How Your Nations IQ Matters So

Much More Than Your Own
GARETT JONES

In Hive Mind, Garett Jones provocatively argues that

differences in national IQ can explain many crosscountry inequalities. While individual IQ scores
predict our independent success moderately well, a
countrys average score is a remarkable bellwether of
its overall prosperity.
Expertly synthesizing research from psychology,
economics, management, and political science,
Jones explains that IQ is significantly more important on a national level because it produces positive
spillovers. People who do well on standardized tests
are more patient, more cooperative, and have better
memoriesall of which better position them to take
on the challenges of todays economy. Whats more, when we are surrounded by intelligent
neighbors, their good qualities rub off on us. And thus, the worker bees in every nation
create a hive mind with a power all its own. Once the hive is established, each individual
has only a tiny impact on his or her own well-being.
Jones leaves readers with policy-oriented conclusions and hopeful speculation: Through measures like better nutrition and schooling we can raise global IQ. If we do, it is possible that this
period of massive global inequality will be a short season by the standards of human history.
Garett Jones Hive Mind is the very best introduction to a simple truth: The smarts of the
people around you are way more important than you think. Much of our world is shaped by
this fact, which no one has talked aboutuntil now.

Tyler Cowen,
George Mason University, blogger at Marginal Revolution,
and author of The Great Stagnation

For over 100 years, weve neglected the importance of national differences in our cognitive
progress; this book is a welcome antidote and an eye opener.

James R. Flynn,
University of Otago and author of Are We Getting Smarter?

Those of us who live in the worlds richest countries like to believe that it is our own intellect
and ingenuity that accounts for our success. But what if our own intelligence matters less than
the average skill of the country in which we live? Hive Mind offers a bracing account of why
some countries are so rich while others are so poor, and how we might foster more cooperative
and, ultimately, more prosperous societies.

Intra-Industry Trade

Cooperation and Conflict in the

Global Political Economy
CAMERON G. THIES AND
TIMOTHY M. PETERSON

Our understanding of trade has not

kept pace with its changing nature.
Existing models, rooted in Ricardos
theories, describe trade between
parties that offer different commodities and operate according to the logic
of comparative advantage. Though
this type of exchange does take place,
intra-industry tradeinternational
trade of the same or similar commodities, in which foreign and domestic
brands competeis increasingly
prevalent. As a result, Intra-Industry
Trade argues that our focus on the
total volume of trade, rather than
its composition, is misplaced. Trade
composition matters, not just because
it gives us a fuller understanding of
how trade works, but also because
intra-industry trade increases the
likelihood of peaceful relations
and cooperation between states. To
illustrate this point, the authors
examine the effects of intra-industry
trade on preferential trade agreements,
its tendency to lessen World Trade
Organization disputes and militarized
conflict, and its ability to pave the way
for new and fortified alliances.

The Shared Society

A Vision for the Global Future

of Latin America
ALEJANDRO TOLEDO

Latin America has gone through a

major transformation in the past two
decades. According to the United
Nationswith the discovery of new
oil and mineral deposits and increases
in energy exports, manufacturing, and
tourismLatin Americas economic
growth and development will only
continue, foreign investment will
increase, and the regions global influence will become greater and greater.
In The Shared Society, Alejandro
Toledo, whose tenure as president
of Peru helped spur this economic
renaissance, develops a plan for a
future Latin America in which its
population is much better off than
today. Forty percent of its poor and
marginalized can be incorporated
into a rising middle class, democratic
institutions can work more effectively,
and the extraordinary ecosystem
of Latin America will be preserved.
Toledo argues that only extraordinary
efforts of vision, determination, courage, and inspired leadership will set
Latin America on the path to inclusive
development. This is his vision for
a just, sustainable, and prosperous
shared society.

Chiles Extraordinary Comeback

from Disaster
MICHAEL USEEM,
HOWARD KUNREUTHER, AND
ERWANN MICHEL-KERJAN

On February 27, 2010, Chile was

rocked by a violent earthquake five
hundred times more powerful than
the one that had hit Haiti just six
weeks earlier. The disaster caused
massive losses, paralyzing the country
for weeks and causing economic
damage equivalent to nearly one-fifth
of the countrys GDP. For most
nations, it would have taken years,
if not decades, to recover. Yet, one
year later, the countrys economy was
back on track. How did Chile do it?
In Leadership Dispatches, Michael
Useem, Howard Kunreuther, and
Erwann Michel-Kerjan uncover,
thanks to a mandate from the Chilean
Presidency, how the nations leaders
in government, business, foundations,
and beyondmade Chiles recovery
possible so quickly: strong national
leadership built on both strategic and
deliberative thinking, combined with
deeply rooted institutional practices.
Leadership Dispatches is a remarkable
story of resilience and an instructive
look at a national comeback.

Doing Bad by Doing Good

Why Humanitarian Action Fails

CHRISTOPHER J. COYNE

In 2010, Haiti was ravaged by a brutal

earthquake. Millions suffered. The
call to assist those in need was heard
around the globe. Yet, two years later,
the humanitarian efforts of governments and NGOs had largely failed.
How can measures such as these,
intended to help the suffering, fail so
badly? In this timely and provocative
book, Christopher J. Coyne uses the
economic way of thinking to explain
why humanitarian efforts which aim
to do good end up doing nothingor
even causing harm.
Considering a wide range of
interventions, this book offers a bold
alternative to state-led humanitarian
action, focused on establishing an
environment of economic freedom. If
we are willing to experiment by asking
questions about how to foster development as a process of societal discovery,
we increase the range of alternatives
to help people and empower them
to improve their well being. Anyone
concerned with and dedicated to alleviating human sufferingfrom policymakers and activists to scholarswill
find this book to be an insightful
reframing of humanitarian action.

How Culture Shapes the

Climate Change Debate
ANDREW J. HOFFMAN

Though the scientific community

largely agrees that climate change is
underway, debates about this issue
remain fiercely polarized. These
conversations have become a rhetorical contest, one where opposing sides
try to achieve victory through playing
on fear, distrust, and intolerance. At
its heart, this split no longer concerns
carbon dioxide, greenhouse gases, or
climate modeling; rather, it is the product of contrasting, deeply entrenched
worldviews. This brief examines what
causes people to reject or accept the
scientific consensus on climate change.
Synthesizing evidence from across the
social sciences, Andrew J. Hoffman
lays bare the opposing cultural lenses
through which science is interpreted.
He draws lessons from major cultural
shifts in the past to engender a better
understanding of the problem and
motivate the public to take action.
Hoffman makes a powerful case for
a more scientifically literate public,
a more socially engaged scientific
community, and a more thoughtful
mode of public discourse.

THE ECONOMICS OF CLIMATE CHANGE

The Rise and Fall of

Urban Economies
Lessons from San Francisco
and Los Angeles
MICHAEL STORPER, THOMAS
KEMENY, NAJI MAKAREM,
AND TANER OSMAN

Today, the Bay Area is home to

the most successful knowledge
economy in America, while Los
Angeles has fallen progressively
farther behind its neighbor to the
north. Yet, in 1970, experts would
have predicted that L.A. would
keep pace with San Francisco in
terms of population, income, economic power, and influence. The
usual factors used to explain urban growthluck, immigration, local
economic policies, and the pool of skilled labordo not account for the
contrast between the two cities and their fates. So what does?
The Rise and Fall of Urban Economies challenges many of the conventional notions about economic development and sheds new light on
its workings. The authors argue that it is essential to understand the
interactions of three major componentseconomic specialization, human capital formation, and institutional factorsto determine how well
a regional economy will cope with new opportunities and challenges.
Drawing on economics, sociology, political science, and geography, they
argue that the economic development of metropolitan regions hinges on
previously underexplored capacities for organizational change in firms
and networks of people. By studying San Francisco and Los Angeles in
unprecedented levels of depth, this book extracts lessons for the field of
economic development studies and urban regions around the world.
Throughout history, commerce and cities have invented and paced each
other. This lively and exhaustively documented study tells the story of how
two representative urban regions have carried on the ancient and ever-new
competition for commerce and hegemony.

URBAN ECONOMICS

Boom Towns

Restoring the Urban

American Dream
STEPHEN J.K. WALTERS

American cities, once economic and

social launching pads, are all too
often plagued by poverty and decay.
One need only to look at the ruins of
Detroit to see how far some once-great
cities have fallen, or at Boston and
San Francisco for evidence that such
decline is reversible. Arguing that
commonplace explanations for urban
decay misunderstand the nature
of our towns, Stephen J.K. Walters
reconceives of cities as dense accumulations of capitalplaces that attract
people by making their labor more
productive and their leisure more
pleasurable. Policymakers, therefore,
must properly define and enforce
property rights in order to prevent
the flight of capital and the resulting
demise of urban centers. Using vivid
evocations of iconic towns and the
people who crucially affected their
destinies, Walters outlines a set of
policies to remedy the capital shortage
that continues to afflict many cities
and harm their residents.

Capitalism v. Democracy

Money in Politics and the

Free Market Constitution
TIMOTHY K. KUHNER

The second edition of Democracy and

Political Ignorance fully updates its
analysis to include the most up-todate survey data on political ignorance
from recent elections. The new edition
also covers vital discussions on the
big sort, increased wealth, and the
corporate sponsorship that is influencing political campaigns. Ilya Somin
mines the depths of the current state
of ignorance in America and reveals it
as a major problem for democracy. He
weighs various options for solving this
problem, provocatively arguing that
political ignorance is best mitigated
and its effects lessened by decentralizing and limiting government. People
make better decisions when they have
stronger incentives to acquire relevant
informationand use it wisely.

As of the latest national elections, it

costs approximately $1 billion to
become President, $10 million to
become a Senator, and $1 million to
become a Member of the House. Highpriced campaigns, superPACs, and
increasing corporate political power
are the new normal in American
politics. In Capitalism v. Democracy,
Timothy Kuhner explains how these
conditions have corrupted American
democracy, morphing it into a
system of rule that favors the wealthy
and marginalizes ordinary citizens.
Kuhner demonstrates that money in
politics has corrupted capitalism as
well, routing economic competition
through political channels and allowing politically powerful companies
to evade market forces. The Supreme
Court has brought about both forms
of corruption by striking down campaign finance reforms. By exposing the
extreme economic worldview that is
polluting constitutional interpretation,
Kuhner shows how the Court became
the architect of American plutocracy.
He argues that nothing short of a
constitutional amendment can set the
necessary boundaries between capitalism and democracy.

The Economic Engine of

Political Change

WAYNE A. LEIGHTON AND

EDWARD J. LPEZ

Madmen, Intellectuals, and Academic

Scribblers presents a simple, economic
framework for understanding the
systematic causes of political change.
Wayne A. Leighton and Edward J.
Lpez take up three interrelated questions: Why do democracies generate
policies that impose net costs on
society? Why do such policies persist
over long periods of time, even if they
are known to be socially wasteful and
better alternatives exist? And, why do
certain wasteful policies eventually get
repealed while others endure?
Assuming that incentives drive
peoples decisions, the book matches
up three key ingredientsideas, rules,
and incentiveswith the characters
who make political waves: madmen
in authority (such as Franklin Delano
Roosevelt and Margaret Thatcher),
intellectuals (like Jon Stewart and
George Will), and academic scribblers
(in the vein of Friedrich Hayek and
John Maynard Keynes). Political
change happens when these characters
notice gaps in the political system and
then act as entrepreneurs to shake up
the status quo.

JONATHAN B. WIGHT

In Ethics in Economics, Jonathan

B. Wight provides an overview of
the role that ethical considerations
play in economic debates. Whereas much of the field tends to focus
on welfare outcomes, Wight calls
for a deeper examination of the
origin and evolution of our moral
norms. He argues that economic
life relies on three interrelated
ethical systems: outcome-based,
duty- and rule-based, and virtuebased. Integrating contemporary theoretical and applied research
on ethics within a historical framework, Wight provides a thorough
and accessible outline of all three schools, explaining how they fit or
contrast with the economic welfare model. The book then uses these
conceptual underpinnings to examine a range of contemporary topics,
such as the 2008 financial crisis, the moral limits to markets, the findings of experimental economics, and the nature of economic justice.
Wights analysis is guided by the innovative concept of ethical pluralismthe recognition that each system has appropriate applications,
and that no one prevails. He makes the case that considering a wider
moral framework, rather than concentrating on utility maximization,
can lead to a richer understanding of human behavior and better
policy decisions. An incisive overview in a blossoming area of interest
within Economics, this book is ideal for undergraduates or uninitiated
readers who seek an introduction to this topic.
In this outstanding book, Wight argues that economics is a normative
science and that economic ethics necessarily requires all three moral theories (pluralism). The most obvious strength of the book is that the author
clearly explains the various schools of thought in both economics and ethics.
He also rigorously identifies the various issues that arise within normative
economics . . . Highly recommended.
R.F. White, CHOICE

book is highly dialogic, bringing students (and faculty) into core debates

Financial Strategies for

Women-Owned Firms
SUSAN COLEMAN AND

Women-owned firms represent an

increasingly important segment of
the small business sector. According
to the most recent data from the
U.S. Census Bureau, there were 7.8
million women-owned companies
in the United States in 2007, generating
$1.2 trillion in revenue and providing
employment for 7.6 million people.
A Rising Tide presents the financial
strategies that have helped todays
bold and creative women entrepreneurs to succeed.
The authors take a life cycle approach
to discuss the issues and strategies
for different types of women-owned
businesses, from nascent and homebased firms to growth-oriented and
technology-based enterprises. Each
chapter includes real-world cases studies featuring women entrepreneurs to
bring the books lessons to life. Drawing on the Kauffman Firm Survey, a
longitudinal survey of over 4,000 new
firms, the authors are able to provide
particularly useful conclusions, making this a must-read for the thousands
of women who are starting or may
start businesses in the next few years.

bemoan, is a cold monster: it disrupts
social bonds, erodes emotional attachments, and imposes an abstract,
utilitarian rationality. But what if such
hallowed critiques are completely
misleading? This book argues that
the production of new sources of
faith and enchantment is crucial
to the dynamics of the capitalist
economy. Distinctively secular patterns of attraction and attachment
give modern institutions a binding
force that was not available to more
traditional forms of rule. Elaborating
his alternative approach through an
engagement with the semiotics of
money and the genealogy of economy,
Martijn Konings uncovers capitalisms
emotional and theological content in
order to understand the paradoxical
sources of cohesion and legitimacy
that it commands. In developing this
perspective, he draws on pragmatist
thought to rework and revitalize the
Marxist critique of capitalism.

How Food Stamps Affect

Health and Well-Being

In 1963 President Kennedy proposed

making a pilot project permanent: the
Food Stamp Program (FSP). By 2013,
more than one in seven Americans
received food stamp benefits from
the renamed Supplemental Nutrition Assistance Program (SNAP) at
a cost of nearly $80 billion. Today,
the program faces sharp political
pressure, but the research necessary
to guide policy is still nascent.
In SNAP Matters, Judith Bartfeld,
Craig Gundersen, Timothy M. Smeeding, and James P. Ziliak gather top
scholars to begin asking and answering the questions that matter when it
comes to food stamps. What are the
antipoverty effects of SNAP? Does
SNAP cause obesity? To what extent
does SNAP work in tandem with
other assistance programs? Overall,
the volume concludes that SNAP is
effective and highly responsive to
macroeconomic pressures, but policymakers, students, and researchers
need to continue examining this pillar
of social assistance in America.

Conflict and Compromise in

an Emerging Market
Tracing the history of the organic food
sector, Michael A. Haedicke charts
the development of two narratives
in the organic debate that give way
to competing institutional logics.
Social activists contend that organics
can break up the concentration of
power that rests with big, traditional
agribusiness. Alternatively, professionals who are steeped in the culture
of business emphasize the potential
for market growth, for fostering
better behemoths. Independent
food store owners are then left to
reconcile these ideas as they construct
their professional identities and
hone their business strategies.
Haedicke looks at how these groups
make sense of their everyday work,
paying particular attention to instances
when individuals overcome conflicting
narratives by creating new cultural
concepts and organizational forms. At
once an account of the sectors development and an analysis of individual
choices within it, Organizing Organic
charts the organic movements attempt to negotiate ethical values and
economic productivity.
