Terrorism is not a new or unaccustomed phenomenon. However, undeniably, it has become the
greatest security challenge of the 21st century. Fuelled by the impact of globalization, terrorism
has transcended borders, targeting any society, nation, culture or civilization and has no doubt
increased in its deadliness. Unfortunately today, anything about terrorism, except the great
extent of the terrorist threat is a matter of dispute. The disagreement among nations, decisionmakers or scholars, about terrorism starts at the very beginning: how to define terrorism and
whom to call a terrorist.

Historical Context

Throughout the years, terrorism has had no one definition and it has changed time and time
again. Terrorism before and after the September 11th, 2001 attacks, it has changed in how it
happens and the reasoning. The causes and effects of terrorism has also changed over the years.
