Dear Governor Cuomo,
Ithas been an honor to serve the people of New York as Chairman of the New York State
Thruway Authority for nearly 4 years.
Moreover, it has been a privilege to work with you during this very productive period.
We have become the mode! for the nation in our historic procurement of the New New
York bridge which will replace the Tappan Zee.
This groundbreaking accomplishment could never have happened but for your visionary
leadership; and understanding of the reasons this project had languished for more than 10
years. The design build legislation you championed in the state legislature was the
predicate for everything that followed.
We were honored by the Regional Plan Association for this historic accomplishment and
all New Yorkers will get the benefits of this work for generations to come by paying
much lower tolls than would otherwise have been the case had standard procurement
techniques been employed.
The new bridge is a well-designed structure using state of the art technology. It will
vastly improve traffic flow, add bus lanes and invite bikers and pedestrians in their own
dedicated areas. Moreover, we have built in the capacity to add high-speed rail at a later
date when that option becomes economically feasibl
Construction is running on time and on budget and we anticipate completion without any
cost overruns.
More broadly speaking, we reorganized the staffing and management of the Thruway
Authority and Canal Corporation to implement best practices at every level
Adding private sector goal-oriented urgency to all our activities has yielded dramatic
results and cost savings. We now have an outstanding professional staff led by Tom
Madison, John Bryan, Mike Shamma and Ted Nadratowskisen

(Our board meetings are a model of engagement by our directors and have shown the
public that we spend every dollar of their money with the greatest care. Ithas been an
added advantage to serve with Virgil Conway, who has devoted so much of his life to
public service.
Lam proud to have played a role in implementing your vision of what the Thruway
Authority could be.
With these accomplishments firmly in place and as you prepare for your second term, it is
aan appropriate time for me to return full-time to my other business and philanthropic
activities and to pass the baton to a successor.
With this letter I tender my resignation effective November 30, 2014.
