MOTION TO AMEND THE DEMOCRATS ABROAD LION CITY

COMMITTEE BY LAWS

Whereas the Democrats Abroad Lion City Committee acts in compliance with
Singapore regulations prohibiting foreign political parties by avoiding activities
normally undertaken by political parties such as political fundraising;
Whereas Democrats Abroad Lion City Committee has no funds, monies or
treasury for a Treasurer to account for, but could possibly do so at some point in
the future;
We move that the office of Democrats Abroad Lion City Committee Treasurer be
combined with the office of Democrats Abroad Lion City Committee.
Further, we move that the office of Democrats Abroad Lion City Committee
Counsel be made a member of the Democrats Abroad Lion City Committee
Executive Committee.
We therefore propose undertaking the following amendments to the Democrats
Abroad Lion City Committee By laws dated 13 March 2010:

In Article V strike Secretary, Treasurer and replace with SecretaryTreasurer, Counsel and strike, In addition, a member of the Lion City
Committee who is admitted to the bar in Singapore shall be appointed by and
serve at the pleasure of the Chairperson as Counsel and will be consulted as
needed regarding legal matters.

Change the title of Article VIII to Secretary-Treasurer and in Article VIII strike
Secretary and replace with Secretary-Treasurer and add the following:
The Secretary-Treasurer shall manage any finances of the Lion City
Committee, maintain financial reports to members and make and maintain
such financial reports as may be required by law (including without limitation
the laws and regulations of the United States and the several States
applicable to political parties and contributions to them). Any such records
shall be open for inspection by members. The Secretary-Treasurer shall
consult with the International Treasurer of Democrats Abroad when necessary
on matters concerning the maintenance of financial records and financial
reporting (notably to the United States Federal Election Commission).

In Article III 3.3 and 3.6, Article XV 15.4, Article XIX 19.6 change Secretary
to Secretary-Treasurer

In Article X insert the following sentence at the beginning of the section: A

member of the Lion City Committee who is admitted to the bar in Singapore
shall be appointed by and serve at the pleasure of the Chairperson as Counsel
and will be consulted as needed regarding legal matters.

In Article XI remove "Secretary, and Treasurer" and replace with "SecretaryTreasurer and Counsel"
