Dear Mr. Minister,
With reference to your letter dated 13 March 2015 and the

discussions we have had in relation to the planned project on

Strategic Management at the Ministry of Interior Affairs, we would

like to inform you also in written form that we have decided to put
the start of the project on hold for the moment. The reason for this
is the ongoing staff changes at senior level at the Ministry and the
General Police Inspectorate and a perceived insecurity in relation
to the continuation of the reform of the police.

The objective of the planned project is to strengthen the

management capacity of a target group of senior and mid-level

managers at the Ministry and the Police. To be able to deliver the

expect results the target group needs to remain fairly stable during
the project duration. The ongoing staff changes, including

vacancies at key positions, constitute therefore a risk for the

project implementation.

The Ministry has recently initiated a set of assessments in relation

to the ongoing reform of the police, including a review of the law

on police activity and police officer status and a functional review

of the Ministry. We would like to await the results of these

processes before a decision is taken on the planned project.

We remain committed to support the Ministry of Interior Affairs

in its reform efforts given that the conditions are favorable. DCAF

expertise will continue to be available if and when we will be able

to take a positive decision on the planned project. We propose that

will return to this issue in the months to come, and we look

forward to take part in the continued discussions on the reforms of

the Ministry of Interior ant the Police.
