METHODOLOGIES/PROCESSES: Each member of the Study Team took full responsibility in the gathering, processing, validating and collating

the primary and secondary data needed using the following field research methods and processes: HOUSEHOLD SURVEY conduct of one-on-one interview with the foster/host families using the Human Development Profile (HDP) composed of Guide Questions. Participants immediately filled-up the HDP after all questions were answered by the interviewees. ENVIRONMENTAL SCANNING ocular visit in the community including the barangay hall to gather necessary data/information using the Stakeholders Profile, Challenges and Issues in Governance and Development (SPSCIDG) tool to gather basic information which defines the felt needs, problems and other key issues challenging the target community in terms of major governance development sector. KEY PERSON/INFORMANT INTERVIEWS Interfaced with the barangay officials and other key stakeholders in governance and development to validate, clarify issues and challenges influencing them and their environment ACTUAL OBSERVATION Observed the conduct of a special Sangguniang Barangay session to look into the processes, practices, decision-making, and initiating and managing effective governance and development FOCUS GROUP DISCUSSION (FGD) conducted group discussions between the study team members and the Barangay Council and Stakeholders on approaches, structures, systems, resources and other organizational elements in order to strengthen good governance in public sector organization.
