ThisactmaybecitedastheVeteransHealthActof2015.

SECTION2.FINDINGS

Congressherebyfindsanddeclaresthat,
1)VHAprovidersareexpectedtoseebetween10and12patientsperday,comparedtotheplanned24visitsina
typicalfeeforservicecaremodelintheprivatesector.
2)Patientswaitanaverageof115daysfortheirappointment,andover84%waitover14days.
3)IntheissueofthePhoenixHealthcareSystemElectronicWaitList(EWL)therewere1,700veteranswhowere
waitingforaprimarycareappointmentbutwerenotonthewaitlist.
4)Patientswaitingtimesarenotaccuratelyrecorded,asthewaitisnotcounteduntiltheyareontheEWLmany
veteranswaitalongtimebeforetheyareabletobeaddedtothelist.
5)Therehavebeendozensofcaseswhereveteranshavediedduetotheirmedicalconditionsduringmonthsof
waitingtoseeadoctor.
6)Inanhospitalincident,asmanyas7,000veteranswereonabackloglistwaitingtooforcolonoscopiesor
endoscopiesatVAfacilitiesinColumbia,SouthCarolinaandAugusta,Georgia.
7)TheVAandWhiteHousecontinuestogivefalseinformationabouttheimprovementsbeingmadetotheprogram.
8)Thenumberofveteransonwaitinglistsofonemonthormoreisnow50percenthigherthanitwasduringthe
heightoflastyearsproblems,departmentofficialssay.

SECTION3.STATUTORYLANGUAGE
A)Eachhospitalshallhave1.3millionsquarefeetoflandand532beds.Eachhospitalshallbegranted$800million
tobuild.Eachstateshallhavetwonewhospitalsbuiltlocationwillbedeterminedbasedonthenumberofveterans
livinginproximitytothehospitalaroundthearea.Withthecompletionoftwonewhospitals,veteranswillhavea
greaterselectionofplacestoseekmedicalattention.Thiswillalsocutdownthewaitingtime,astherewillbemore
facilitiesavailabletohelpaccommodatelargernumberofpatientsatonetime.Withregularprogressinspections,
projectsshouldnotbedelayedwithoutareasonableexplanation.
B)Thebillshallrequirethefundingof$80billion,asitwillcoverthecostsofbuildingtwonewVAhospitalsin
eachstateoftheUnitedStates.Eachstateshallreceive$1600millionintotalforthefundingofthetwohospitals.
ThemoneywillbegeneratedfromVAfunds.AllconstructionprogressoneveryhospitalshallbeupdatedontheVA
websiteandgivethepublicaccesstoviewthisinformationiftheysoplease.Ifthecitydiscoversthatprogresshas
halted,itmusttakemeasurestostartupconstructionagaininthespanoftwomonths.Allimplementation,
enactment,enforcement,andadministrationshallbehandledbytheVeteransAffairsoffice.
C)Allstateswhohavehospitalconstructionstoppedforovertwomonthsshallpayafinepersitewithhalted
progress.ThisactistobeenactedimmediatelyuponofficialapprovalsbyPresidentorCongress.Thereisno
expirationdateforthisbill.
