Preamble

Thepurposeofthisdocumentistooutlinetheactivitiesandobjectivesofthegamingclub,to
describethedutiesoftheofficers,andtodetailtherequirementsofbeingamember.

ArticleI
Name

ThenameofthisstudentorganizationshallbetheCentralGamingCommunity(alsoCGCand
Club).

ArticleII
Purpose

ThepurposeoftheCentralGamingCommunityistoprovideanenvironmentwhereinits
membersmayexperienceanyandallformsofmultipersoncompetitiveandnoncompetitive
games,includingandnotlimitedtosuchbroadlydefinedcategoriesasroleplaying,board
games,cardgames,dicegames,wargames,andminiaturesimulations.TheCentralGaming
Communitywillhelpfindfansofparticulargamesorsystemstoorganizewithothersuchfans.

ArticleIII
Membership

Section1:Eligibility:AnycurrentSalinaCentralHighSchoolstudentiseligibleformembership.
TheCGCcannotdiscriminatebecauseofrace,color,religion,sex,nationalorigin,sexual
orientation,handicap,age,veteranstatus,orgenderidentity.

Section2:ActiveMembership:Activemembershipwillbeassignedbasedonmember
attendingaminimumofoneregularlyscheduledmeetingpermonth.

Section3:Joining:Tobecomeamember,apersonmustattendaminimumoftwoCGC
meetingsandrequesttobeaddedtothememberroster.

Section4:ExpectationsofallMembers:MembersoftheCGCarerequiredtoreadandagree
inwritingtotheCGCCodeofConduct(seeAppendix1).

Section5:NonMemberParticipation:AnyUSD305studentingrade7orhigheriswelcometo
attendweeklyCGCgamingevents.MembershipprivilegeswillnotbeextendedtononSalina
CentralHighSchoolstudents.

OfficersandCabinetMembers

Section1:NumberandMethodofElections

A. TheCGCshallelectfromtheactivemembershipaPresident,VicePresident,Treasurer,
Secretary,andPublicRelationsOfficerduringthespringsemester.Onlyupperclassmen
(studentscurrentlyin11thand12thgradeorenteringinto11th/12thinthefollowing
schoolyear)mayholdthesepositions,andonlyifelectedtoofficebyaquorum.

B. TheCGCactivemembershipshallchooseaprimaryandalternatecabinetmemberto
representeachofthefollowinggamingcategories:(1)TradingCardGames(TCG)
encompassingPokemon,YuGiOh,andMagicTheGathering,(2)RPG,and(3)
Technology,BoardGames,andMiscellaneousGames.
a. Cabinetmembersshallbechosenbasedonmajorityconsensuswithinthe
particulargamingcategorymembership.MembersoftheCGCmaybeactive
participantsinmorethanonegamingcategory.
b. Primaryandalternatecabinetmembersmustbein10th/11th/12thgradeduring
theperiodofappointedservice,musthaveaminimum6monthsactive
membershipintheCGC,andshouldhaveahistoryofconsistentattendanceat
CGCmeetings.
c. CabinetmembersmaybereleasedfromresponsibilityiftheCGCdemandfor
representationdiminishestolessthan3memberstotalwithinagamingcategory
oriftherepresentedcategorymembersopttoforegorepresentationfromthe
Cabinet.
d. Additionalcabinetpositionsmaybecreatedtofillthedemandsofneworgrowing
gamingcategoriesnotcurrentlylisted.
i.
Aminimumof3studentsseekingrepresentationforanewcategorymust
submittherequestinwritingtotheOfficersandCabinetfora
representativetobeappointedtotheCabinet.Therequestshouldoutline
whythiscategoryisseparatefromthecategoriescurrentlyrepresented
onthecabinet.Thiswrittenrequestisforhistoricaldocumentation
purposesonly.
ii.
AsimplemajorityvotewithintheOfficersandCabinetmemberswillbe
sufficienttoacceptordeclinetherequest.Intheeventofatie,the
advisorspresentmayvotetoresolvetheissue.

Section2:DutiesofOfficersandCabinetMembers:Itistheresponsibilityofallofficersand
cabinetmemberstoactivelyrecruitfortheCGC,maintaincommunicationwitheachother,and
worktogethertocompleteCGCprojects.Officersandcabinetmemberswillmeetbiweeklyin
additiontoregularCGCmeetingsforthispurpose.Positionspecificdutiesareasfollows:

A. ThePresidentGuildMastershall:
a. PresideoverallmeetingsoftheCGC.
b. RecruitnewmemberstotheCGC.
c. Reserveroomsandequipmentformeetingsandevents.
d. PlanCGCevents.
e. MaintainthecharteroftheCGC.
f. Callforelectionstofillvacantofficerandcabinetpositions.
g. RegulategenerallegislationoftheCGC.
h. ServeassecretaryifinsomewaytheSecretaryiskeptfromhisorherdutyor
removedfromtheofficeuntilanewSecretarycanbeelected.
i. Performotherdutiesasneeded.
B. TheVicePresidentViceroyshall:
a. PresideoverallmeetingsintheabsenceofthePresident.
b. AidthePresidentinhisorherdutiesasdetailedabove.
c. ServeasPresidentifinsomewaythePresidentiskeptfromhisorherdutyor
removedfromtheofficeuntilanewPresidentcanbeelected.
d. Performotherdutiesasneeded.
C. TheTreasurerCofferershall:
a. ResponsiblyandaccuratelyrecordthestateoftheCGCsfinances.
b. PrepareabudgetandpresentittotheCGC,advisors,andschooladministration.
c. Overseefundraisingactivities.
d. ServeasVicePresidentifinsomewaytheVicePresidentiskeptfromhisorher
dutyorremovedfromofficeuntilanewVicePresidentcanbeelected.
e. Performotherdutiesasneeded.
D. TheSecretaryScribeshall:
a. MaintaintheCGCsrecords,archives,andlibrary.
b. MaintainarecordoftheCGCsactivities.
c. MaintaincontactwiththeCGCmembersvianewsletter,website,andemail.
d. MaintainarosteroftheCGCmembership.
e. ServeasTreasurerifinsomewaytheTreasureriskeptfromhisorherdutyor
removedfromtheofficeuntilanewTreasurercanbeelected.
f. Performotherdutiesasneeded.
E. ThePublicRelationsOfficerWebmastershall:
a. MaintaintheCGCsGoogleemailaccountandwebpage.
b. Grantaccessfornewmembersandremoveaccessformemberswhoare
inactiveornolongereligibleformembershipintheCGC.
c. Performotherdutiesasneeded.
F. CabinetMembersshall:
a. AdvocatefortheCGCmembersintheirparticulargamingcategory.
b. SeekopportunitiestoincreaseCGCknowledgeoftheirparticulargaming
categoryviatutorials,demonstrations,andothersmallgroupevents.

c. Attendbiweeklyofficermeetings.
d. IntheeventthePrimarycabinetmemberisnotavailable,theAlternateshall
attendthemeetinginhisorherplace.
e. ReportrelevantinformationtotheOfficersoftheCGC.

Section3:TermofOfficersandCabinetMembers:Allofficersandcabinetmemberswillserve
inoneacademicyearequivalenttotwosemestersinlengthbeginningatthestartofthefall
semester.Thereisnolimittothenumberoftermsanofficerorcabinetmembermayserve.

Section4:Elections:

A. ElectionsforCGCOfficerpositionswillbeheldnolaterthanMarch30orpriortoSpring
Break.Nomineeswillbeeligibleiftheirnominationshavebeenbothmovedand
secondedforbytheCGC.Electionsmaynotbeheldinthesamemeetinginwhichthe
nominationswereselected.Allnomineesareallowedtogiveonespeechaddressedto
theCGCpriortotheelection.Electionswillbedecidedbyasimplemajorityifquorum
hasbeenmet.
B. Nomembermaynominatehimorherself.
C. Emergencyelectionsmaybecalledforbytheofficersortheadvisorstofillpositionsleft
vacantbyofficerswhohavehadtoabdicateorbeenremovedforwhateverreason.
Electionscalledforthispurposemayonlybecalledforthevacantposition(s).Officers
electedinthismannerwillfinishouttheirpredecessorsterm.

Section5:ImpeachmentofOfficers:

A. IfanyCGCmembercallsfortheremovalofanofficerandthemoveissecondedby
anothermember,thenimpeachmentproceedingsbegin.Thematterwillbedecidedbya
simplemajorityvoteifquorumhasbeenmet.Theremovalvotemaynotbeheldinthe
samemeetinginwhichitwasproposed.Theofficerfacingremovalisallowedtomake
onespeechuponhisorherbehalfbeforethevoteisheld.Iftheofficerisremoved,he
orsheistoimmediatelyvacatehisorherformerposition.Aremovedofficerisstill
consideredanactivemember.

Advisor

Section1:NumberandTermofOffice:Aspartofthischarter,CGCmusthaveatleastone(1)
facultyorstaffadvisor.Theadvisorwillserveanindefiniteterm,untilheorshedeclinesthe
position,theCGCdismisseshimorher,ortheCGCceasestoexist.

Section2:MethodofAppointment:Ifthepositionofadvisorisevervacated,anelectionwill
promptlybeheldtofillit.NomineesforthepositionmustbeacceptabletotheSalinaCentral

HighSchoolAdministrationandwillingtoaccepttheposition.Thenominationsmustbeboth
movedandsecondedfor.Electionswillnotbeheldinthesamemeetinginwhichthe
nominationsweremade,andwillbedecidedbyasimplemajorityifquorumhasbeenmet.

Section3:Duties:

A. Theadvisorisexpectedbutnotrequiredtoattendatleastone(1)officermeetingand
one(1)generalmeetingpermonth.

B. HeorSheshouldkeepincontactwiththeofficersoftheCGCtostayupdatedontheir
activitiesandstatus.

C. Whenaskedandifavailable,theadvisorisexpectedbutnotrequiredtostandinforthe
officersintheeventtheofficersoftheCGCcannotattendaspecialevent.

ArticleVI
Meetings

Section1:RegularMeetings:TheCGCwillholdageneralmeetingatleastonceaweekwhile
SCHSisinsession.Meetingtime,frequency,andplacewillbedeterminedbytheclubofficers
aspertheneedsoftheclub.Theofficersandmembersaretodealwithbusinessasnecessary
duringthemeeting(s).ThoughtheCGCsmainpurposeisgaming,itisimportanttomakesure
theCGCishealthyenoughsothismainpurposemaybeexecuted.

Section2:SpecialMeetingsandActivities:TheCGCmaysponsoractivitiesinadditiontoits
regularmeetings.Theonlyrestrictiononsuchactivitieswillbememberapproval,available
funds,andanyapplicableschool,local,state,federal,orinternationallaws.Memberswillbe
notifiedoftheseactivitiesthroughregularclubmeetingsoremail.

Section3:ParliamentaryProcedure:AllregularandspecialmeetingsofCGCshallberun
undertherulesofparliamentaryprocedurewithRobertsRulesofOrder.

Section4:Quorum:Quorumismetwhenatleasttwothirdsoftheactivemembershipis
presentatameeting.

ArticleVII
OperatingProcedure

Section1:Voting:Anymembermaymoveforamotiontobevotedupon.Ifthemotionis
secondedbyanyothermemberotherthantheonewhoforwardedit,thenthefollowingapplies:

A. Inaninformalvote,thematterwillbeputtothestudentmemberspresentatthemeeting
anddecidedbyasimplemajority.Atanypointbefore,during,orafteraninformalvote,

butstillwithinthesamemeetingastheinformalvotewasheld,anystudentmembermay
movetohavethevoterecastasaformalvote.Ifsuchamotionissecondedbyanother
studentmember,thentheinformalvotewillberenderedvoid.Theformalvotewillbe
heldnolaterthanaweekafteritwasproposed.Itwillbetheofficer'sdutytoannounce
theformalvotetotheCGCmembershipbeforeitisheld.

B. Toholdaformalvotequorummustbemet.Thematterwillbedecidedbysimple
majority.Aformalvotemaynotbeheldinthesamemeetingitwasproposed.

C. Thefinaloutcomeofavote,whetherformalorinformal,willbeacceptedandcarriedout
byalltheofficersandmembersoftheCGC.Noclubmemberorofficerwillhaveaveto
withwhichheorshemaynullifyorchangetheoutcomeofavote.
D. Advisor(s)holdtherighttovetoanydecisionvotedinbythemembershipregardlessof
whetherthevoteisformalorinformal.Advisordiscretionispermittedassuitable
justificationforanyvetolevied.

Section2:Additional:Ifanyfurthergoverningprocedureisrequired,thenstandard
parliamentaryprocedure(asoutlinedinRobertsRulesofOrder)maybeconsulted.

ARTICLEVIII
ResourceManagement

Section1:ComputerResources:OnlytheofficersandAdvisorshallhaveaccesstothe
computeraccounts(theclubemail,website,andmemberroster)oftheCGC.

Section2:ResourceLibrary:AnyGeneralMemberhasaccesstotheCGCsresourceslibrary
viaanOfficerorAdvisor.

A. AllCGCownedresources(games,decks,miniatures,andothergamingrelateditems)
willbestoredintheSCHSassignedlockerreservedfortheCGC.
B. ThelockercodewillbekeptsecretandrevealedonlytoOfficersandtheAdvisor.
C. ItemswithinthelibrarymustbesignedoutwithanOfficerorAdvisor.Itemsmaybe
signedoutforthedurationofaclubmeetingandwillbesignedforonalogsheet.
D. Anymemberwhowishestocheckoutaresourceforlongerthanaclubmeetingsession
willrequirepriorapprovalinwritingfromtheadvisor.
E. Memberswhosignoutresourcesareresponsibletoensurethatallpiecesandpartsare
returnedinthesameconditionastheywereuponcheckout.

ARTICLEIX
Amendments

Section1:ProcedureforAmendment:Anystudentmembermayproposeaconstitutional
amendment.Iftheproposalisseconded,theclubwillthenholdaninformalvotetodecide
whetherornotanamendmenthearingwillbeheld,aspertheguidelinesofArticleVII.Ifthe
informalvotecallsforanamendmenthearing,itistobeheldnolaterthanoneweekafterthe
votewastaken.Itistheofficer'sdutytoannouncetheamendmenthearingtotheclub
membership.Anamendmenthearingmaynotbeheldinthesamemeetingitwasproposed.

Section2:Ratification:Quorummustbemetinorderforanamendmenthearingtobevalid.At
thehearing,theproposedamendmentwillberestatedbytheproposertoallpresent,discussed
bythemembershipandthenvotedupon.Theamendmentmaypassonlyifitisacceptedbya
twothirdsvote.Ifquorumisnotmetatasinglemeeting,thenthevotesofthosepresentwillbe
recordedandthevotecarriedoverintothenextmeeting.Ifthenumberofvotersisstill
insufficient,thentheamendmenthearingwillbedeclaredinvalidanddropped.

CGCCodeofConduct

ThepurposeoftheCentralGamingCommunityistoprovideanenvironmentwhereinits
membersmayexperienceanyandallformsofmultipersoncompetitiveandnoncompetitive
games,includingandnotlimitedtosuchbroadlydefinedcategoriesasroleplaying,board
games,cardgames,dicegames,wargames,andminiaturesimulations.TheCentralGaming
Communitywillhelpfindfansofparticulargamesorsystemstoorganizewithothersuchfans.

AllCGCMembersattendingCGCmeetings,events,oractivitiesareexpectedtodemonstrate
thefollowingbehaviorsonaconsistentbasis:
1) Civillanguage
2) Goodsportsmanship
3) Respectfuldemeanor
4) MaintainappropriatedressandappearancetoincludehygieneatallCGCmeetings,
events,andfunctions.TheUSD305StudentDressandAppearanceGuidelineswillbe
usedasthestandard.Advisorshavethefinalsayastotheappropriatenessofa
membersdressandappearance.
5) PublicdisplaysofaffectionatCGCmeetings,events,oractivitiesareprohibited.
6) TakecarewithallfurnitureandequipmentprovidedbyeventhoststoincludetheSCHS
cafeteria,SalinaPublicLibrary,andTheArena.

ThefollowingbehaviorsareconsideredtobeZeroToleranceViolationsandwillresultinan
immediatetwoweeksuspensionfromallCGCmeetings,events,andactivities.Anyfurther
violationswillbegroundsforamandatory6monthexpulsionfromtheCGC.The
ZeroTolerancebehaviorsinclude:

1) AnyformofdiscriminationoutlinedintheCGCConstitutionArticleIIISection1.
2) Useofillegalsubstances.
3) Bullyingbehaviorstoincludeabusivelanguage,physicalintimidation,orthreatof
physicalharmtoanothermemberorperson.
4) Theft
5) Substantiatedcheating
