The original procurement was obtained through the CTAC (center for technology assistance & transfer center) from the
ONDCO (office of national drug control policy), now dissolved.
We applied 2006 and were actually notified of the award in Aug 2008, Tacomas crime statics were referenced for the
grant application. Im thinking sometime after Aug 2008 the resolution would have been completed for presentation.
We never purchased the equipment to was given to us, so the resolution would be regarding accepting equipment
valued around 450K. Kim Gerhart assisted on drafting the resolution if that helps.
I was advised it was Chief in 2008, who in executive session, briefed the council with Kim Gerhart. Per memory there
were a few follow-up briefings for council members who were not at executive session. It was brief as an all crimes
approach, not specific to IEDs or a specific crime. Technology to enhance our ability to catch gad guys.
The original document that was attached was something related to the RIG not the equipment.

Unfortunately I can't say, i'm assuming it would be a higher dollar value. Anything referencing or mentioning
"CTEC" or "ODCP" I think that was the grant system/program (dissolved now). I will check with Jeff tomarrow
unless TK can provide an answer.
