- Glossary started by Andrea of common deaf terms used. Please
let Andrea know of other terms you want added/deleted/changed.
- Getting a hub is a top priority getting WIFI is so up and down, as
today is a prime example we only have hour free WIFI at
Auckland Airport. The cost is $100 for the hub. Jill passed on a
brochure for free WIFI for Kate to look at.
- NCEA Achievement standards development end result having a
qualification at the end of school to ensure there are qualified
people to fill roles that will be needed to be filled.
- Ongoing meetings Kate attends in Wellington, MOE, MOH,
Principles great meeting on Wednesday with MOE. Moving on
rapidly and taking it seriously. Summary Van Ash and Kelston
beginning rollout for NZSL support. Goal is for 1 support person
per child. Rolling out in Term 1 next year as long as rolls have
been filled. Kelston have more applicants for the support roles
than roles to be filled at the moment. Fingers crossed this means
enough people to become NZSL support.
- Ultra Fast Broadband (slow broadband when watching someone
sign on the other end is really hard to understand) is to be rolled
out to 100 schools in 2014, especially for all high needs kids.
Broadband will help as you wont need support people coming in.
Our Deaf/HI kids need this service in our schools.
Parents need to be aware and need to ask if their school is getting
UFB check with school. Its up to the school to apply to be one of
the first 100 schools, and if the school is switched on, they will
apply with all high needs students, i.e. special needs, deaf,
autistic, down syndrome, etc.
- We need to put up FAQ on our website for parents how do I go
about getting ORS funding, what can my advisor get for my child,
and a list of questions parents can ask at their IEP. Eg. Your
advisor has to be at your IEP to ensure any questions are
answered and things can move forward. Kate to put up on the
website this week regarding what to expect at IEPs.
- Family/Whanau Sign Language Facilitator new name for Deaf
Resource person. Parents would like the return of this role.
- NZSL Childrens books Hairy Maclary in the process of being
made into an app 6 more including Te Reo books expensive
process, but once Ready to Read books are made digital, it will
make it easier and cheaper to convert to NZSL.

- End of June rolling out the first of parents regional Hui getting
parents together with children under 5. There will be discussions,
tutorials, services, information regarding CIs for babies to be
held in Auckland. This is the first one so we can tweak it, but they
will have them all over the country. We are driving it. Good way to
get in contact with our parents.
- Invercargill NZSL classes through Deaf Aoteoroa; currently the
course is being independently evaluated, paid for by the MinEd,
who are looking to see whether this is a model which can be used
through the country.
- Liaison with the MoH work underway to ensure unbiased /
balanced advice is given to families of Deaf/HI kids.
- Resource pack gone out on website and we have had excellent
feedback. Kate to investigate getting this commercially printed.
The next project will be doing a kit for newly diagnosed families to
include information like where to go to from here.
- Excellence trophies went out without a hitch. High caliber of
applications.
- Website looks fabulous have had great feedback.
Well done Kate and Andrea. They are working on more resources
for teachers and families. Running updates from MoE and DECs
any ideas from Committee would be appreciated. Email any
helpful apps to Andrea or Kate to put on the website.
- Complaints procedures Carolyn Grace, complaints person in
MoE Kate has had many discussions with Carolyn regarding the
complaints procedure. Send issues you have to Carolyn. Kate
will put a link up on the website about the complaints procedure.
The parents specifically have to make that complaint NZFDC
cant do it on their behalf. Kate is meeting with Carolyn again next
week to give Kate a specific checklist for complaints this will be
added to our website.
- Family Conference in Austria in 2012 David Foster approached
Kate on Wednesday regarding this. Previously we got very little
back from this conference; no proper reports, and no feedback
from those who attended on behalf of NZFDC. Kate was given the
link to the documents that came from the conference from David
Foster, and the information was amazing. We could have done
with it months ago. Kates proposal is that if we can go we
should. She has applied for a Medel Scholarships to get parents
to the conference. Any comments to go back to Kate please.
Kate would recommend for someone to go and it will cost
approximately $4,000 per person which includes airfares,
accommodation for 7 days and fees for conference. Doesnt
include food.

- Cheque went to APODC for their camp camp went well.
- WADC family camp at Forest Lakes on 15-16 February 2014 all
welcome to attend.
- ACC review NFD and any comments to the proposal for ACC?
ACC is not relevant to our group. Kate to respond.
- Lena we will miss you! Are you happy Lena to go to NFD
meetings when in Auckland? She is happy as long as she goes

with one other person as a support person as meetings are so
corporate. Keep Lena on the list to receive minutes.

- Another busy couple of months for Andrea.
- Andrea attended NZ Relay Advisory meeting on Jills behalf. Very
interesting learned loads. Andrea has information if you are
interested, please contact her. More to do with teenagers/adults
they have just created a cell-phone app. Talked about DVDs
coming out, telecommunications industry and their ongoing
technological advances advice about Vodafone, Telecom, etc to
try and help drive it for all types of disabilities, though more for
someone who has speech impediment. There is also funding for
technology go to the website to have a look.
Only 2 meetings a year worth having someone on the
committee. Jill to be the main representative.
- Combined DECs BOT meeting Andrea was the only observer
there. Chairperson (Glenn Dillon) is standing down at the end of
year. Next meeting in December hoping someone nominated
and voted in for that meeting.
- Co-opted David Key (deaf parent) onto board.
- Next meeting Sunday 8 December Andrea to go for a few hours.
- Andrea briefly touched on email correspondence received.
- Everyone to please CC deafchildren@xtra.co.nz whenever they
reply to anything for NZFDC. We need to have this on record for
the following meetings correspondence.

- Jill has looked into changing to Banklink, an online accounting
system. Awaiting more clarification from Jill regarding internet
banking and how to make payments. We would like to see a way
of making payments via internet with log-on from multiple users.
This will essentially make payments immediate and not be at the
whim of NZ Post.
- Jill talked to the committee re Audit.

All payments made to be ratified.

Fundraising

- Kirstins first report. (Apologies for not putting in 100% on
fundraising thanks to Jacks new CI).
- Not heard back from Jetstar.
- NZ Post funding has gone out well.
- Have spoken to the lady at the Hearing House re loud shirt day
funding, to give us ideas.
- The funding manager replied with $800 to $1500 per application
depending on application. We will continue to look at doing it on
our own and see how we go. If we struggle, well look back again
later.
- Any other suggestions would be appreciated.
- Look at Fundview (library), Breakout (access via internet),
stuff.co.nz (set up an alert).

Maori party MP Te Ururoa Flavell Janet
Janet bumped into Te Ururoa at the airport. She asked him what his
parties views of the deaf education sector were as a whole. Turia is
our leader, email anything you want to ask Turia to him, and he will
follow up and get back to you.
Establishing Parent Groups Andrea
Its one of our jobs to try and put new parents in touch with their
closest parent groups. Note to parents; If you were considering
getting together with other parents to speak to your advisor.
We are getting a lot of new parents of a deaf children contacting
Andrea and wanting to know where to go to get information about
parent groups. We possibly need to contact AoDCs and give them
parent group information, as well as an offer of help.

Group and 0-3 years

- E-books Funding granted for Hairy McClairy to be made into an
NZSL e-book by Penguin. Looking to launch Feb next year with
two other books, jointly working with Penguin and Ministry. Sug-
gestions for great books to make to signed e-books would be ap-
preciated.
- Parents Event regional events for families with children under 5;
need to discuss the sorts of things we think should be at these
events. Eg. Information to go out to families, who should speak,
who should present, what they should present about
- Invercargill initiative the ministry is watching the Invercargill par-
ent group that are doing the NZSL classes through Deaf Aotearoa.
They are looking at the viability of funding more of the same
throughout the country if this works. Woohoo!
- Long Term NZSL support MinEd looking to set up a job position
working with the AoDCs initially then going into families once con-
tact has been made. Working along a similar line to the old Deaf
Resource Person that was around a few years ago.

Resource Pack Has been put up on the website for parents and teachers to access.
Would like to get a number of copies printed and put into Family Kits, as
well as possibly a letter to the Parent groups with the link up so they can
access for their schools.
Andrea and I discussed the possibility of doing the same thing for
Families of newly diagnosed kids; hints and tips, working with
professionals, etc.

Telecom Account Please see the Telecom print out re. costings for a wifi hub.

Excellence Trophies Went out without too much of a hitch; got to all the schools in time for their
prize-giving, which was awesome. Looking forward to feedback from the
families.

Website Looks great! So proud of it! Now happy to point people in the right
direction to look at it.
Working on more resources for teachers and for families. I have put up a
few more this week, but please keep eyes and ears out, and anything you
have used in the past that you have found useful.
Thinking of putting running updates of things coming from the Ministry, as
well as the DECs and other agencies? Any ideas?

Complaints procedure
- MoE
I had a great discussion with Carolyn Grace from the Ministry of
Education regarding complaints from families about services. Carolyn is
the go-to person, and answers the number given, and seems to me to be
a very pro-active person.
It is my belief that we should be putting up on our FAQs part of the
website some info on what services should be provided through the
AoDCs, the DECs, those with ORS funding, the RTDs, etc.
We also need to have a list of points regarding how to go about making a
complaint regarding services. This was my aim over a year ago when
writing to the DECs, and we have still had little to no response, which is
why I have gone over their heads to the ministry.
I have an upcoming meeting with Carolyn again, and I would like to take a
list of questions to her to get some definitive answers to put on our
website.

Complaints procedure
AoDCs
Mark Douglas has asked again for any and all complaints re AoDCs to
come directly to him via email. Also something to put on our website.

Family Conference,
Austria
Had a very interesting discussion with David Foster on Wednesday
regarding the outcomes of the Family Conference in Austria. Apparently
there was a huge number of fab outcomes from this conference for many
of the parent groups involved, and NZ was one of only three or four
countries who had representatives of Education, Ministry and Parent
group. He has promised to send me the documents that had been
circulated after the conference, so hopefully I can bring them to the
meeting.

APODC Camp Got the cheque off to APODC for their camp; maybe Janet could update
us a little on whats going on with APODC and if we can help out in any
way?

WADC family Camp WADC have planned a family camp for the 15

Feb, 2014 and would
like to invite families from the lower North Island to come. (Incl Taranaki,
P. North, Wairarapa,) Perhaps we could put on Facebook and in
newsletter?

ACC review Review of ACC for hearing loss. NFD want to know if we would like to add
any comments to their proposal going back to ACC, or if we would like to
not respond due to this not being relevant to our group.
I have replied and said we will respond after our meeting.

Lovely Lena On behalf of the exec, I have to say Lena that you have made the last
year wonderfully fun. Your outlook on life, your constant smile, and your
up-beat, straight up discussions have really made our meetings a laugh.
We will miss you, but please know that your place on the exec is always
open for you, should you miss us unbearably. Were all here to help if you
find you need support, and good luck with your family.

Contacted Rebekah Zwies- deaf adviser Invercargill via phone regarding a
Gathering/meeting down Southland Invercargill.

I have made contact with ***** and explained the above in brief also that we
are in contact with a local deaf adviser who is keen to help participate in any
way regarding information to families.
She informs me to go ahead with adviser and she will attend, but states her
child is now a young teen and she doesnt have much to do with deaf parent
group.
I have contacted Judi Devine via phone and discussed the above she
appears happy to work alongside NZFDC and Rebekah (deaf adviser)
And I gave Judi the 2 dates in Feb & April and she thought April would be
better.

Fly down Friday night have a parent friendly focused gathering Saturday

Sunday OR have our meeting all day Saturday and have the parent gathering
Sunday morning flying out that afternoon.

The details would need to be sorted and finalised but a rough idea.
Also a good time for the committee to catch up and get to know 1
another.

15 new families and 3 change of address 1 Professional deleted (re-
turned newsletter). Database is now updated and correct.

Other Issues


NZFDC emails - from September 2012 (when I started newsletter) to
27th November 2013, I double-checked that I did not missed any
new families, change of addresses etc. I then checked returned
newsletters against Database, ALL addresses matched so removed
families from Database.
Maybe Andrea or Catherine could contact these removed families via
email/text, if they would like to continue to receive NZFDC newslet-
ters?
Printed 120 Labels for NZFDC brochures for Jill (address changed).

NZRelay Advisory Group Meeting
11 Nov 2013
Attended the Meeting held at the Brentwood
Hotel, Kilbirnie, Wellington. Attended on
behalf of NZFDC as Jill Taylor, our new rep
unable to. Very welcoming, friendly group.
Have just launched Mobile Text Relay. NZ
Relay website recently updated to view on
Mobile technology. Captel has distributed
306 phones so far, 285 phones at the centre
ready for distribution. Extending the hours of
operation at the call centre when more
trained operators are up and running shortly.
When face to face interpreting not available
VRI (video Relay Interpreting) an option and
used by Govt Agencies. New Speech
Impairment DVD being developed.



Combined DECs Board of Trustee
Meeting 18 Nov 2013

Attended as an observer. Some notes from
meeting:
Was well advertised about Wellington Deaf
circles however I was the only observer.

Large bound pack of Meeting Papers.
Dr David McKee has been co-opted onto the
Board. He asked a lot of interesting
questions meeting attendees required to
justify why and when over issues which was
good from my viewpoint. Oliver Ferguson
happy with his support on the Board.
Chairperson Glenn Dillon is standing down
as Chair from end of 2013. No one appears
to have put their hand up so far.
Budgets for both schools discussed.
Christchurch satellite secondary possibility
also in discussion.
Kelston students will be proceeding with tour
to Japan.
Pilot of service redeployment trialling in
Waikato and Hawkes Bay being extended to
get further results. 2

phase to include
another 5 sites proposed from 1 July 2014.
Looking to employ more RTDs from
beginning of 2014 so they are in place
DECs will cover costs.
Issues with Early childhood Early
Intervention Centres over funding and how
they operate Ministry of Education letter.
