SECTION1.SHORTTITLE

ThisactmaybecitedastheBorderProficiencyActof2015.

SECTION2.FINDINGS

Congressherebyfindsanddeclaresthat,
1)Militarizingbordersanddismantlingsocial,medical,andeducationalsupportforimmigrantswillcreatefurther
tensionswithothercountries.
2)BorderSecuritybudgetamountedtomorethan3.6billiondollarsin2014,morethan13timesthebudgetin
1990.
3)SubsequentrevisionstoimmigrationlawconsistentlydisregarddemandforMexicanandtoalesserdegree,
CentralAmericanlabor.
4)From1990to2007,legalworkerspayincreasedby10percentwhenworkingcomplimentarytoundocumented
immigrants.
5)In1960,halfofnativebornmenwerehighschooldropoutsinUnitedStatesseekingunskilledlabortoday,less
than10percentofnativebornmenarehighschooldropouts.
6)Millionsofpeopleprojectedtocomeacrossborderandreturntotheirhomecountriesifopenbordersare
established.
7)Noevidencesuggeststhatimmigrantsaregreatersourceofcrimethandomesticpopulation.
8)Openborderpolicygreatlybenefitedtheeconomythroughoutthe19thandearly20thcentury.
9)Highimmigrationwouldlowerlowskilledwages,buthavelittletonoeffectonoverallwages.
10)Studieshaveshownthatimmigrantscanpulltheirownfiscalweighteveniftheirtaxbillsarewellbelow
average.
11)Therearecurrentlymorethan11millionunauthorizedimmigrantslivingintheUnitedStates.
12)About36percentofimmigrantsarecollegegraduates,5percentabovetheUnitedStatesaverage.
13)ThemajorityofapprehensionsoverthepasthalfcenturyhaveinvolvedMexicansaboutsevenoutofeight
apprehensions.
14)TheU.S.DepartmentofHomelandSecurityapprehendsanaverageof10,000familiesperyearillegallycrossing
thebordermorethan55,000familieswereapprehendedinthefirstninemonthsof2014alone.

SECTION3.STATUTORYLANGUAGE
A)TheBorderProficiencyActof2015shallamendtheImmigrationandNationalityActtoallowforlegalentryof
anypersonovertheageof18oraccompaniedbyaparentover18intotheUnitedStates.UponenteringtheUnited
States,analien,definedasanypersonnotacitizenoftheUnitesStates,mustregisteratanimmigrationstation.An
alienmustshowlegalproofofageorrelationtoaparentover18toobtainappropriateidentificationinordertobe
subjecttofutureworkorhousingopportunities.
B)TheBorderPatrolbudgetshallbereducedto65percentofthe2014budget(3.634billiondollars).TheBorder
Patrolshallbeinchargeofconductingthecreationofidentificationsforaliens.Theseidentificationsshallincludea
personsage,countryofemigration,andaphotoI.D.15percentoftheBorderPatrolsbudget,allocatedand
approvedbyCongress,shallbereservedforthefundingofincreasedsecurityalongimmigrationstationsandfor
materialstoproduceidentifications.
C)Thosefoundprovidingworkorhousingopportunitiestoimmigrantswithoutproperidentificationwillbefined
2,000dollars,enforcedbytheDepartmentofJustice.Thosefoundwithoutanidentificationshallbeforcedtoreturn
toanimmigrationstationandwillbegivenone.TheBorderProficiencyActof2015shallbeenactedonJanuary1,
2016andshallhavenoexpirationdate.
