At approximately 4:46 p.m. | was contacted by the CID Captain and informed of a possible domestic battery involving an FSU Football player (Karlos Wiliams). The captain informed me that he had forwarded me an e-mail indicating there had possibly been domestic violence involving Karios Williams land a ‘The captain asked that | respond to TPD and follow-up on the incident. | immediately responded to TPD, ‘Upon my arrival at TPD | reviewed the e-mail forwarded to me by the CID Captain. It appeared to be a Te-post of a Facebook posting by @999 The original post read: “Domestic violence is NEVER okay. And | have learned why women keep secrets and scared to come forward, I'm ashamed to say | did the same thing. But | am ready to speak up for women in situations life myself. | pray one day everyone see your true colors and for what you really are. This was done to Me 2 nights ago by a man | have lived with for two years and bared two children by. Hopefully therapy will help you one day fix this and your sons never even work their hands to hurt a women, mind you a pregnant women, to this extent.” The re-post by an unknown person read, “Late on the night of October 24, 2014 Karlos William's vane Posted this Facebook message for all her friends to seo." The posting had three (8) pictures which appeared to show bruising on someone's arm. Based on the information contained in the postings it appears that the alleged incident took place on or about October 22, 2014, [After reviewing the e-mail | checked’ /acebook page and did not see the posting. | contactec a by phone and spoke to her. | explained that | was calling because | had seen the Facebook posting, that | was concerned for her and wanted to speak to her. She told me that she took the posting down because of all the feedback. | asked if she would be wiling to meet with me to give a statement. She told me that she wanted to think about it first. | asked if she would be wiling to give me the pictures and she again said that she wanted to think about it. | asked if she would be willing to talk to a victim advocate and she said maybe but would also lke to think about it. She asked that | send her an e-mail with my contact information | sent her an e-mail with my information and let her know to feel free to contact me at any time during the weekend and if she did not, | would contact her Monday once she had time to think about the incident. Additionally, the TPD Victim Advocate attempted to contact her by phone but was unsuccessful Without the victim's statement there was only speculation as to what took place, if it took place in our jurisdiction and who was involved. | spoke to ASA G. Cappleman by phone and briefed her on the incident. | also sent her an e-mail containing the image in question. Based on the e-mail | felt | should have the victim advocate call her. | contacted the TPD Victim /Advocate and let her know about the e-mail. The victim advocate then called and talked to her. When | came to work on Monday, October 27th, | had another e-mail from @NNN that read: "I have decided to not (underlined) press any charges or make any statements regarding the issue, | wil, however, take help from victims advocate to help me withdrawal from school and start a new [beginning with my life. Thank you for you're concer, this is my own personal decision that | have thought about for a few days, would be best for me and my kids”. limmediately forwarded the e-mail to my Sgt., Lt, and Captain to make them aware of the situation, | also notified the Victim Advocate via e-mail The Victim Advocate made numerous attempts to get the victim to tell law enforcement what had taken place but the victim declined, |At 12:23 p.m. on October 27th the victim sent the TPD Victim Advocate an e-mail that included: "I am not in town to come to the police department. And not sure why I have to make a statement that | don't want to press charges?" At 1:38 p.m. the Victim Advocate left a phone message for Refuge House Director Meg Baldwin to inform her of the situation. At 3:40 p.m. she returned the call and left a message saying to call if they (Refuge House) could do anything, /At 2:24 p.m. the CID Captain asked me to go to FSU and question Williams. I spoke to FSU Inv. Brunn and was making arrangements to go to FSU when | leamed that Williams was represented by Attorney ‘Tim Jansen. According to a posting by Warchant, Attorney Jansen confirmed that he represented Williams in this matter. | called Jansen's office at 3:29 p.m. and spoke to a receptionist. She advised Mr. Jansen just stepped ‘outside and she would go get him. She then came back to the phone and said he would call me right back. However, he never called back. On November 10, 2014 at 9:55 a.m. Mr. Jansen called the CID ‘Captain and confirmed he was representing Karlos Williams. Mr. Jansen also confirmed that Karlos Williams will not be making a statement regarding this incident. /At 5:16 p.m, myself and the CID Captain called ASA Cappleman and briefed her on the status of the case. /At 7:29 p.m. my Sgi. contacted me and asked me to send an e-mail to ASA Cappleman inquiring whether or not we should do a search warrant for the victim's phone. | sent her an e-mail asking the {question and also called her. ‘She told me both in e-mail and on the phone that we should not do a search warrant on the victim's phone. ‘My Sgt. also had Inv. (On 10/28/2014, | learned from Inv. Hale that according to SAO Inv. J. Newlin that Attorney Jansen had 'said he might come in to discuss an unrelated case but would not be talking about this case. ‘On 10/28/2014, at approximately 11:52 a.m. | received a call from Attorney Nate Prince. He told me {that he represented enmaee ain: that she did not want to prosecute and would not be making Jany statements or cooperating with the investigation, [During the late atteroon on 10/28/2014, | was made aware that there were possibly witnesses to the alleged incident. According to the victim advocate the victim told her that she had seen a Warchant, posting saying that two people were present and the incident never took place. The victim told the victim advocate that two people were present but did not witness the incident. They were in another foom and came in when they heard a noise. The victim declined to name who those people were. | ‘Conducted research of the Warchant website and could not locate the described posting, earned trom my Sgt. that the victim's brother also lived locally. In an effort to determine ifthe brother might have been a witness | attempted to contact him by phone but got no answer. Inv. Huston Prepared a Court Order for the phone records of the victim's brother, to try and determine if he was a witness, (On 10/29/2014 the Victim Advocate scanned and e-mailed a Victim Rights pamphlet to me }On 10/29/2014, Attomey Prince e-mailed me a Non-Prosecution Agreement. it was a swom affidavit in }which the victim requested the police department to discontinue the investigation into this case. Additionally, the affidavit set forth that she would not be giving any statements or submitting to any interviews regarding the incident [On 10/31/2014, I eft a phone message for (TTI but as of this report he has not retuned my cal. }On 11/04/2014, Sgt. Corbitt (Technical Support Unit) informed me that the phone records requested for [QR had returned. Based on a review of the phone records no additional relevant information [could be ascertained other than the phone was in the Tallahassee Market area during the relevant days. A the time of this report the victim has chosen not to make a statement or meet with an Investigator. Without a statement or additional evidence there is no way to further this case.
