AllMissouriRepublicansarecordiallyinvitedtoparticipateinselectingMissourisdelegatesand
alternatedelegatestothe2016RepublicanNationalConventionthatistobeheldJuly1821,in
Cleveland,Ohio.

DelegatesshallbeallocatedaccordingtothemethodadoptedbytheMissouriRepublicanState
CommitteeonJune27,2015,andcontainedherein.

MISSOURIREPUBLICANSTATECONVENTION

PursuanttotheRulesoftheRepublicanNationalCommittee,aStateConventionoftheMissouri
RepublicanPartyiscalledforFriday,May20,2016,andSaturday,May21,2016inBranson,
Missouri,unlessotherwisedesignatedbytheStateChairmanoftheMissouriRepublicanState
Committee.

Thefirstconventionsessionwillconveneat9a.m.,onSaturday,May21,2016.Thesessionwill
bedevotedtoelectingconventionofficers,appointingcommittees,consideringreportsfromthe
RulesandCredentialsCommittees,introducingcandidatesforcertainofficesinMissouri,andthe
presentationofakeynoteaddress.Thissessionwillalsoconveneforthefollowingpurposes:

(1) Electing25delegatesatlargetothe2016RepublicanNationalConvention,scheduledforJuly
18throughJuly21,2016
(2) Electing25alternatesatlargetothe2016RepublicanNationalConvention,andspecifying
themethodbywhichalternateswillbedesignatedtoserve
(3) Pledgingalldelegatesandalternatestosupportapresidentialprimarycandidateinaccordance
withtheRulesGoverningCaucusandConventionParticipationfortheRepublican
PresidentialnominationattheRepublicanNationalConvention
(4) SelectingtwoPresidentialElectorsatlargetobevotedoninthe2016GeneralElection
(5) RatifyingtheselectionofonePresidentialElectorpreviouslyelectedateachoftheeight
CongressionalDistrictConventions.
(6) ElectingamanandawomantoserveasmembersoftheRepublicanNationalCommitteefrom
thestateofMissouri
(7) Transactinganyotherbusinessthatmayproperlycomebeforetheconvention.

Thesecondsessionwillbeat2p.m.,onSaturday,May21,2016.Thissessionwillbedevotedto
completinganybusinessunfinishedfromthemorningsessionandthediscussionandadoptionofa
platformdeclaringourPartysprinciplesandpositionsonvariousstateandnationalissues.

Ifanyoftheforegoingarrangementsarenotfeasible,thisschedulemaybeamendedbythe
ChairmanoftheMissouriRepublicanStateCommittee.

changesnotsoforwardedshallbedeemednullandvoid.

(www.mogop.org)notlessthan15dayspriortothedateoftheconventioninaccordancewiththe
provisionsofRule16(e)(3)oftheRepublicanNationalCommittee.

ItistheresponsibilityofeachCongressionalDistrictRepublicanCommitteeanditsChairmanto
calltheCongressionalDistrictConvention.TheChairmanofeachCongressionalDistrict

PROCEDURESFORCALLINGLOCALCAUCUSES

EachRepublicancountycommitteeanditschairman,andtheSt.LouisCityCommitteeandits
chairmanshallberesponsibleforconductingthedelegateandalternateselectionprocesswithinits
jurisdiction.

ThedelegatesandalternatedelegatestotheStateConventionandtotheCongressionalDistrict
Conventionsshallbeelectedatlocalcaucusesinaccordancewiththerulesprescribedherein,and
fromsuchcounties,cities,wardsandareasasshallbeprescribedbythecountyorcityRepublican
committees.Hereafter,werefertocounty,ward,townshipandotherareameetingsforthepurpose
ofselectingdelegatesandalternatestotheCongressionalDistrictConventionsandState

Eachsuchlocalcaucusareaanditsdelegateandalternateallotmentmustbeclearlydesignatedin
thelocalcaucusareasnoticeofthelocalcaucus.

Ifdelegatesaretobeelectedatotherthancountywideorcitywidecaucuses,thecountyorcity
committeemustsubmitaplanforapprovalbytheMissouriRepublicanStateCommitteeator
beforeitsmeetinginFebruary2016.Eachlocalcaucusareamusthavecastaminimumof600
votesfortheRepublicannomineeforPresidentinthe2012GeneralElection.

Noticeofeachlocalcaucusshallbepublishedonthestatepartywebsite(www.mogop.org)notless
than15dayspriortothedateoflocalcaucusinaccordancewiththeprovisionsofRule16(e)(3)of
theRepublicanNationalCommittee.Localcaucusesmaypublishnoticeinanewspaperofgeneral
circulationinthelocalcaucusarea.

ItistheresponsibilityofeachcountyorcitycommitteeanditsChairmantocallthelocalcaucus.If
acountycommitteedoesnotexistinacounty,theStateChairmanshallappointadesigneetocalla
localcaucus.TheChairmanofeachcountyorcitycommittee,ortheStateChairmansdesignee,
shallnotifytheChairmanoftheMissouriRepublicanStateCommitteenotlessthan20daysprior

UnlessotherwisedesignatedorapprovedbytheStateChairman,alllocalcaucusesinanycounty
andinthecityofSt.LouisshallbeheldonSaturday,April9,2016,at10a.m.Theyshallbefree
andopenandheldinasuitableplace.Onlyresidentswhoareregisteredtovoteinthelocalcaucus
areashallbeallowedtovoteatthelocalcaucus.Residentsmustshowaphotoidentificationtobe
allowedtovoteatthelocalcaucus.Anypersonorgroupofpersonswhopresentorfilealistof
candidates,delegatesoralternatestobevotedonatanylocalcaucusshall,uponrequest,be
permittedtonameatleastonetellertoassistinsupervisingthecastingandcountingofvotes.

Therulesforeachlocalcaucusshallbeasfollows:

CredentialsCommittee
ThereshallbeacredentialscommitteetojudgethequalificationsofallCaucusvoters.The
CredentialsCommitteeshallbeappointedbyApril1,2016.

RulesofOrder
TheRulesoftheCaucus,asestablishedbytheCalltoConvention,theMissouri
RepublicanStateCommittee,theRepublicanNationalConvention,andRobertsRulesof
Order,NewlyRevised,whennotinconflictwithaforementionedrules,shallgovernthe
Caucus.Norulessubstitutionswillbeallowed.

Eacheligiblecaucusvoterisentitledtoonevote.Proxiesarenotallowed.Inlocalcaucus
areaswithsplitcongressionaldistricts,participantsshallvotefortherespectivedelegates
andalternatesonlyinthecongressionaldistrictswheretheyreside.

TimeLimits
Unlessotherwisespecified,anyspeechonanyquestionornominationshallbelimitedtoa
periodofthreeminutes.Asecondisnotneededfornominationandnosecondingspeech
willbeallowed.Debateonanypropositionshallbelimitedtoatotalofsixminutes,
dividedequallybythosesupportingandopposingtheproposition.

RecordingDevices
Caucusattendeesmayrecordanyproceedingofthecaucusinwriting,audiorecording,or
videorecording,provideditisdoneinarespectfulmanner.Ifspaceallows,mediawillbe
allowedtoattend,observe,andrecordthecaucusproceedings.

1.CalltoOrder.
TheCentralCommitteeChairortheChairsdesigneeshallserveasthe
TemporaryChair.He/Shemaybrieflywelcomeandprovideintroductoryinformation
abouttheCaucus(includingrecitationofthePledgeofAllegianceandanInvocation).

2.ReadingofportionsoftheCalltoConvention.
AtemporarySecretarymayread
pertinentsectionsoftheMissouriRepublicanStateCommittees2016CalltoConvention.

3.Certificationoflistofqualifiedvoters.
TheCredentialsCommitteeshallreporttothe
SecretarythoseindividualspresentandqualifiedtovoteattheCaucus.TheChairshall
announcethenumberofqualifiedvoters.

4.ElectionofCaucusChair.
TheTemporaryChairshallconductanelectionofaCaucus
Chairwhowillimmediatelyassumethechair.Forthisvoteandallsubsequentvotesofthe
entireCaucus,theChairmayconductavoicevoteorshowofhandsvote.AftertheChair
declaresthevoteoutcome,ifnomorethanfivevotersrisetorequestadivisionofthevote,
theChairsdecisionisfinal.TheChairmayappointsuchotherofficers,asisnecessary.

5.ElectionofCaucusSecretary.
TheCaucusChairshallconductanelectionofaCaucus
Secretary.

6.ElectionofDelegatesandAlternates.
ElectionsshalltakeplacetodetermineDelegates
andAlternatestotheCongressionalDistrictConvention(s)andDelegatesandAlternatesto
theStateConvention.

Localcaucusareaswith10ormoredelegatesshallelectdelegatesandalternatesbyslate.
OnlyfullandcompleteslatesofbothDelegatesandAlternatescomposedentirelyof
registeredvotersinthelocalcaucusareawillbeconsidered.Tobeconsideredfull,the
name,address,city,andZIPcodeofeachproposeddelegateoralternatemustbeprovided.
Nominatedslatesfoundtobeinproperordershallbepresentedtothecaucusbodyfora
vote.Ifaslatereceivesamajorityofvotescast,thatslateshallbeelected.Ifnoslate
receivesamajorityofvotescast,theCaucusChairmanshallplacebeforethecaucusthe

twoslatesthatreceivedthemostvotes.Theslatereceivingthemostvotesinthesecond
roundofvotingshallbeelected.

Localcaucusareaswithfewerthan10delegatesmayelectdelegatesandalternatesbyslate
orindividually.Ifanindividualreceivesamajorityofvotescast,thatindividualshallbe
elected.

DelegatestotheCongressionalDistrictConventionsmayserveonlyfromthe
CongressionalDistrictinwhichtheyareregisteredtovote.

Nopersonshallbenominatedorlistedonanyslatewithouthisorherpriorapproval.A
persondoesnothavetobepresenttobenominatedorlistedonaslate.

7.PlatformDiscussion.
TheCaucusChairshallaskforanyadditions,deletions,or
changestotheMissouriRepublicanPartysproposedplatform.Allsuggestedamendments
mustbetypedorprintedandincludethename,signature,registeredvotingaddress,and
telephonenumberofthepersonsubmittingthemotion.Onlysuggestionsreceivinga
majorityvoteofthecaucuswillbeforwardedtotheMissouriRepublicanState
CommitteesPlatformCommitteeandtheCongressionalDistrictConvention(s)ofthe
localcaucusarea.

8.Adjournment.

ProceduresforSeatingAlternateDelegates
Intheeventadelegatecannotattendtheconventiontowhichtheyhavebeenelected,an
alternatedelegateshallbeseatedintheirplace.Alternatesshallbeseatedintheorderin
whichtheyappearontheelectedslateorwereelectedindividually.Onlyalternateselected
atthiscaucusmayreplacedelegateselectedatthiscaucus.

ThelocalcaucusmustforwardtotheStateChairmanwithin72hoursoftheadjournmentofthe
localcaucusanyadditionsorchangestotheproposedPlatform.Anychangenotsoforwarded
shallbedeemednullandvoid.

ALLOCATIONOFDELEGATESANDALTERNATES

AccompanyingthisCallistheDocumentofAllocationofVotestoEachCongressionalDistrict
ConventionandStateConvention.Itispreparedonthebasisofonedelegateandalternatetothe
CongressionalDistrictConventionandStateConventionforeach850votescastfortheRepublican
PresidentialNomineein2012.Whencalculatingcountywidedelegatetotals,anynumber
representingafractionshallbeincreasedtothenextwholenumber.Nocountyshallhavefewer
than2delegatesandalternates.WithineachareanamedintheDocumentofAllocation,the
committeecallingagivencaucusorconventionmustallotthegivennumberofdelegatesand
alternatestosubordinateareas.Atalltimesthecommitteeshalladheretotheprinciplesofopen
participation,equalrepresentation,andfullpublicnotice.

Audrain,Camden,Clay,Jackson,Jefferson,St.Charles,St.Louis,andWebsterCountiesshall
apportiontheirdelegatesandalternatestoappropriatelocaljurisdictionsandshallalsoapportion
saiddelegatesandalternatestotheappropriateCongressionalDistrictsbecausethesejurisdictions
arerepresentedbymultipleCongressionalDistricts.

AnyquestionsabouttheaccuracyofthisallocationshallbesettledbytheMissouriRepublican
StateCommitteeattheFebruary2016meetingoftheCredentialsCommitteeofthe2016
RepublicanStateConvention.

TheStateConvention,eachCongressionalDistrictConvention,andeachlocalcaucusshallbethe
solejudgeofthequalificationsandelectionofitsownmembers.Amemberthereofwhose
participationhasbeencertifiedandiscontestedshalltakeandholdtheirseatsuntilthecontestis
determined,butshallhavenovoteinthecontest.Allcontestsofdistrictdelegatesandalternatesto
the2016RepublicanNationalConventionshallbedeterminedattheStateConventionpursuantto
Rule21oftheRepublicanNationalCommittee.

CONTESTOFDELEGATESANDALTERNATES

Nocontestshallbeconsideredunlessitmeetsthefollowingconditions:

(1) IfcontestingadelegatetotheStateConvention,thechallengemustbefiledinwritingand
mustbephysicallyintheofficeoftheMissouriRepublicanStateCommitteenotlaterthan5
p.m.,onFriday,April15,2016.Challengesmaybemailedorhanddeliveredto105East
HighStreet,JeffersonCity,MO65101.SuchchallengesshallbesettledattheState
Convention.
IfcontestingadelegatetoaCongressionalDistrictConvention,thechallengemustbefiledin
writingwiththecongressionaldistrictchairmannotlaterthan5p.m.,onFriday,April15,

(2) Eachcontestmustbeinwriting.Itmustrequestaspecificactionbytheappropriate

addressshouldbedeniedseating.Thechallengemuststatereasonsforactiontobetakenand
mustbesupportedbyevidenceortestimony.

AStateConventionCredentialsCommitteeof11membersisherebyauthorized.Thecommittee
shallconsistoftheChairmanandViceChairmanoftheMissouriRepublicanStateCommittee,one
personfromeachCongressionalDistricttobeappointedbytheStateChairman,andoneatlarge
persontobeappointedbytheStateChairman.TheCredentialsCommitteewillprepareforthe
StateConventionatemporaryrollofdelegatesandalternates,andrecommendactiononany
challengessubmittedinproperform.Thetemporaryrollwillincludeallnamesofdelegatesand
alternatescertifiedtotheStateChairmanbythesecretariesofthevariouslocalcaucusesexcept
thosewhosecredentialsarecontestedintheabovespecifiedform.

TheCredentialsCommitteeshallmeetatatimeanddatetobedeterminedbytheStateChairman,
todeterminewhichchallenges,ifany,havebeensubmittedinproperform.TheCredentials
Committeeshallnotifyallchallengerswhohavenotfulfilledtheaboverequirementsandexplain
thatthedelegatestheycontestedwillappearontheconventionfloor.Foreachchallengeinproper
form,theCredentialsCommitteeshallnotifythosepersonswhosecredentialsarequestionedthat
theircertificationhasbeencontestedandwhentheymayappearbeforetheCredentialsCommittee
toanswerallegations,attheaddresslistedontheaffidavitofelectionoraffidavitofcontest,
whicheverisappropriate.Suchlettersmustbemailedby5p.m.onWednesday,April20,2016.

ThisCredentialsCommitteewillbetheofficialCredentialsCommitteeofthe2016Missouri
RepublicanStateConvention,andwillhavefullauthoritybeforethatconventionunless
countermandedbyavoteoftheMissouriRepublicanStateCommittee.Allotherrecommendations
aresubjecttoapprovalbyassembleddelegatesoftheStateConvention.

REPUBLICANSTATECOMMITTEEMEETING

AtthediscretionoftheStateChairman,ameetingoftheMissouriRepublicanStateCommittee
maybecalledbytheChairmantomeetattheStateConvention,totransactproperandnecessary
business.

RULESGOVERNINGCAUCUS&CONVENTIONPARTICIPATION

OnlystrongandfaithfulRepublicanvoters,residingandregisteredtovoteinthedistrictinvolved,
shallbeallowedtoparticipateinanycaucusorconvention.OnlyRepublicanswhoareregistered
votersresidinginthedistrictoftheirelectionshallbeelectedasdelegatesoralternates.No
delegateshallcastafractionalvote.

InaccordancewithRule16(e)(6)oftheRepublicanNationalCommittee,thereshallbenoproxies
atanyconventionforthepurposeofselectingdelegatesoralternatestothe2016Republican
NationalConvention.

ParticipationinanyRepublicancaucusorconvention,heldforthepurposeofselectinganyofthe
delegatesoralternatesabovecalledfor,shallinnowaybeabridgedforreasonsofsex,race,
religion,color,ageornationalorigin.

Inkeepingwiththeopendoorpolicy,partyleadersareurgedtofullyinformallcitizenshowthey
mayparticipateinthedelegateandalternateselectionprocedures.Withinthisframeworkand
allowingforthesizeofthedelegationandpriorvotingpattern,eachunitshouldstrivetoapportion
representationbysex,youth,minorityandheritagegroups,andseniorcitizensasfairlyaspossible.

Intheeventthatacandidatereceivesamajorityofvotescastinthe2016MissouriRepublican
PresidentialPreferencePrimary,alldelegatesandalternatestothe2016RepublicanNational
Conventionwillbeboundthroughthefirstroundofballotingtosupportthewinnerofthe2016
MissouriRepublicanPresidentialPreferencePrimaryunlessthatcandidatereleaseshisorher

delegates,dies,withdrawsorbecomesinactive.Forthepurposesofthisdocument,votescastfor
anycandidatewhoreleaseshisorherdelegates,dies,withdrawsorbecomesinactivepriortothe
2016MissouriPresidentialPreferencePrimarywillnotbeincludedinthecalculationofthe
majorityvote.

Intheeventthatnocandidatereceivesamajorityofthevotescastinthe2016MissouriRepublican
PresidentialPreferencePrimary,delegatesandalternateswillbeallocatedinthefollowingmanner:

ThewinnerofapluralityofthevotescastwithineachCongressionalDistrictshallbeentitled
tothatCongressionalDistrictsthree(3)delegatesandthree(3)alternatedelegatestothe
RepublicanNationalConventiontobeelectedattheCongressionalDistrictConvention.The
personstoserveasdelegatesandalternatedelegatestotheRepublicanNationalConvention
boundtovoteforthewinnerofapluralitywithineachCongressionalDistrictshallbeselected

totwo(2)atlargedelegatesandtwo(2)atlargealternatedelegatestotheRepublicanNational

ChairmanfordiscussionateachlocalcaucusandtoeachCongressionalDistrictChairmanfor
discussionateachCongressionalDistrictConvention.ThePlatformCommitteewillconsider
