Conservation and Harvesting of Rain Water in the Metropolitan Area of Hyderabad
Directions for taking up the Water Conservation in a Campaign Mode Assignment of
Responsibilities and Constitution of Technical Committee Orders Issued.

ORDER:
The rapid depletion of Ground water due to over-exploitation and the continuous
shrinking of the surface water bodies have led to a situation of water scarcity in the
Hyderabad Metropolitan area. The situation warrants immediate restoration and long
term alleviation measures in a campaign mode.

The Government have taken a serious note of the water scarcity prevailing in the Twin
cities and surrounding Municipalities and have decided to accord topmost priority to the
water conservation efforts in the Hyderabad Metropolitan (HUDA) area. It is felt
necessary that the rain water should be conserved by way of water harvesting through
lakes, tanks, other water bodies and technically-sound rain water harvesting structures.
Since the Metropolitan area of Hyderabad requires a special strategy, considering the
size and complexity of the area, and also the fact that a large number of agencies operate,
there is a need for clear assignment of responsibilities and special efforts of coordination.
Therefore, it is decided that specific tasks would be assigned to specific agencies to
ensure avoidance of duplication and a coordinated campaign towards ensuring water
conservation. Government after careful examination of the matter have decided to
allocate specific works to various agencies as follows:

Restoration of Water Bodies :

All the water bodies in the HUDA area should be surveyed by the Collectors of
Hyderabad and Ranga Reddy Districts by 15.5.2001. Sketches of all water bodies should
be prepared, indicating water body area and flood zone and all efforts should be made to
ensure that there are no encroachments into these water bodies. Existing objectionable
encroachments shall be removed by the District Collectors with the support of local
bodies. The lakes and water bodies presently under the control of Irrigation Department
and Panchayat Raj Department, should be transferred to MCH and Municipalities
concerned, in the Hyderabad Metropolitan area. HUDA should bring out special zoning
regulations regarding the protection of the water bodies, their conservation and declaring
them as no development zones. HUDA and Municipality concerned shall also take up
desilting operation of the tanks and feeder channels falling in its jurisdiction. The
Municipal Corporation of Hyderabad shall take up the works of desilting of tanks and
water bodies their feeder channels in the city, deepening and widening of the Major
water courses and nalas. The Collector, Hyderabad and Collector, R.R.Dist shall hand
over identified water bodies in Hyderabad an surrounding municipalities to MCH or
Municipality concerned immediately after removing the objectionable encroachments.
MCH, HUDA and Municipalities, shall prepare special development plans for the
protection and conservation of water bodies allocated to them and get the same approved
by the Water Conservation Mission Committee.
RWH on Roadsides / Parks and Playgrounds
The Municipal Corporation of Hyderabad, surrounding Municipalities and
Panchayats would be responsible for RWH pits on road sides and open spaces. MCH for twin
cities area and HUDA for outside the twin cities will be responsible for coordination of this
programme. The Ground water Department will provide all technical assistance to MCH,
HUDA and other local bodies for identification of proper RWH pits, duly keeping in view the
experience of earlier years.
RWH in Government Offices
The Chief Engineer (Buildings) will be responsible for ensuring that all Government
office premises are covered with RWH structures. He shall meet the costs from the regular
R&B budget.
Institutional Areas
The Hyderabad Urban Development Authority will be responsible for construction /
coordination of RWH structures in all major institutions having open spaces with an extent of
250 acres and above in HUDA area. All other institutions having area of 50 acres and above
shall be identified and coordinated by District Collectors of Hyderabad and R.R.Dist, for
execution of RWH structures. The A.P.Pollution Control Board and Industries Department
will coordinate construction of RWH structures by industries and identified institutions. The
Water Conservation Mission shall identify 1000 such industries / institutions and assign
responsibilities to Government and private agencies.
Houses and Complexes :
MCH and HUDA will be the nodal agencies for RWH programme in all the existing
and new residential houses / residential complexes. In the Municipalities, the concerned
agencies supplying water shall be responsible. The Builders Forum and Builders Association
will be actively involved in the RWH programme and must be persuaded and motivated to
accept specific targets for their members. Priority in new water connections shall be accorded
to only applicants who construct RWH structures in future, in the Metropolitan regions.

School, Colleges and Hospitals


The District Collector of Hyderabad and R.R.Dist will be responsible for taking up
RWH in schools, colleges and Govt.hospitals as well as private.
Technical support and Reporting
The Rain Water Harvesting cell in the Hyderabad Metropolitan Water Supply and
Sewerage Board would be responsible for over al design, technical support, training, publicity
and coordination of the water conservation efforts in the metro region with the support of all
executing agencies and guidance of the Water Conservation Mission. It will be responsible for
organising effective campaign and taking up motivation measures in order to ensure peoples
participation in the programme. It may organise campaigns in water scarce areas and over a
period of time link up water supply connections and water supply improvements to rain water
harvesting. The HMWS&SB shall also be the agency responsible for reporting to the Govt.
about the progress made every week for the metro area as a whole. Each executing agency /
department shall identify a responsible officer for reporting the progress periodically to the
HMWS&SB.
Target Fixation
The Water Conservation Mission under the chairmanship of the in-charge Minister
shall fix targets for all the agencies working for water conservation in the city and outside city
(HUDA) area both in terms of numbers and cubic meters. The targets shall be scrupulously
adhered to by all the concerned agencies and all efforts shall be made to exceed the targets
fixed by the Mission.
Groundwater Mapping and Monitoring
The HMWS&SB shall coordinate monitoring of water levels in the observation wells
and the quality of water in all tanks spread over the metro area with a view to develop some
of them as water supply sources in future. The Ground water Department shall be responsible
for mapping of ground water in HUDA area (GIS application) and preparation of long term
and short term plans for water conservation. The Ground water Department shall assess the
potential and suggest technically sound plans and programmes for tapping of rain water
through various measures. If necessary, the assistance of experts and research institutions
should be taken. The task of mapping and creation of observation wells shall be completed
within 3 months. The cost required in this regard shall be met by the Ground water
Department and supplemented by HUDA, MCH, HMWS&SB and R.R.Dist Collector
equally, whenever required.
Technical Committee
In order to ensure that the RWH works are taken up after due verification of the
feasibility and are executed s per the standards fixed, it is hereby ordered that a technical
committee be constituted under the chairmanship of the Engineer-in-Chief (PH) to look into
all technical aspects relating to the identification of works and execution. The composition of
the Committee shall be as follows :

The committee shall meet every week and take up field visits / inspection as and
when required. Necessary logistical support shall be provided by the HMWS&SB, MCH and
HUDA. The Committee shall identify experts and prepare a panel of contractors who can be
entrusted with RWH works. They shall also decide the procedure of entrustment / execution
of works by various agencies. They shall make their recommendations in the form of weekly
reports to the M.D., HMWS&SB for monitoring the implementation of the recommendations.
Supervision by Water Conservation Mission
All works relating to rain water harvesting programme shall be under taken under the
supervision and direction of the Minister in charge of Water Conservation Mission for the
District. MCH, C&DMA and all other executing agencies working in the metro area shall
extend the fullest cooperation to MD, HMWS&SB in the larger interests of the programme
and to achieve the long term objectives of water conservation.
Budget provision
It is made clear that rain water harvesting programme will have to be owned by all
Department as a regular programme and there will be no separate budget allocation for the
same.
