About Toronto
Toronto, the largest city in Canada and the capital of the province of Ontario, celebrated its 180th
anniversary in March 2014. Located on the picturesque shoreline of Lake Ontario, Toronto is Canadas
most populous region and just over an hours drive from the American border.

At 112 metres (367 feet) above sea level, Torontos altitude offers ideal conditions for highperformance
athletes.

Toronto features warm but moderate summer temperatures with an average of fewer than five days in
July with temperatures above 30C (86F).

Average monthly rainfall for July is only 67 millimetres. On average, one in three days will offer some
precipitation, but only one day in nine has rainfall greater than 5 millimetres.

Toronto is the third largest financial centre in North America.

The Economist ranks Toronto as the fifth most liveable city in the world based on factors including
stability, health care, culture, environment, education and infrastructure.

With a population of 2.6 million people, Toronto is Canadas largest city and the fifth largest in
NorthAmerica.

Torontos surrounding region is home to 8.1 million people, all living within an hours drive of the
Gamesarea.

Approximately 20 per cent of the regions population was born in the Caribbean, Central America,
South America, the United States or Mexico.

Introduction
On behalf of the TORONTO 2015 Pan Am/Parapan Am Games
Organizing Committee (TO2015), I am pleased to introduce this
Sport Technical Manual for the TORONTO 2015 Pan American
Games.
Our mission ignite the spirit through a celebration of sport and
culture is built on the foundation of our values: joy, purpose,
accountability, collaboration and results. At the heart of this is
ensuring that the TORONTO 2015 Games are sport focused and
athlete centred.
We are dedicated to providing a first-rate field of play and
delivering an outstanding experience for all athletes, coaches and
officials. We are also committed to providing athletes and teams
with the best possible conditions at our competition venues for them to perform at their peak, which
include a combination of transformational new facilities and iconic existing locations. The training
facilities will be of similarly high standard and will be conveniently located within easy reach of the
Athletes Village and satellite accommodation locations.
To assist you in your Games preparations, we have prepared this Sport Technical Manual in collaboration
with your respective Continental and International Federations. This manual provides the necessary
sport-specific content for the successful delivery of each sport competition as well as operational and
general information that may be of interest to athletes and teams.
The Games provide an opportunity to celebrate and strengthen the goals of fair play and diversity, foster
lifelong friendships, promote accessibility and inclusion, and encourage all of us, on and off the field, to
practice good sportsmanship.
We look forward to welcoming you to Toronto in July 2015.

Two groups of four teams (countries) will be created. The placing of the teams will be through seeding.
Team seeding will be determined by the IRB.
The teams will play against each of the other teams in their pool.
Following the pool rounds, the teams will be ranked and proceed to knockout rounds and
medal/placement matches as indicated below.
1.1 The eight teams competing will be grouped into two pools of four as follows:

Pool A
A1 = 1st seed
A2 = 4th seed
A3 = 5th seed
A4 = 8th seed

Pool B
B1 = 2nd seed
B2 = 3rd seed

1.2 Play on the first day of the tournament will consist of matches between teams in the same pool
on a round-robin basis. No extra time will be played in pool matches. Points will be awarded for these
matches on the following basis:
Win = 3 points
Draw = 2 points
Loss = 1 point
No show = 0 points
If a team willfully refuses to play, or willfully abandons a match in progress, without the prior consent of
the match referee, then, subject to confirmation by the technical delegate or IRB commission, that team
will be expelled from the tournament.
If a team has been expelled from the tournament for whatever reason, then:

that team shall be deemed to have been awarded no pool competition table points and to have
scored no tries or points in the pool matches; and

for the purposes of determining standings in the pool competition table, all match results against such
team shall be deemed null and void. This means that all pool competition table points awarded in
matches against the expelled team, and tries and points scored or conceded in matches against such
team, will not be taken into account in determining standings in the pool competition table.

1.3 Determining pool competition table standings

Position in the pool competition table shall be determined by competition points as set out in 1.2 above. If at
the conclusion of the pool stage, two teams are equal on competition points for any position in the pool, such
position in the pool competition table will be determined on the result of the match between the two equal
teams. The team that won that match shall be deemed to have finished higher in the pool competition table.
If the match between the two teams equal on competition points at the end of the pool stage was a
draw, then the following process shall be used to determine the placings:

The margin of points scored for and against a team in all pool matches shall be considered. The team
with the highest positive margin of points shall be ranked higher in the pool competition table. If the tie
remains unresolved, then:

The margin of tries scored for and against a team in all pool matches shall be considered. The
team with the highest positive margin of tries shall be ranked higher in the pool competition table.
If the tie remains unresolved, then:

The team that has scored the highest number of points in the pool matches shall be ranked
higher in the pool competition table. If the tie still remains unresolved, then;

The team that has scored the highest number of tries in the pool matches shall be ranked
higher in the pool competition table. If the tie still remains unresolved, then:

The tie will be resolved by the toss of a coin between the team managers concerned.

If at the end of the pool stage more than two teams are tied on points, then the following process shall
be used to determine the placings:

TECHNICAL MANUAL

with the highest positive margin of tries shall be ranked higher in the pool competition table. If the
tie remains unresolved, then:

The teams concerned shall be ranked by reference to the number of points scored in all pool
matches. The team with the highest number of points scored in the pool matches shall be
ranked higher in the pool competition table. If the tie remains unresolved, then:

The teams concerned shall be ranked by reference to the number of tries scored in all
pool matches. The team with the highest number of tries scored in the pool matches shall
be ranked higher in the pool competition table. If the tie remains unresolved, then:

The tie will be resolved by the toss of a coin between the team managers concerned.

During the knockout competitions, in the event of a match being drawn at the end of normal time, extra
time will be played until a winner is determined. A two-minute water break will be held at the end of
normal time and before re-commencing the match. The extra time will be played in periods of five
minutes. After each period, the teams will change ends without interval. In extra time, the team that
scores first will immediately be declared the winner without further play.

Rugby Sevens

A coin toss by the team managers and the referee will be conducted to determine which team will
kick off the commencement of extra time and to choose which end the team will kick off from.
1.4 The duration of matches, other than the gold/silver-medal final, will be seven minutes each half, with
a two-minute halftime interval. The duration of the gold/silver-medal final will be 10 minutes each half,
with a two-minute halftime interval.
1.5 Apart from the willful abandonment of a match and subsequent expulsion under 1.2, in the event of a
match having to be stopped after its commencement under the provisions of the Laws of the Game, then
subject to confirmation by the technical delegate or IRB commission, the following procedure shall apply:
(a) Pool matches
Where a pool match has been abandoned either at halftime or at any time in the second half,
the result and any points and tries scored by each team in the match shall stand.

Where a pool match has been abandoned during the first half, the result shall be declared a draw.

Where a pool match has been declared a draw, then for that match each team will be awarded two
match points, and any points and tries scored will count towards the total points and tries scored by
each team in all their pool matches.

(b) Knockout matches

Where a match has been abandoned either at halftime or at any time in the second half, the result
shall stand. If both teams are tied, then the provision within clause 1.3 shall be used to ascertain a
winner with points scored in all matches in the tournament taken into consideration. However, if one of
the teams participated in a pool where a team was expelled, for whatever reason, then the matter will
be referred to the technical delegate or IRB commission, who/which shall decide the most appropriate
method for determining the winner of the tied knockout match.

If a match has been abandoned during the first half, the result shall be declared a draw and the
provisions within clause 1.3 shall be used to ascertain the winner with points scored in all matches in
the tournament taken into consideration. However, if one of the teams participated in a pool where a
team was expelled, for whatever reason, then the matter will be referred to the technical delegate or
IRB commission, who/which shall decide the most appropriate method for determining the winner of
the tied knockout match.

1.6 A match shall be played by no more than seven players on each team on the playing area. A player
may be replaced on account of injury or substituted. A team may nominate no more than five
replacements/substitutes. A team can substitute or replace all five players. Temporary replacement for a
blood injury to a player is permitted. A player who has been replaced through injury may not resume play in
the same match except if temporarily replaced for a blood injury. A player who has been substituted may
not resume play in the same match except as a temporary replacement for a player with a blood injury.
No replacement or substitution may be made except with the permission of the referee, and only during a
stoppage in play.
1.7 Only players, the referee, touch judges, water carriers (as per 1.6 above) and medically trained
persons may enter the playing area in order to tend to an injured player. During the interval, coaches,
water carriers and camera crews may enter the playing area but they must leave it before resumption
of play and must not do anything to delay the playing of the match.
1.8 A player sent from the field, under IRB Law 10, will not be permitted to play again until the matter
has been dealt with, in accordance with the applicable tournament disciplinary rules.

TECHNICAL MANUAL

1.9 Toss
The toss to decide who will kick off and to choose ends will take place at halftime in the preceding match.
The toss shall be conducted by the match referee with a representative of each team in attendance.
1.10 On-field presentation
1.10.1 Teams and players must participate in tournaments in their national sevens team strip, which
must be registered prior to the commencement of the tournament and in advance of the tournament.
All players on a participating team must wear the same jersey, shorts and socks that are of a standard
commensurate with the prestige of an international rugby match.
1.10.2 They must have an alternate set of playing kit, including jerseys, shorts and socks, to wear for
games where there is a colour clash. The alternate set of playing kit must also be registered with the
competition manager.
1.10.3 For any match where there is a colour clash, the team wearing the alternate kit will be determined
by a coin toss or at the direction of the competition manager.
1.10.4 Squad numbers (112) will be assigned to all players who participate in any match in a tournament
at the TORONTO 2015 Pan Am Games. Once assigned a number, a player will retain such number for
the duration of the tournament. Numbers must be of a sufficient size and suitable design, preferably white
if on coloured jerseys and black if on white jerseys, so as to be clearly identifiable from commentary and
match-tracking positions in the stands. Please note that in the case where the jersey has either a hoop or
patterned design, the numbers must have a white background and border in order to ensure that players
can be clearly identified. The alternate set of jerseys must also be clearly numbered 112.
1.11 Technical zone
1.11.1 Each team is allowed to have the following personnel in the technical zone during matches: coach,
manager, physiotherapist and five reserve players.
1.11.2 A maximum of three non-playing personnel are allowed to enter the playing area for the purposes of
water carrying (which is only permitted when play is stopped for an injury or when a try has been scored).
The water carriers must wear the technical zone bibs provided by TO2015 at all times. Please note that the
team manager and coach are not permitted to enter the playing area other than during halftime and in
the break prior to the commencement of any extra time.
1.11.3 Except as specified in 1.11.2 or as otherwise allowed under the laws and regulations of the game, all
non-playing personnel must remain inside the technical zone, which will be clearly marked.

Female 6 teams
One group of six teams (countries) will be created.
Team seeding will be determined by the IRB. The teams play against each other in the pool. Following
the pool round, the teams will be ranked and proceed to medal/placement matches as indicated below.
1.1 The six teams competing will be grouped into one pool.
1.2 Play will consist of matches between teams in the pool on a round-robin basis. No extra time will be
played in pool matches. Points will be awarded for these matches on the following basis:

If a team willfully refuses to play, or willfully abandons a match in progress, without the prior consent of
the match referee, then, subject to confirmation by the technical delegate or IRB commission, that team
will be expelled from the tournament.
If a team has been expelled from the tournament, for whatever reason, then:

that team shall be deemed to have been awarded no pool competition table points and to have
scored no tries or points in the pool matches; and

for the purposes of determining standings in the pool competition table, all match results against such
team shall be deemed null and void.

The team that has scored the highest number of points in the pool matches shall be ranked
higher in the pool competition table. If the tie still remains unresolved, then:

The team that has scored the highest number of tries in the pool matches shall be ranked
higher in the pool competition table. If the tie still remains unresolved, then:

The tie will be resolved by the toss of a coin between the team managers concerned.

If at the end of the pool stage more than two teams are tied on points, then the following process shall
be used to determine the placings:

The margin of points scored for and against a team in all pool matches will be considered. The team
with the highest positive margin of points shall be ranked highest in the pool competition table. If the
tie remains unresolved, then:

Guidelines for addressing thunderstorms and visible lightning that should be used for the TORONTO
2015 Pan Am Games, if no Games, federal or provincial statutes take precedence:

TECHNICAL MANUAL

15

In the event of an approaching thunderstorm with visible lightning, the flash/bang technique will be
used to determine the proximity of the approaching storm.

The flash/bang technique means that for every count of three, from the time the lightning bolt is
seen to the time when the associated thunder is heard, the lightning is approximately one kilometre
away. A flash/bang count of nine indicates that the storm is approximately three kilometres distant
(approximately two miles). A flash/bang count of 15 indicates the storm is approximately five
kilometres distant (approximately three miles).

When thunder is heard and a flash/bang of 30 is calculated (representing approximately 10

kilometres), it is an indication that a thunderstorm is in the area and the person responsible for storm
monitoring should be on alert.
If the flash/bang intensity increases to a level of nine, or approximately three kilometres, the
referee should stop all play and all participants should seek shelter in the dressing rooms. Once the
thunderstorm passes over, the referee should wait until the flash/bang is nine or greater before
resuming play.
Thunderstorms have a tendency to reverse course and come back over an area that they have just
passed. The person monitoring the storm should remain vigilant until the storm is out of sight or the
flash/bang count is 30 or greater.

Accreditation
Accreditation is the process of identifying individuals and their role(s) at the Pan Am Games, and
ensuring they are granted the appropriate access to fulfil their role(s). The role of the NOC is to register,
appropriately, every potential athlete, official, dignitary and press person from its territory.
Applications for accreditation must be received by TO2015 no later than March 27, 2015, in order for
NOCs to receive the pre-valid cards (PVCs) before the delegations departure for the Games.

Eligibility Condition Forms

As required by the PASO statute, each athlete and team official must complete an eligibility condition
form acknowledging his or her compliance with Games objectives and goals regarding participation in
the Games. The form is mandatory and must be signed by participating athletes and officials before
their arrival at the Games, in order for their accreditation to be validated.

Pre-valid Cards
By May 30, 2015, and following the data verification and the pre-DRMs, TO2015 will produce and send
out PVCs to each NOC. NOCs will be responsible for distributing the PVCs to their delegation members
before they travel to Toronto.
The PVC, along with a valid passport, will serve as an official entry document to Canada. Individuals will
be able to enter Canada using this process from May 11, 2015 to August 25, 2015, at 11:59 p.m., for a
period of stay no longer than six months from first entry. No additional entry visas will be required during
this period. The PVC will be valid for multiple entries, provided it is accompanied on each occasion by a
valid passport.

Accreditation Card Validation

After the DRM has been completed, eligible delegation members will be able to validate their PVCs,
which will provide access to the CIBC Pan Am/Parapan Am Athletes Village, once the village opens on
July 5, 2015. It can also be used to access other official competition and non-competition venues, as
determined during the DRM. Only once the PVC is validated does it become an official Pan Am identity
and accreditation card (PIAC).
Upon arrival in Toronto, delegation members holding PVCs can have their cards validated (providing the
DRM is complete) at one of the accreditation centres, to gain access to Pan Am venues and the CIBC
Pan Am Athletes Village.
