Resolution Recommending Independent Review Under the National Environmental Policy Act (NEPA) of Impacts of Additional Van Wyck

Expressway Ramps

WHEREAS: (1.) the City of New York is seeking the approvals of the New York State Department of Transportation (NYSDOT) and the Federal Highway Administration (FHWA) to construct certain additional access ramps to and from the Van Wyck Expressway, known as TIP Project X770.44; and (2.) the Final Generic Environmental Impact Statement prepared in connection with the proposed ramps and associated development indicates that signicant adverse impacts to surrounding roadways will occur, to the detriment of residents of surrounding communities and commuters who rely upon the affected roadways; (3.) the draft Access Modication Report pertaining to the proposed ramps is inconsistent with the Final Generic Environmental Impact Statement, resulting in very signicant and questionable discrepancies;

Bay Terrace Community Alliance, Inc. NOW, THEREFORE, BE IT RESOLVED that ___________________________________
(a.) recognizes that, given the potential signicant impacts of the proposed ramps, the stakes are high enough to necessitate an independent review under the National Environmental Policy Act (NEPA) of such impacts, without undue reliance on any analysis performed by the City, the project's proponent; (b.) calls for a full independent review under the National Environmental Policy Act (NEPA) of the impacts of the proposed Van Wyck Expressway ramps and associated development; and (c.) is opposed to any approval of such proposed ramps to and from the Van Wyck Expressway, unless and until such time as a full environmental review under the National Environmental Policy Act (NEPA) has been completed and provides a reliable assessment of the impacts of the proposed Van Wyck Expressway ramps and associated development.
