Dear Syracuse Zoning Administration:
Per our meeting with your office staff on February 18, 2015, CHA is pleased to submit the updated
package as it pertains to the above referenced project. The proposed development will consist of
constructing a student housing complex on land at the comer of East Brighton Ave, and Thurber Street
Development will include three (3) 19,880 SF buildings, one (1) 11,445 SF club house, and one (1) 2,325
SF office building along with supporting infrastructure. Site improvements to inchide driveways,
walkways, parking, site utilities, stormivater management systems, site lighting, and landscaping. ‘The
existing zoning of the parcels included in the develapment varies between RB-I, RC, and 1A. This
project includes lot consolidation of 11 existing lots into 3 new lots. ‘The thaee new lots created in the
proposed subdivision attempt to segregate each zoning district and the proposed layout ensures no
buildings cross district boundaries within lots of multiple zoning districts. Due to the multiple lots and
zoning districts within them, a separate application is being submitted for each lot based on zoning,
requirements.
LOT | ~ SPECIAL PERMIT
Lot | is primarily zoned RC with a small sliver of unused land within the IA district. Proposed work
within fot | includes construction of one ofthe three 19,880 SF apartment buildings along with a small
2,325 SF office building. These uses are permitted within the RC district with the issuance of a Special
Permit. Associated site infrastructure as descrihed above will be integrated within and between all lots.
LOT 2- PROJECT SITE
‘The existing property is split zoned between IA and RB-1 with one ofthe three 19,880 SF apartment
buildings being located with the 1A district and associated parking located inthe remainder RB-I district.
Both uses are permitted within their perspective zoning districts with Site Plan approval.
LOT 3 ~MULTI-BUILDING
Lot 3 with be solely zoned RB-1. Proposed development of Lot 3 will include the third 19,880 SF
apartment building along with an [1,445 SF Clubhouse. ‘The proposed uses are permitted within the RB-
1 district and we request that the development of lot 3 be reviewed as a Multi-Building Development.
