Editors Note
The Philippines natural attributes and location make the
country prone to tropical cyclones, volcanic eruptions,
earthquakes and other natural hazards. Through the
years, the country experienced losses, but the effort to
reduce peoples vulnerability and strengthen the nations
resilience to disasters grow stronger every passing
tragedy.
The Philippines, in solidarity with other countries, adopted
the Hyogo Framework for Action in 2005. Throughout the
decade, the country implemented the Frameworks five
priorities, mainstreamed disaster risk reduction (DRR) in
governance and practice, and linked climate-adaption and
disaster-resilience with sustainable development.
The country used whole-of-society approach in
undertaking actions and measures to ensure wider
involvement in reducing peoples vulnerabilities and
minimize the threats of hazards.
During the World Conference on DRR in Sendai, our
delegates shared the challenges, victories and lessons
learned in our endeavors, and helped in framing new
goals, targets and priorities in reducing risks around the
world.
As we welcome the new Sendai Framework for DRR, the
country will continue to lead the way for building a betterprepared nation, and a safer and more-resilient world.

Enhancing
cooperation
between the government
and the people is key to
saving lives
This is one of the key statements
highlighted
by
Undersecretary
Alexander P Pama, Administrator
of the Office of Civil Defense (OCD)
and Executive Director of the
National Disaster Risk Reduction
and
Management
Council
(NDRRMC), in one of the sessions
of the Third United Nations (UN)
World Conference on Disaster Risk
Reduction (WCDRR). It was held on
14 to 18 March 2015 in Sendai City,
Miyagi Prefecture, Japan.
The WCDRR was composed of
series of ministerial roundtable
meetings, bilateral discussions,
working
sessions,
side-events
and study tours, each focusing
on different sectors and areas of
interests in the field of DRR. It was
attended by a thousand participants
from various government agencies,
civil society organizations, private
institutions and other international
groups.
The present framework will apply to the risk of small-scale and large-scale,
frequent and infrequent, sudden and slow-onset disasters, caused by natural or man-made hazards as well as
related environmental, technological and biological hazards and risks. It aims to guide the multi-hazard management
of disaster risk in development at all levels as well as within and across all sectors.
EXPECTED OUTCOME
GOAL
Prevent new and reduce existing disaster risk through the implementation of integrated and inclusive
economic, structural, legal, social, health, cultural, educational, environmental, technological, political and
institutional measures that prevent and reduce hazard exposure and vulnerability to disaster, increase preparedness
for response and recovery, and thus strengthen resilience.

Filipinos and Catholics across the globe watch the visit of Pope
Francis in the Philippines in January 2015. The Office of Civil
Defense and other government agencies ensure the safety of the
pilgrims during the gatherings. Augmentation Teams from various
OCD Regional Offices joined the National Incident Management
Teams deployed in Manila, Palo and Tacloban cities.
