Terms and Definitions


CHILDREN Individuals under the age of 18.
POVERTY RATE The percent of persons (or families) who live below the federal poverty line as calculated by the Census Bureau.
UNEMPLOYMENT RATE The annual average percentage of the workforce that is unemployed. Persons are classified as unemployed if they do not
have a job, have actively looked for work in the prior four weeks, and are currently available for work.
HOMELESSNESS The United States Department of Housing and Urban Development uses a point-in-time homelessness count, which is a locally
planned and coordinated count of sheltered and unsheltered homeless persons on a single night in January.
OPPORTUNITY INDEX The Opportunity Index is jointly developed by Measure of America and Opportunity Nation. The index is made up of a set of
indicators grouped into three broad dimensions: Jobs and Local Economy, Education, and Community Health and Civic Life. The state index is made
up of 16 indicators; the county index includes 14 indicators.
