MEMORANDUM FOR CHIEF ACQUISITION OFFICERS
SENIOR IMMIGRATION SPECIALISTS
FROM: Rachel Withers
SUBJECT: Educating United States immigrants: Teaching Immigrants English to
Enhance Opportunities for Persons Born outside the United States.
The administration has taken several steps in the past years concerning
immigration. The policies were passed to help immigrants and their children find a
place that they could call home. The Unites States has always been an ideal for the
rest of the world. Many foreign persons have made great sacrifices to come to the
United States and become legal citizens.
Because many Immigrants enter United States soil with little to no English,
securing a good paying job is very difficult. Many have come in hopes that they will
be able to take part in the American dream. Upon arriving many are confined to
simple jobs that require little skill because of their inability to communicate well in
English.
English Language Program for Immigrants
Though the administration has taken several steps to help immigrants
become more proficient in the English language there is still more to accomplish.
The great need for the English Language Program for all immigrants has become
apparent. Many foreign born persons upon coming to the United States have had
children who are American born citizens. These children are proficient in both their
parents language and the English Language. They have become bilingual and a
great asset to our society.
In order to help immigrants succeed in the work force we will be
implementing an English Language Program within the next 90 days of this
Memorandum. The program will consist of English classes for immigrants in the
community schools and public buildings. Children who speak English will also be
able to participate in these classes. These children will help teach their parents
English.
As parents and children learn English, programs will be
implemented in homes to help further the use of English in the homes of
immigrants.

Reaching More Immigrants


Upon implementing the English Language Program the Executive Office of
Public Engagement and Intergovernmental Affairs will review the success of the
English Language Program. Steps will be taken to further develop and enhance the
understanding of the English language for Immigrants. As more immigrants further
their understanding of English they will be able to find better paying jobs. English
speaking Immigrants will further enhance the diverse understanding and culture of
the American people. They will no longer be confined to simple jobs but will become
successful in their careers. The English Language Program will become a
requirement for all immigrants. This program will ensure the success of every
immigrant who comes to the United States.
