Preamble: This bill has come to Congress to assist low-income households in affording
cheap and accessible energy. We feel that solar energy is a very reliable and smart
way to get energy. The price of solar installation in Vacaville this year has become
very high, somewhere between $25,000-$35,000 per roof.

SECTION 1: This bill will allow for households that receive an income of $65,000 or less to
have half of the total costs of their solar installation paid for by the local government. We
will be able to provide this service for 267 households over 10 years.

SECTION 2: The money for this bill will come from two different sources. First off, we are
putting a $1,000,000 flat tax in place to help fund this bill. This tax will be spread across 10
years, and will cost each citizen about $.20 a month.

SECTION 3: Second off, we are cutting $3,000,000 from the Vacaville Police Force. This
will set the Vacaville police budget down to $27,000,000 a year. For a city that
receives less than a murder a year, and has about 120 police officers, we feel that the
positives of cutting from the police force for this service out way the miniscule
negatives.
SECTION : This bill shall go into effect 91 days after passage.
