herein that at fir$t the de)artment had Ai--f%--> and
ne,-i,ent-> re*orded the !C($ of the re$)ondent and
f%rther ha$ fai-ed to remo@e the taint e@en on $)e*ifi*
dire*tion$ of thi$ ;onD=-e Co%rt. It i$ imminent to
mention that in the E%d,ement dt 20.12.2010 the
;onD=-e Co%rt had a))re*iated the fo--oAin, in *onte4t
of the *a--o%$ne$$ of the )etitioner$ in )ara 13 of the
E%d,ement Ahi*h i$ =ein, reiterated a$ fo--oA:6
Iwe need to express our anguish at the manner in
which service records of senior officer of the
government are being maintained and at the
callousness with which ACRs recorded. Indeed, it
shocks the court that so callous is the manner of
recording of ACR that for the year !!"#!!" and
the year !!$#!!%, one self assessment proforma
pertaining to only year has been photocopied and
used as basis to pen the ACR grading for the next
year.&
