Rahul Nigam Statement of facts At the end of the stay of the ship in the port the agent will make up the history with all data which are important for the Ship Owner and for the Charterer and that are related to the loading and the discharging of the ship. This historical state is called "statement of facts" or "port log" and serves as basis for the drawing up of the "time sheet" used for the calculation of the laytime and demurrage and possibly despatch money. The officer on board must record all information relating to the loading or discharging (working hours, interruptions of loading and/or discharging) in the ship's log book or in a special workbook. Time Sheet For the calculation of the number of laydays it is necessary to draw up a time sheet, showing the following information: 1. Date and hour of arrival in the roads or in the port. 2. Date and hour of arrival in the loading or discharging place.

3. Date and hour on which the ship is ready in all respects to start loading or discharging, as stated in the "notice of readiness". 4. Date and hour on which the "notice of readiness" was tendered. 5. Date and hour on which the "notice of readiness" was accepted by Charterers, receivers or their agents. 6. Date and hour on which the loading/discharging really started and on which days and hours loading/discharging took place. 7. Date and hour on which, according to the charter, the laydays started. 8. Loading and discharging speed according to charter party. 9. Statement of days, which could not be worked, e.g. Sundays and holidays, strike, weather conditions (if weather working days have been agreed) etc. 10. Statement of quantity loaded or discharged per day and of the total quantity loaded or discharged. 11. Statement of the time allowed for loading and discharging, based on points 8 and 10 above in accordance with the provisions of the charter party. 12. Date and hour on which the loading/discharging was terminated. On the basis of this "time sheet", which must be signed by the master and the shippers/receivers, the number of laydays is determined and "demurrage/despatch money" is calculated, if the permitted period is exceeded, respectively if the ship was loaded or discharged within the allowed period and according to the charter party for the gained time despatch money is due. It is important, that in the loading and discharging port an agreement is reached between the Charterers, receivers and the master concerning possible demurrage or despatch money. If it would appear that this is not possible, then the master can sign the t ime sheet under protest and at the same time point out the differences of opinion. In case the master is not convinced, that the "time sheet" reflects the correct position, then he can sign the time sheet with the reserve "subject to Owners' approval", and leave it to the owner to come back on the contents of the time sheet (eventually with his lawyer). MARPOL Amendments Enter Into Force: Antarctic Fuel Oil Ban And North American ECA Amendments to MARPOL, banning heavy fuel oil from the Antarctic and creating a new North American Emission Control Area (ECA), enter into force today(1st aug). The new regulation to protect the Antarctic from pollution by heavy-grade oils is added to MARPOL Annex I, with a new chapter 9 on special requirements for the use or carriage of oils in the Antarctic Area. Regulation 43 prohibits both carriage in bulk as cargo and carriage and use as fuel, of: crude oils with a density higher than 900 kg/m3 at 15C; oils, other than crude oils, with a density higher than 900 kg/m3 at 15C, or a kinematic viscosity higher than 180 mm2/s at 50C; or bitumen, tar and their emulsions. Therefore, a ll ships trading to or transiting the Antarctic Area, defined as "the sea area south of latitude 60S", will need to switch to a different type of fuel. An exception is envisaged for vessels securing the safety of ships or involved in search and rescue operations. Amendments to MARPOL Annex VI, establishes a North American ECA, where sulphur oxide (SOx), nitrogen oxide (NOx) and particulate matter emissions from ships will be subject to stricter controls than what applies globally. The ECA will take effect on 1 August 2012. The entry into force will mean that there are currently three designated ECAs, the other two being sulphur oxide ECAs: the Baltic Sea area and the North Sea area. ELTON. J. QUADROS 18/JULY/2011 MONDAY VENUE: OLD MMD ATTEMPT: 2ND (Only Function 2 was left) INTERNAL: CAPT. D.F.VAZ EXTERNAL: NONE RESULT: PASSED !!!!!! I was one of the 2 unfortunate candidates out of 8 other candidates to be sent to Old MMD. I had my orals on the 15th (Friday), but Capt. Vaz was very busy and called me on Monday. I was lucky to get 2 days to prepare for Capt. Vaz. The only question in my mind was .is it enough? I went home and searched for his questions, but found only 2-3 questions for Function 2. I was again disappointed and angry at my other fellow mate candidates who have not posted their questions and here I would like to say to all of them, that PLEASE DON T BE SELFISH OR LAZY OR THINK WHAT WILL PEOPLE THINK OF MY ANSWERS, N PLS STOP GIVING EXCUSES, COZ UR QUESTIONS CAN HELP OUR FELLOW MATES TO CLEAR EXAMS. JUST IMAGINE IF EVERY ONE THINKS AND ACTS LIKE YOU THEN THERE WILL BE NO QUESTIONS POSTED HERE AND ITS ONLY OUR LOSS !!! Okay that s enough of lecturing, now here are the questions and my answer to them. There was a candidate from Massa there who went in before me. It was his 1st attempt and didn t get any as Capt. Vaz was in a bad mood coz there was mass copying going on in new mmd during the engineers exams and few guys were caught n heard Capt Vaz getting agitated over the phone when talking to someone regarding this. Well I certainly didn t want to face him on any day, and never on a day when he was angry. Function 2: Capt. Vaz: Elton, what happened last time? Me: Sir, last time I cleared Function 1 and 3, didn t clear Function 2. Told him what happened last time. Capt. Vaz: What type of frame work is there on container ships ? (1st Bouncer at 110 mph, that even the wicket keeper couldn t catch..:) Me: Transverse Web Framing.

Capt. Vaz: No Capt. Vaz: Does a Bulk Carrier require a CSM? Me: No Sir. Only if it loads any cargo other than Solid/Liquid bulk cargo. Capt. Vaz: Under what provisions of Solas and CSS code? Imo Resolutions? Me: Sir, as per Solas Ch 6 Reg 5 and Solas Ch 7 Reg 5, and CSS code Ch 1.6 Imo Resolution A.714 (17) and I further added, there was also a MSC/CIRC.745 Capt Vaz: If a bulk carrier loads a general cargo does it become a general cargo vessel? Me: No Sir. Capt Vaz: Can a bulk carrier load General cargo? Me: Yes Sir, it can if she has a cargo securing manual and all the lashing equipments and securing arrangements required as per CSM/ CSS code. In the annexes there are procedures and details of stowage and securing arrangements and methods for loading containers on deck of a ship not designed to carry contaners, portable tanks, receptacles, heavy metal scrap, steel coils, locomotives etc Capt Vaz: Dewatering of bulk carriers? Applicable to which Bulk carriers? Me: Sir, as per Solas ch. 12 Reg 13 Availability of pumping systems: There should be means for draining and pumping ballast tanks forward of the collision bulkhead and also for bilges of dry spaces forward of the fore most cargo hold (except chain lockers). Such arrangement must be capable of being operated from a readily accessible enclosed space accessible from bridge/Ecr. The v/v at the collision bulkhead according to solas ch II-I/11.4 should have means for remote operated actuation, that can be controlled from a mimic panel. Bulk carriers constd. before 1July 2004 shall comply with reg not later than 1st intermediate/renewal survey after 1July 2004 but in no case later than 1 July 2007. Capt. Vaz: Can a vessel load Dangerous goods without DOC? Me: Yes Sir, as per Solas Ch II-2/Part G/Reg 19.4 classes 6.2 and 7 of the IMDG code can be loaded, also Dangerous goods in Limited Quantities and Excepted Quantities. Limited quantities as per Chapter 3.4 of IMDG code and excepted quantities as per Chapter 3.5 of IMDG code. Capt. Vaz: Define Excepted Quantities? Me: I don t know the definition sir, but I know that I can find the details in chapter 3.5 of IMDG code. Capt. Vaz: Recently there was a ship that had come here and she was not allowed to enter our port and she had Dangerous Goods in Limited Quantities. Why do u think she was not allowed to enter? Me: (After t hinking for a minute) I don t Know Sir. Capt. Vaz: Incase of an Incident regarding Dangerous Goods how will you go about doing the reporting? Me: Sir, as per Solas Ch 7/Part A/ Reg 6 and CH7/Part A-1/Reg 7-4, and Marpol Protocol 1 and also IMDG code Supplement and IMO resolution A.851 gives requirements and guidelines for reporting Dangerous Goods, Harmful substances & Marine Pollutants Capt. Vaz: Annexes to IMDG code? Me: I don t know sir. Capt. Vaz: What are the constructional differences between a ty pe 3 chemical tanker and a product tanker? Me: Sir, for a type 3 chemical tanker there are no specific requirements, but for a product tanker, As per Marpol Annex 1 Reg 18 (segregated ballast tanks) every crude oil tanker > 20000 T dwt and product tanker >30000 T dwt delivered after 1 July 82 shall be provided with Segregated ballast tanks with capacity such that it meets the ships draft and trim requirements: Midship draft not less than 2m + 0.02L and trim by stren not more than 0.015L corresponding to the midshipdraft, and prop immersed at all times. As per reg 19 of Annex 1 marpol, width of wing tanks by the formulae w= 0.5 + DW/20000 min 1m but not more than 2 m DB tanks min Ht: B/15m or 2m whichever is less and min ht 1 m Turn of bilge area where h and w are different w shall have preference at level exceeding 1.5 h above baseline. Slop tanks are mandatory for oil tankers > 150 grt having capacity not less than of 3% of the oil carrying capacity of the ship as per Marpol Annex 1 Reg 29 and Slop tanks are not mandatory for chemical tankers as per Marpol Annex 2 reg 12, cargo tanks may be used as slop tanks. Capt. Vaz: What are the differences in the venting requirements of a chemical tanker as compared to a product tanker? (This one I owe it to my batchmates and Capt coutinho Me: Sir, height of PV Valves must be >2m for a product tanker and >3m for a chemical tanker. Pumproom air

Me: Thinking of more differences Then fortunately someone entered his office to discuss some important issue with him. Capt. Vaz asked me to wait outside and meanwhile find out the answer I immediately called up Wasim Shaik, Imran, Wasim M, Kalim, Sumeet, Aditya, Vanita, Rahul Sinha, Capt. Coutinho, Capt. Contractor, Capt Mascarenhas, Capt Chaudhry. Got few points here n there from them and waited outside for him to call me in. Capt. Vaz: So Elton, did u find out the answer? Me: Yes Sir, For a chemical tanker the height of the vent outlet must be > 6m above the weather deck or the walkway. However this height may be reduced to not less than 3 m if a HVV valve is fitted and the escape velocity > 30m/s. Where as for a product tanker, when the method is from free f low vapour mixtures ht>6m above cargo tank deck or the F&A gangway if situated within 4m of the gangway & > 10 m horizontally from the nearest air intakes & openings to enclosed spaces having source of ignition including windlass and deck machinery. When the method is by High velocity discharge ht>2m above cargo tank deck & > 10 m horizontally from the nearest air intakes & openings to enclosed spaces having source of ignition including windlass and deck machinery. Chemical tankers have a Block and Bleed arrangement to isolate cargo vapours from other non compatible tank vents to prevent vapour contamination. Vapours can be sent shore via the vapour return line also. The venting requirement is given in Ch17 (open, restricted, closed or indirect venting) Pumproom air extraction system for chem. Tkrs> 30 air changes/hr and for product tankers > 20 air changes/hr. IG is not required for chem. Tkrs if the tank size < 3000 m3 and throughput of t/c machines < 17.5 m3/hr and total throughput < 110m3/hr. per tank For a product tanker IG capacity 125% of max rated discharge capacity. For a chemical tanker also 125% of max discharge capacity but the IG capacity requirement may be reduced by the administration provided that the max discharge rate is restricted to 80% of the IG capacity. Capt. Vaz: Elton, the way u started answering at the start I really was very very impressed, but somewhere in between you bungled up n so I gave u a chance to find out, as I could see u have taken special efforts to study and so congratulations. I AM VERY STRICT IN ROR AND RULES he kept about 5 models of ships in front of my model and told me to assess the situation and answer for all the vessels giving the situation with all vessels, type of action i would take , due to which rule, and then to quote the rule whatever i used in the situation. i told him i wont be able to quote the rule but wud be able to say the full rule in the understood way. he said that that is not acceptable by me. u have to quote the rule. i said i wil try sir. 16) situations involved a) crossing from port bow - rv and normal b) fishing vessel on port bow c) headon situation d) sailing vessel overtaking e) crossing from stbd bow with sailing vessel on stbd bow overtaking us 17) rules quoated - 6,13,14,15,19 ( best i could ) 18) master informed u that vessel is to be beached, action as chief officer ? 19) how to calculate the stability of the vessel in this situation? ( i didnt knew ) - he was frustrated by me at this point of time 20) how would u calcute value of p when drydocking? ( i told i dont know the formula to find out p at this point of time

) 21) how does the stabilty of teh vessel is effected when drydocking of the vessel? ( i told about virtual loss of gm as weight of p is discharged virtually when vessel drydocks ) 22) what is difference between bilging and damaged vessel above waterline ( i told bilged vessel wil create a loss of buoyancy and water plane area will be affected and that wont happen in damage vessel above waterline) - he was not satisfied his answer :- bilging can cause flow of water in both directions in and out while the other can cause only ingress 23) princlipal of gyro compass 24) explain precission and explain how does the movement happen when torque is applied ( he gave me a pencil and tole me to explain ) 25) how wil u make a gyro north seeking ? ( explained precission in tilt and azimuth and top heavy bottom heavy etc ) 26) principal of magentic compass ? ( tried to explain but could not satisfy him ) 27) can magnetic compass used in higher latitude? 28) reason for not being used? contract 11) securing arrangements for grain 12) oil loaded on a tanker is dangerous goods?.( i said no . as its not in packaged form ) this is all i can remember what capt panda asked. he was mostly not happy with more than 50 percent of my answers. he wanted a deep and thorough knowledgefull answer for all the questions which was becoming difficult for me. many a times he became very angry with me telling me " dont give foolish answers and say anything u like " he kept on giving advice regarding not be be oversmart by trying to, but showing it with ur own knowledge. finally he told me that he wants to give me a benefit of doubt and pass me in both functions but then rest would depend on internal. he told me to wait outside again and that capt kapoor would call me in his cabin when he returns from the meeting. ---------------with capt KAPOOR, it was as good as a doing the full thing again. he started asking me from all functions again. TIME:- 1445 TO 1510 questions were asked randomly from all functions. 1) 2) 3) 4) what does ur father do? who was safety officer on ur last vessel? duties of safety officer duties of safety officer while cargo work is going on

5) how wil u go about loading in a bulk carrier. ( i said a few points and stopped. cud not cover all the imp points) he didnt seem happy with this 6) loading heavy lifts ( i did not mention that i wil check all the gear associated with picking up the heavy life) he said that why u straight jumping to the stability and loss of gm without checking the gears and ropes for picking up the heavy lift?? 7) how wil u load dangerous cargo? 8) what all documents and information are given by the shipper for loading dangerous cargo 9) what is the importance of time sheet and statement of facts in a voyage charter party? 10) how will u go about loading a bulk carrier which is on a voyage charter party? ( he wanted to hear the clauses associated with voyage charter party regarding loading time i guess ) - Ans as per me :- i told that in a voyage charter party its very important to finish loading in the laytime and hence delays should be minimum he was not happy with this and told me that i had expected an answer wrt arrived ship, laytime etc 11) as a chief officer , what all corcerns you in a voyage? ( i answered loadlines, ice, weather, traffic , etc ) 12) ship routeing system and elements of ship routeing system. i could not understand what to answer in elements of roueting system. so i told about mandatory tss , areas to be avoided, asl lanes, etc. he said that u are forgetting most of the things like precautionary area, dw route, fl ow of traffic arrow etc 13) ship reporting system 14) as an oow, how does chapter 5-safety of navigation of solas and colregs help you i answered that all 35 regs of chapter 5 helps in navigation. 15) name a few of them all i could remember is carriage requirements few points, srs, vts, tss, master obligation to report. at this is stopped, he asked me to continue and name more. he said that u are forgetting srs vts.... at this i just told him that i had said

vts earlier. he got very angry at this and t old me that he was not deaf and dont act smart in front of me. he asked me to go outside and wait till he thinks he has time to take my orals. i was totally shocked at this reactions and thought that now alls over. nothing in my hand wil be given by him. he called me agian after about 2 hours. TIME :- 1715 - 1730 15) told me to continue my answer on chapter 5 of solas. ( this time i said many things. 2 hours are enough to know most of the regulations of chapter 5) 16) on magentic board, resembling to ror cards, showed me towing vessel on port bow. . actions and as per which rule 17) sailing vessel ahead , action as per which rule 18) fishing vessel ahead , action as per which rule 19) on magnetic board, made aground vessel more than 50 mtrs. action ? 20) fog signal for such aground vessel? 21) your action as a mate when u see such vessel right ahead? master is sleeping and does not wake up? Ans.yes sir,we can 5.ok,now wen ur overtaking on her port side,she alters course to port,since u have an operational radar wat actions will u take? Ans.i shall reduce my speed ortake all my way off by stopping or going astern on my engines. Ans.false why? the moanouevring light has to be placed in the plane of the fwd and aft mast head light,not less than 2m above the fwd mast head light..and not less than 2m above or below the aft mast head light,where there's only 1 mastheadligt,it should be placed atleast 2m apart vertically. why can it be carried above the aft mast head light when the aft masthead light has to be above and clear of all other lights?? i took a second to think wen he said,...there's nothing to think about it..its mentioned in the rules 7.the radar horizon depends on various factors..sum of them being temperature dew and pressure..what are the standard temperatures and pressures considered to determine the radar h orizon Ans-Dont kno sir capt.vaz-its always the ambient temperatures and pressures that are considered! 8.when did the Isps code come into force?and which other codes and regulations where concurrently ammended along wid it?

Ans.Isps code in force 1st july 2004 no idea abt the codes and and regultaions.. Capt.vaz..if u have read the isps code thoroughly u would kno abt it.. its not important to pass or fail..but u should have a knowledge abt all this to navigate safely at sea. The candidate who was b4 me with capt. chand was not able to ans a question which was the reason capt. chand was upset and i got screwed.. As i enterd he asked me whether the previous guy asked me any question when he came out.. i said no Sir.. then he asked me the following.. fn.3 what will u do when 2nd mate reports to you that a crew member is not feeling well and has too much pain.. U are on watch and master has drunk and cannot be contacted..? I answered everything from investingating the person , acting as 2nd in command , making report, informing company and taking advise of company medical officer and radio medical advice.... but he was nt satisfied.. he was insisting on Radio medical advice and I couldnt think of anything else...... hence this was the end of fn.3.. ... he refused to go ahd with fn.3.. fn1- all practical and standard questions... 1. precautions when entering TSS? 2.Few ROR situations.. sailing vsl overtaking and crossing.. open sea and R.V. and not taking action. 3.Grounding actions. 4. TRS.. everything from approaching signs to avoiding action.. pls also mention that u will broadcast warning to all other vessel abt the TRS.. Thats it.. he did not asked me more.. but a lot of cross questioning only on the above questions.. and he passed me in fn.1.. I requested him abt fn.3 but he was not ready to ask and said as per me fn.3 is the most important at this level and u should know thoroughly and be prepared for all the situations... capt. Shukla as usual called with the EXN form and asked me whether i have cleard my writtens... How was ur Orals ? etc.. Then while Writing on the EXN form he asked me WHAT PROBLEMS U WILL FACE WHEN U USE ENCLOSED LIFEBOAT AS A RESCUE BOAT?.. Dint Know the Ans.. Told him general... But anyway he had given me Fn1 and failed in Fn 3 as He goes by the External surveyor........ thats it..... guys Capt. Chand is a very Humble and down to earth Guy and only asks practical questions and will give u hints if u r not mentioning what he wants to hear.. I met him again outside D.G. and asked him Sir pls tell me wh at ans were u Expecting.. Ans: From certificate of class, MSDS (for particular specification), Shippers requirement (if Any)........also added for chemical carrier we get from Cert. Ans: 2 main hazard...Settling and Shifting, he stopped me there and fired next qt. 4) Whats DOA and what you get from it? Ans: Started sayi ng about volumes, center of volume of each tanks and VHM......cut me there.... 5) What hazard with timber deck cargo? I was the third one to go in. He failed the first one(inspite of recom for two func). The second one was asked to find smthnng and was sent out. Capt. Vaz.- well wat can b said abt him. He is a true gentleman. Whether its abt greeting you wen u come inside or abt kicking u out after writing F F F, he does everything in a gentle way and he never compromises for quality. Shelton said the same thing and was searching for more, by tat time I was called in again. Meanwhile he passed one guy who w as waiting for his orals since 20th of last month and failed 2. Me Sir, as per SOLAS Chap II-2 Reg. 19.4, Class 6.2 and 7, which is Infectious substance and radioactive material, can be loaded without DOC. (but still he didn t seem satisfied, probably I shud have also mentioned dangerous goods in limited quantities) Anyways, then he said, Ok m giving u 1 & 2 and for 3 u can come next time. It was a Big Relief !!! Sir i sailed on Bulk carriers n Product Tankers..( actually i've had my hands evrywhere, including LPG, PCC's n PCTC's (RoRo) , but i dint tell him dat) 4) OK, so tell me wat did u learn abt the construction of ur last ship?.. i told him dat i learnt dat d construction of the ship has to be in compliance with the SOLAS, n dat aftr it meets d requirements of SOLAS, as per Chapter 1, Reg, 12 n 14... class issues a SAFCON certificate on behalf of d Admin... n den enumerated all d things to be checked, n dat i did check on my last ship, in a SAFCON survey..... word for word as in ship const. book by errol fern... he was impressed... he was just checkin my confidence n how well i can speak, if u can speak english well, use big words as i did, he'l be impressed.. but big words again... helps if u hav a gud vocab... i didnt say nything different, just bookish language n some big terms... dats all... he stopped me halfway n asked for my result form, i took it out n gav e it to him, just as he was abt to sign it, he asked me if i had done dry dock, n said yes sir, on my first ship as cadet n 8 years agon never aftr dat, n he just stopped n gave me a blank look, he hesitated n asked me but do u kno procedures of drydockin..... n i confidently replied, yes sir, n told him its in four parts, preparation b4 entering, procedure 4 entering, jobs done in dd, n procedure for sailing out, he was impressed again n just signed my exn without ny questions or hesistation n asked me to send ashley in.. dats it.... done with orals finally, just one more law paper to go, which i'll give next month, pain in d ass it is... nyways, guys, thnx to each n evry1 of u... roshan, kleo, imran, dhaval, Vanita our sister - thnx for ur immense help n notes... n ofcouse Ashley for his last minute help, support n feeds necessay to pass...gaurav, vinay, sydney, arvind, ashish 2balls, shelton, summet n all u guys out der.....

Give with example of each scenario.... 2. When was LSA code ratified by India? Which IMO resolution for LSA code? 3. State 4 main differences between the curve of dynamical stability of a passenger ship & a VLCC? 4. What are the certificates requir ed to be carried by a passenger ship & as per which IMO resolutions? 5. As per which regulations/Code is Port State inspections carried out? Which IMO resolution? 6. What are the ISM Code amendments & when did they come into force?Which IMO Resolution/s??? 7. As per which SOLAS Chapter Dangerous Goods carried? When is a vessel exempted from carrying DOC & IMO resolutions? Well these are the limited questions I remember.. Today was the IMO Resolutions day.. I answered the 1st, 6th & 7th questions but as I did not know the resolutions numbers my answers did not count... Capt Vaz is a nice person & will not offend you in any way.. He will make you feel really comfortable. In the end he

proved that I had not prepared well & all the questions asked were simple. I simply agreed ... Well guys just that U all know Capt Mandal has gone back to Kolkata.. So Old MMD as of now is only Capt Vaz.. Today I was the only candidate to be sent to Old MMD... Bad luck I guess... Hope these questions might help someone... On e guy got Fn 3 on his 1st attempt... all the best to all who will face Capt Vaz.... Prepare well with his questions...
