On July 18, 2009 at 1058 hours Police Officer Curtis McMillion was investigating a
domestic related aggravated assault at 2412 Harlem Avenue. While leaving 2412 Harlem Avenue
Officer MeMillion observed a vehicle, which matched the description of the vehicle taken during
the aggravated assault. The driver of the vehicle began to shoot at Officer McMillion, striking
hhim once on his right buttock, After shooting Officer McMillion, the suspect fled the scene in the
vehicle. Despite Officer McMillion’s injuries, he began to pursue the suspect in his marked patrol
car, alerting KGA to what was happening. Officer McMillion observed the suspect's vehicle on
Anunah Avenue traveling toward his patrol car. After a short standoff, the suspect’s vehicle began
traveling in reverse on Arunah Avenue, Officer McMillion lost sight of the vehicle.
Officer Jerome Shaurette responding as back up observed the suspect's vehicle stopped
on the comer of Whitmore and Edmondson Avenue. As Officer Shaurette’s attention was drawn
toward the suspect's vehicle, which was to his right, he was ambushed from the left by the suspect.
‘The suspect fired at Officer Shaurette multiple times penetrating the driver’s door and window
of his marked patrol car. Officer Shauretie was shot multiple times; however, he was able to exit
his vehicle through the passenger side door. Officer Shaurette withdrew his service weapon; he
located the armed suspect, retumed fire and incapacitated the suspect. Officer Joseph Rosado and
Officer David Pietryak arrived on the scene and rendered aid to Officer Shaurette,
Officer Jerome Shaurette and Officer Curtis McMillion are awarded the Medal of Honor.

Arthur were in the process of arresting multiple suspects for narcotics violations. Officer Arthur
‘was attacked by one of the suspects. He suffered a gunshot wound in the face. Both officers
retumed fire. Additional officers were summoned to the scene. All suspects were apprehended,

‘On July 5, 2008 at 0200 hours, Officer Christopher Ahearn and Officer James Brooks were
working a crime suppression detail in the Souther District. The Southern District received a call
that a large party was ending and people were being disorderly. Officer Christopher Alcan and
Officer James Brooks responded to the location. Upon arrival they observed a group of males
acting suspicious. One of the males tumed toward the officers and fired several shots before
entering a vehicle. Officer Ahearn stopped his marked patrol vehicle behind the suspects’ vehicle.
‘The suspects put their vehicle in reverse and fired additional shots at the officers. Officer Aheam
retumed fire along with Officer Brooks. Officer Ahearn’s weapon malfunctioned. Officer Brooks
observed that his partner was unable to defend hitnself: therefore, he moved toward Officer Aheam
as he continued to discharge his weapon at the suspects. The suspect’s vehicle crashed into a
parked vehicle. The suspects were apprehended.

block of Belgian Ave. ‘Two males armed with guns attempted to rob the officer. Officer Armwood

second suspect fied the location.

block of Orleans Street. At that time, he observed that two males had Officer Traci McKissick

other was trying to pry her service weapon from her hand. Fearing for Officer McKissick’s life,

progress, Upon entering the business he observed the suspect holding a knife and taking items

front of him, Officer Molinaro grabbed the suspects arm, pinned him tothe wall, an tok the
knife away. The suspect was arrested.

On March 13, 2009 at 0400 hours, members of the Baltimore Police Special Weapons and
‘Tactics (8.W.A.T.) responded to 519 Half Mile Court. Information was obtained that a suspect
had barricaded himself inside the location and was holding his granddaughter hostage. The SWAT
officers made entry into the location. Once inside they found the suspect holding a small child in
his left arm and a machete in bis right hand with the blade to the child’s neck.
As the standoff continued, the suspect lost his grip on the machete and it fall to the floor.
Sergeant Gilbart and the suspoct went for the machete at the same time. The subject grabbed the
handle as Sergeant Gilbart grabbed the blade. A struggle over the weapon ensued and Officer
Garfield O'Toole and Officer Bryant Russell moved,into position to protect the lives of the child
and Sergeant Gilhart. Officer Russell grabbed the child as Officer O° Toole discharged his service
‘weapon incapacitating the suspect.

‘Woodward were in the 2300 block of Eutaw Place, when they observed a male discharge a weapon
into a crowd of people. Sergeant Woodward and Officer Schmitt gave chase. As they pursued
the suspect he tured and fired one round at them and threw the gun into a yard. The officers
apprehended the subject and recovered a .22 caliber handgun.

On October 1, 2009 at 1245 hours, Detective Todd Moody and Detective Mork Williams
-were in the 2600 block of Pierpont Road. The detectives observed a male being held at gunpoint.
Detective Moody and Detective Williams withdrew their service weapons and gave verbal
commands to the suspect. The victim was able to break free as the armed suspect tured toward
the detectives. Detective Moody discharged his departmental service weapon, striking the suspect,
causing him to drop his weapon. Detective Moody ordered the suspect to the ground. As Detective
‘Moody approached to take the suspect into custody, the suspect moved toward his un. The suspect
‘was shot a second time, but was not incapacitated. Detective Williams had to hold the suspect on
the ground until he was handcuffed.

OnNovember 17,2007 at 221 0hours Detective Robert Himes and members ofthe Southwest
District were in the 2900 block of Edmonson Avenue. At that time, the officers observed a vehicle
traveling at a high rate of speed. The officers activated their emergency equipment in an attempt to
stop the vehicle. The driver of the vehicle refused to stop and eventually bailed out of the vehicle.
Detective Himes chased the suspect on foot. Detective Himes caught the suspect and they began to
wrestle over the suspect's handgun. The suspect pointed the gun at Detective Himes, but Detective
Himes was able to knock the handgun out of the suspect's hand. The suspect was arrested.

‘On January 1, 2009 Officer David Pietryak and Officer Terrance Heyward received a call
to Lexington and Amity Street for an armed person. Upon their arcival they observed an individual
flee on foot from the area. Officers gave chase and the suspect tumed and fired a shot at the officers.
Officer Heyward and Officer Pietryak were able to capture the suspect and take him into custody.

ruck.

person, threatening suicide. Officer Payne was advised that the suspect was suicidal, depressed,
and armed with two shotguns. Officer Payne spoke with the suspect on the phone and gained his
confidence. Officer Payne persuaded the suspect to surrender himself to police.

‘On May 10, 2009 at 1630 hours Officer John Wagner and Officer Warren Porter were
patrolling the waterways of the Inner Harbor in two separate police vessels, Both officers observed
a Bay Liner boat traveling at a high tate of speed. Upon initiating the boat stop, Officer Porter's
police vessel was rocked by waves. Officer Porter was thrown into the console support post,
striking his head and falling overboard, Officer Wagner without hesitation and regard for his own
safety rescued Officer Porter from the water, Officer Wagner was able to save him from further
serious injury or possible death as well as secure Officer Porter’s vessel with assistance. Officer
‘Wagner then transported Officer Porter back to shore for medical attention.

On Iuly 1, 2009 Detective Kimberly Hanline responded to a shooting in the 300 block
of Pulaski Street. Upon arrival she found a five year old child had been shot in the head. As
Detective Hanline checked the child’s pulse Police Officer Monica Nashan arrived on the scene,
‘The child was unresponsive and had a faint pulse. Officer Nashan gave the victim a stem rub;
however, there was no response. Detective Hanline ghecked the child’s pulse a second time and
there was no pulse. Detective Hanline stabilized the victim’s head and Officer Nashan began chest
compressions. Detective Hanline and Officer Nashan continued CPR until the paramedics arrived.
‘When the paramedics arrived the victim had a pulse.

On March 30, 2009 Police Officer Jeffrey Mellott responded to the 900 block of N. Howard
Street for a suicide attempt. Upon arrival Officer Mellott found a man sitting on the ledge above
the Howard Strect Bridge and I-83, threatening to jump. Officer Mellott convinced the man to
come off the ledge safely.

jammed door and pulled the victim from the burning car,

‘Martingale Road for a domestic dispute. Upon arrival, Officer Riley found two individuals
involved in a domestic dispute. The male involved in the dispute walked into the kitchen. Police
Officer Riley followed the male into the kitchen. Once in the kitchen she observed the male
cutting his wrist with a knife. The male refused to put the knife down. Officer Riley used her
departmental Taser to prevent the subject from committing suicide.

On August 1, 2009, Crime Laboratory Technicians Lissette Rivera and Christy Silbaugh
responded to a serious Police Involved shooting. At the time of their arrival a suspect shot by
Police was pronounced dead by Medic 11.
CLT Rivera and CLT Silbaugh observed the suspect breathing, but were told it was from
air circulating from fans hitting the suspect’s jacket. While photographing the suspect, technicians
noticed again that he was breathing. ‘This time they notified Detective Marvin Sydnor. Detective
Sydnor nudged the suspect and he opened his eyes. Detective Sydnor notified the officers to call
‘back the medic. The medic returned and removed the suspect to a hospital.

Service Award.
