For the past seven years we have worked passionately on the issue of statelessness through the non-profit, The Thailand Project, which we co-founded and co-direct. Our motivation for continuing our work stems from the many hundreds of stateless people that we have met who are trapped in legal limbo and whose lives continually define humanitarian injustice; and by the many thousands of people that we have met who have never even heard of the issue of statelessness. After reading about the Statelessness Programme: Tilburg University Summer Course dedicated to statelessness, we were extremely excited to apply. Throughout the duration of our work on statelessness, we have continually sought-out networking opportunities with other individuals and groups interested in the issue. We strongly feel that developing work partnerships centred on this otherwise little-known humanitarian issue, is essential in moving statelessness towards meaningful, broad-reaching resolutions. We anticipate that the summer course would be an opportunity for us to create new connections. Additionally, we would like to attend the course because we strive to better understand the issue on a global scale. To date, our work on statelessness has been concentrated in Thailand. We feel we have an excellent understanding of statelessness and its devastating effects in Southeast Asia, but hope that our work is able to expand someday to include other effected populations worldwide. We also acknowledge that gaining a global perspective on statelessness, problems resulting from statelessness, and solutions being implemented to combat the phenomenon could enhance our current work on the issue.

We would like to request to be considered for full-scholarships. We both work full-time for (U.S.) minimum wage on the issue of statelessness, which affords little extra. In addition, donations given to The Thailand Project are used exclusively to fund its scholarships and initiatives. Without financial assistance, we will, regrettably, be unable to attend the summer course. Thank you for your consideration of our application. We look forward to hearing from you.

Brief History
While earning our Bachelors Degrees, we cofounded The Thailand Project. Work on the project began in August 2005, and it was incorporated as a non-profit organization in March 2010. In May 2010, we were sponsored by a private donor to receive salaries; prior to that we served as unpaid directors of the project. We remain the only two employees of the project. Since its inception, the project has grown to include 9 initiatives.

Introduction
As an undergraduate art student, Joseph Quinnell began photojournalistic research inside the child sex trade/prostitution industry in Thailand. During his inaugural trip, Quinnell gathered intelligence in the attempted rescue of children being sold within a brothel, interviewed numerous adult sex workers and American sex tourists, and began relationships with non-governmental organizations (NGOs) and at-risk children of the Thai/Burma border region. Shortly after his return to the United States, Susan Perri and Quinnell met and began a strong partnership, co-founding and co-directing The Thailand Project.

Accomplishments
u After his initial trip to Thailand in 2005, Quinnell returned to the United States and had the idea
for The Thailand Project: Higher Education as Humanitarian Aid, a program that obtains and secures Thai citizenship by partnering non-governmental organizations (NGOs) in Thailand with American universities agreeing to grant scholarships to stateless individuals barred from earning a degree within a Thai university. These unprecedented scholarships to study abroad challenge the Thai government first to acknowledge the stateless recipients as valuable participants in society, and then to authorize their freedom of movement. This enables potential scholars to enroll at an institution of higher education within the United States of America. With permission granted and freedom of travel gained, the scholarship recipients begin their academic studies abroad, exemplifying access to an impossible education and offering hope of freedom to others with similar backgrounds. Upon the completion of their chosen degree, the recipients return to Thailand, applying the knowledge they have gained from higher education towards fighting statelessness and modern slavery. Since August 2005, The Thailand Projects Higher Education as Humanitarian Aid pilot program has grown from a concept into a reality. During its first three years (from August 2005 to July 2008), numerous partnerships were established and facilitated by Quinnell and Perri between the United States and Thailand. First-year scholarship funds were raised to support two students to attend the University of Wisconsin-Stevens Point (UWSP) (Two years: ESL/Four years: Bachelors Degree). Stateless scholarship candidates were then selected by a partnering NGO in Northern Thailand. Intensive work was also completed to gain precedent-setting travel documents to allow the scholarship recipients to study abroad. Within two months of receiving her scholarship, Fongtip Boonsri was granted Thai citizenship and a Thai passport. Srinuan Aor Saokhamnuan received an Alien Travel Document from the Ministry of Foreign Affairs, Kingdom of Thailand. This unprecedented permission allowed Saokhamnuan to study in the U.S. and permitted her to re-enter Thailand. Over the next 3 years, The Thailand Project assisted Saokhamnuan as she worked on her appeal for Thai citizenship during academic breaks. On June 30, 2011, the Head of the local District Office near Saokhamnuans village signed her citizenship papers, officially granting her Thai citizenship. (Continued on Page 8)

Saokhamnuan can now vote, own property, have a drivers license, apply for a job, travel freely across the country and through checkpoints, get married, receive a passport for international travel, expect assistance from police, take part in the nationalized health care program, etc. Her children will have these same rights, as well as access to education, and so will all of her descendants. Both Saokhamnuan and Boonsri are currently completing their sophomore years at UWSP and are committed to returning to Thailand and to using their education to fight the issues of statelessness and human trafficking. Their estimated date of graduation is Summer 2014.

u After establishing a strong working relationship with the new Head of the District Office in Mae

Sai, Thailand, Quinnell and Perri were able to educate him about the issue of statelessness. Because he had never worked near the Thai border before, Saokhamnuans appeal was the first stateless/citizenship case that the district officer had been involved in. Since the completion of Saokhamnuans case, 30 stateless people from her village and 70 stateless people from the Mae Sai area were granted Thai citizenship by the Mae Sai District Office a groundbreaking outcome that has brought hope to an entire community of people.

u Quinnell and Perri have designed, organized, and run three successful fundraisers/awareness

campaigns over the past seven years for The Thailand Project resulting in over $300,000 raised in donations, grants and waivers to support scholarships and initiatives. (See page 10 for details)

u Quinnell worked with the UWSP International Programs office to create and organize Arts for

Humanity in Thailand, a study abroad opportunity. Later, Perri assisted in restructuring, planning, coordinating and leading the trip. Arts for Humanity in Thailand enabled students from the College of Fine Arts and Communication (COFAC) at the University of Wisconsin-Stevens Point (UWSP) to earn undergraduate credits while they shared their artistic gifts and abilities with stateless and at-risk children cared for by non-governmental organizations (NGOs) in Northern Thailand. Beginning in December 2005, Arts for Humanity in Thailand annually sent up to 20 students and a professor to Mae Sai, Thailand where they provided fine arts training to NGOs. Students prepared lessons and taught classes in dance, theatre, music, art and communication to over 200 children in the K-6 range. In addition to teaching fine arts classes, COFAC students worked together to create on-site permanent art pieces. (Example: wall mural.) Arts for Humanity in Thailand also provided students with life-changing experiences: Travel between Bangkok, Chiang Mai, and Mae Sai, giving students the chance to witness the economic and cultural differences pervading Thailand Training on human trafficking/social issues in Southeast Asia U.S. Consulate visit and lecture followed by a student Q&A session on diplomatic international relations Interactive visit to an authentic hill-tribe village in the mountains of Chiang Rai One-day excursion to a Thai government-funded elephant conservation camp Over 80 UWSP students along with professors, retired professors, and professorial assistants were able to have life-changing experiences on this unique study-abroad opportunity. Most importantly, over the course of six years, over 400 stateless and impoverished children in Thailand were able to use their creativity to express themselves in new ways. (Continued on Page 9)

u Quinnell and Perri created and designed An Allowance of Dream the largest photo exhibit in the
history of Wisconsin. The traveling photography exhibit featuring original work from Quinnells photojournalistic research, debuted on the UWSP campus and traveled across the state of Wisconsin raising funds and creating awareness about the issues that plague stateless individuals in Thailand. (See Page 14 for details)

u Quinnell and Perri have worked to create media attention about the issue of statelessness. The

Thailand Project has been featured in over 60 newspaper articles, television reports, and radio broadcasts including in 2009 when Saokhamnuans unprecedented case was discussed on Thai National Public Television and in 2011 when The Thailand Project was featured in the Bangkok Post. (See pages 11-13 for details)

u Quinnell and Perri initiated a collaboration between The Thailand Project, several non-govern-

mental organizations in Thailand, and the Central Wisconsin Childrens Museum (CWCM) in January 2011 for the new Photography Educational Exchange for Kids! (PEEK!) program. Through photography, PEEK! facilitates cultural exchanges and creates friendships between stateless children along the Thai/Burma border and participating children of Central Wisconsin. Children in Central Wisconsin were invited to take part in a photo scavenger hunt and begin a friendship with stateless children on the other side of the world. The collected photos will serve as an educational tool, teaching children about statelessness and inspiring them to know more of the world.

u During the summer of 2011, Quinnell and Perri created a Thai Citizenship 101 workshop based

on experiences successfully completing Thai citizenship appeals over the course of the past five years. The workshop provides basic information stateless individuals need in order to begin their citizenship cases, and is designed to provide instruction on how to gather the information that will give district officials a comprehensive overview of each individuals case. The workshop, translated and assisted by Thailand Project scholarship student Srinuan Aor Saokhamnuan, has been presented at several NGOs within Thailand. It has been attended by NGO staff as well as stateless individuals of all ages, including children and parents.

u In 2011, Quinnell and Perri produced a short documentary video highlighting the Thai Committee

for Refugees (TCR) newly established Refugee Freedom Fund and the TCR-sponsored release of 96 Pakistani refugees from the Immigration Detention Center in Bangkok. The video debuted on World Refugee Day at the Bangkok Foreign Correspondents Club to a crowd of over 200 journalists, government officials, and representatives from non-governmental organizations from across Southeast Asia. Less than a week later, the short film was shown in Geneva at a United Nations convention concerning the plight of refugees around the world. The video continues to help raise bail funds for the release of refugees and, on January 27, 2012, it played a role in the release of two stateless children and their families who had been held in detention for 20 months.

u Quinnell and Perri have been invited to be guest lecturers and keynote speakers at over 20 ven-

ues including university lecture halls, conferences, art galleries, community events, and university classrooms, educating audiences about statelessness. (See page 13-14 for details) Quinnell and Perri have also arranged international speakers to present information about statelessness in the United States and influenced professional lecturers in Thailand to include statelessness in their trafficking and prostitution education workshops.

During the World Refugee Day Forum, The Thailand Projects short documentary video highlighting TCRs newly established Refugee Freedom Fund debuted to a crowd of over 200 journalists, government officials, and representatives from non-governmental organizations from across Southeast Asia.

December 1-31, 2009 MATCH FUNDRAISER CAMPAIGN


The Match Campaign took place in December 2009 after a private donor offered to match up to $25,000 in donations to the Higher Education as Humanitarian Aid scholarship program. Word of the match spread through e-mails, letters, and media coverage. Private donations from across the country poured in to support the match. In the end, over $50,000 was raised to support the third year of the scholarships as well as part of the fourth year.

The 3 Things You Can Do! fundraiser was a viral campaign that took place between April 13 and May 3, 2009. The campaign asked each of the nearly 2,000 Thailand Project Facebook group members to do three things: Donate $5, Challenge two people to match your donation, and Bring the lecture tour to your campus and community. There was an outpouring of support from the online followers and the 3 Things You Can Do campaign helped to fund the Higher Education as Humanitarian Aid scholarships through the second year by raising more than $35,000.

The See-RED! fundraiser was located on the University of Wisconsin Stevens-Point campus April 23-27, 2007. Each of the 8,800 students on campus were asked to donate $5 within a five day period to enable two stateless young women to participate in the Higher Education as Humanitarian Aid scholarships. Nearly every building on campus bore posters educating the student body about statelessness, the connection between statelessness and human trafficking in Thailand, and the scholarship program. Over $14,000 was raised in a five-day period, through booths set up across campus and run by 160 student volunteers, e-mail requests to campus organizations, Facebook updates to over 250 members, and a community match gift from a local business. The See-RED! Fundraiser was the final step in funding two Higher Education as Humanitarian Aid scholarships for their first year.
