Preamble: In recent years, the number of homeless has increased to 250 people. Although
the homeless population is only a quarter of one percent of the total population of Vacaville,
the problem is fixable. To eradicate the issue completely, we propose installing a homeless
shelter on Chancellor Court. This would cost around $157,650 per calendar year to run the
shelter, and would house around 290 people. This center will also serve as a rehabilitation
venue for Vacaville and Fairfield.
SECTION 1: Funds must be gathered to fund the shelter/rehabilitation center. These funds
will be accumulated by means of charitable donations and the reappropriation of funds from
several sources including the Vacaville Police Department New Vehicle Fund and the citys
entertainment fund.
34 SECTION 4: Studies have shown that, in practice, and not just in theory, providing people
35 experiencing chronic homelessness with permanent supportive housing saves taxpayers
36 money.

SECTION 5 : This bill shall go into effect 91 days after passage.
