A Summary Report of the February 22, 2016


C F S D Governing Board Meeting
On behalf of the governing board, Ms. Siegler
presented the super volunteers with a certificate of
appreciation.

In Memoriam

Approval of Revisions to Policy JF, Student


Admissions (second reading)
Assistant Superintendent Dr. Bartlett presented the
proposed revisions to the policy based on the first
reading. The district administration did recommend
adding the language or other evidence of promotion,
such as an official transcript or report card to allow for
the instances when certificates of promotion are not
available. Board members requested some minor
adjustments to the policy. The board approved the
policy, as amended.
Governing Board President Eileen Jackson opened the
meeting with a moment of silence in honor of the
memory of Dr. John Bergan, board member, who
died on Monday morning. Dr. Bergan was a member of
the CFSD Governing Board for five years. Ms. Jackson
remembered Dr. Bergan as a "thoughtful and
conscientious board member, loving husband and
father."

Super Volunteer Recognition


The governing board recognized the Community
Volunteers for the Manzanita Elementary School
Pathway Project - Dane and Linda Armijo, Andrew and
Jennifer Barton, David Cross and Gina Mehmert, Carol
and Tim Dyhr, Earl and Mary Rose Eliott, Lester and
Linda Friedman, Hilary and Shaun Greener, Kelly and
Michael Helfand, Randy Horwitz and Julia Jernberg,
Shelli Moore, Linda and Luke and Martin Pelger, Pia
Platia, Alissa Sadalla, Ramesh Sharma, Sherry Terrell
and Peter Schmidt, Frank and Lisa Walter, and Ann
Wilson. Board Member Carole Siegler reviewed the
volunteer efforts of the group over a 10-year period to
bring the pedestrian/bike pathway to fruition.

Approval of Revisions to Policy JEB, Regulation


JEB-R, Entrance Age Requirements (second
reading)
Dr. Bartlett presented the proposed revisions. After the
first reading it was recommended to align the policy to
the practice of admitting kindergarten and first grade
students. Language was eliminated, allowing the
discretion in admitting kindergarten students prior to
turning age five. Additionally, the following language
was recommended or other evidence of promotion,
such as an official transcript or report card to both the
policy and regulation to allow for the instance when
certificates of promotion are not available. The district
will then have the flexibility for admitting students who
may not receive a certificate of promotion from eighth
grade. Board members requested minor changes to
area headings and language to clarify required public
funding for kindergarten. The board approved the
revisions, as amended.

resolution authorizing the issuance and sale of
school improvement bonds of the district and
adopting certain post issuance continuing
disclosure policies and issuance and post
issuance compliance procedures
The governing board reviewed the resolution to
authorize the sale of school improvement bonds.
Michael LaVallee, Managing Director, Stifel, Nicolaus &
Company, Inc. (bond underwriter), presented the 2016
bond sale overview. Mr. James Giel, Gust Rosenfeld,
P.L.C. (bond counsel), presented the resolution to
authorize the sale of school improvement bonds. This
will be the first issuance totalling $7.5 million of the

The governing board reviewed the resolution to
authorize the sale of refunding bonds or refinancing
current bonds. Michael LaVallee, Managing Director,
Stifel, Nicolaus & Company, Inc. (bond underwriter),
and James Giel, Gust Rosenfeld, P.L.C. (bond
counsel), presented the resolution to authorize the sale
of refunding bonds, series 2016. The governing board
approved the resolution, as presented.
2016 Arizona Legislation / Governmental Activity
Board members discussed the current legislative
information regarding JTED and the restoration of its
funding with an emergency clause. Both the Arizona
Senate and House passed bills, and the governor
signed final legislation, that will restore funding.
Pima County Board / Superintendent Collaborative
Meeting Report
Board members shared information and discussed
highlights from the Pima County Board/Superintendent
Collaborative Meeting on February 15. The meetings
agenda focused on JTED and current year funding.
Also discussed was the streamlining of the
collaboratives bylaws to reflect current practice.
