CollectivelywerepresentvirtuallyeverysectoroftheAlbertaeconomyandemployhundredsof
thousandsofAlbertans.Individuallywehaveuniqueandoftencompetingchallengesandpriorities,but
weallshareacommonconcernforAlbertasfuture.
Albertansfromallwalksoflifeareexperiencinghardshipsnotseenindecades.Lowenergypriceshave
crippledAlbertasenergyindustry,affectingbusinessesbothdirectlyandindirectlyassociatedwith
energyproduction.Businessandconsumerconfidencearenearingalltimelowsandtheprovincial
unemploymentrateissoaring.
Weacknowledgethatthisdownturnisbeyondanygovernmentscontrol.However,wehavealsoseen
therapiddeploymentofaseriesofambitiousgovernmentpoliciesthathavefurtherundermined
businessconfidenceandcompetitiveness.Risingcorporateandpersonaltaxes,acostlycarbontaxand
anhistoricincreasetotheprovincesminimumwageareimpactingAlbertaseconomywhenitmost
needsaboost.
WealsoacknowledgethattheAlbertagovernmentisfacingasignificantbudgetshortfall.Together,we
mustfindawaytobalancetheprovincialbudgetwhileatthesametimesettingtheconditionsfor
economicsuccess.Onecannothappenwithouttheother.
WeapplaudyourgovernmentseffortstosecurebettermarketaccessforAlbertaenergy.Therecent
royaltyreviewprocesswiselymaintainedAlbertasexistingoilandgasroyaltystructure,acknowledging
thattheindustryneedslongtermcostcertainty.Thispragmaticapproachshouldprevailinother
aspectsofpolicymaking.TheestablishmentofthePremiersAdvisoryCommitteeontheEconomyis
alsoapositivestepthatacknowledgestheseverityofthechallengesfacedbyAlbertansandpromises
action.
Beginningwiththeupcomingprovincialbudget,weaskfortwothings.Firstofall,amoratoriumon
majornewpublicpoliciesthatwillhaveadetrimentalimpactontheabilityofbusinessestocreateand
preservejobs,attractcapitaloreffectivelycompeteinaglobalmarketuntiltheeconomyrecovers.
Specifically,weaskthattaxincreasesbecategoricallyruledout,thattheproposedincreaseinthe
minimumwagebedelayed,andthatthecomingcarbontaxbemadetrulyrevenueneutralwith
offsettingtaxreductions.
Secondly,weaskthatthegovernmentmovequicklyonanumberofotherareasthatwillallow
businessesandtheiremployeestoconfidentlymakedecisionswithcertaintyabouttheenvironment
withinwhichtheyoperate.Forinstance,thedetailsaboutapotentialjobcreationstrategyandthe
programaimedatmitigatingcostincreasesonbusinessesimposedbytheforthcomingcarbontax
shouldbeimmediatelyunveiled.
