Score A team wins a set when they achieve 15 points. Two points must win each set. The team wins the match if it wins two sets out of three. http://www.fivb.org/EN/Programmes/minivolleyball.asp

Mini-Volleyball Grades 6, 7 and 8


USAV rules will be used with the following modifications Ball Size We will use star XQ Professional soft touch volleyball. I recommend Court Dimensions The middle school boys will play on a net 2.24 meters high and the girls 2.13 meters high. The court will be 9 m x 18m. Score The match consists of best of 3 sets to 25 points, win by two. Team Size 6 players on the court per team during the game. Three are front row and three back row. Teams may have more than 6. Extra players may be rotated in between position 2 and position 1 and between position 5 and position 4 when rotation occurs. No libero will be used. Serve The player in position one (right back) serves with an open hand (closed fists are not allowed, ever, no warning) Server may serve from mid court (4 meters) One re-toss is allowed for each attempt.

After each successful serve the server will serve one meter further from the net. There is a five-serve max. If the team scores on the fifth serve the point counts but the other team rotates and serves. The serve must be received with a forearm pass. The second contact may be caught and tossed to set an attacker. It may not go over the net. The attack must be hit with an open hand. Arguing with the referee will not be tolerated

Basic Volleyball Rules Grades 9 -12


" Scoring All matches will be best of three to 25 points using rally scoring. If a third set is required it will be played to 15 points and teams will change sides after one team scores 8 points. There will be a 30-point cap so if neither team has gained a two-point advantage after 25 the first team to 30 is declared the winner. Court & dimensions The courts will be 9 meters by 18 meters. The net for men will be 2.43m and women 2.24m. The indoor courts do not have the required distance outside the end lines therefore the server may step over the end line up to the yellow line to serve. Equipment A players jersey must be uniform for the team (except for the Libero which should be of a contrasting color) and should be numbered on the front (min 15 cm) and back (min 20 cm) Ball We will be using composite leather Molton L2 on the indoor courts and a synthetic leather Star XQ Professional on the outdoor courts (or equivalent). Warm up Each team shall be guaranteed a 10 minute warm up prior to their first match of the day. No warm up with balls will be allowed after that.

Serve It is allowed that the serve is hit out of the hand and not tossed. The serve must be struck not thrown. 5 seconds (not 8) will be allowed to initiate the serve after the whistle is blown. No second toss is allowed. Block A block in contact made by the defence above the plane of the net and does not count as a team hit. A blocker may touch the ball beyond the net provided that he/she does not interfere with the opponents play before or during the latters attack hit. A player interferes with the opponents play by (amongst others) touching the top band of the net or the top 80 cm of the antenna during his/her action of playing the ball Penetration under the net is allowed provided that it does not interfere with the opponents play. To touch the opponent's court with a foot (feet) is permitted, provided that some part of the penetrating foot (feet) remains either in contact with or directly above the centre line Substitutions A request for substitute is made by having the player going into the game line up at the side line between the attack line and the net with the player being replaced stand opposite them. They should remain there until the scorekeeper has recorded the substitution. If there is more than one substitution to be made during the same dead ball the other substitutes wait just outside the sub zone and quickly enters upon completion of the previous substitute. There is no limit on the number of substitutions made in a set. Libero Only one libero is allowed in each set. A different libero may be designated for each set. They must wear a jersey of contrasting color (a practice jersey would be suitable) and follow the rules set forth in the FIVB rule book. We will not track the libero. The libero may not serve. Time Out Two 30-second time outs are allowed each set. The captain or the coach may request the time out during the dead ball prior to the officials beckon for serve. Players must be ready to play at the end of the time out. Contact with the ball below the waist will NOT be allowed Net Contact Incidental contact of the net will not be called.

On court warm up without volleyballs may take place while referees are preparing for the match or while waiting for another team to come from another court. There will be a designated area where teams may warm up with volleyballs outside on the elementary playground. Only players on the teams playing are allowed on the bench. Spectators and players from the other teams must sit in the spectator seating. There will be a concession stand run by the BIFS Bears Club open during the tournament. Only water is allowed in the court area. Food, power drinks, soda etc in not allowed in the game areas.

Faults for all Divisions


There are four types of faults in volleyball and each result in a point being awarded to the opposing team. A team may pass the ball on its side of the net, but the third hit must cross over the net. A block is not considered a hit in court volleyball. The first fault occurs when the ball stays on the same side of the net for four hits. The second fault is an assisted hit, which is called when an object of a teammate is used to support a player in making a play on the ball. A carry is a hit on which, in the judgment of the officials, a player is ruled to have thrown or caught the ball in trying to hit it. A double hit occurs when a player, in trying to hit the ball, has it come off two separate parts of the body. For example, a player setting the ball makes contact with the ball with two hands, but not simultaneously.

Each school must be prepared to referee each week.

Supervision
Each team must appoint a manager and coach to supervise the draw throughout the event. No verbal or physical abuse from anyone will be accepted.

Medal Presentation
Results will be collected at the end of each week and entered into a league table. Grades 4 5, 6, 7 8 and 9 12, each week the results will be announced with the upcoming fixtures. The winning team for each division will receive medals and winning cup at the official closing ceremony at the end of the season once all scores have been gathered. The point system will be as follows: Win = 30pts

Draw = 20pts Loss = 10 pts.
