Mayor Frith called the meeting to order. Councilmember led those attending the meeting in
prayer. Mayor Frith led the group in the Pledge of Allegiance to the Flag. The roll was then called by
the secretary.

After a brief review of the minutes, Councilmember made a motion to adopt the minutes of
2002, Regular Session as written; seconded by Councilmember and upon roll call vote was as
