PDG BARTOLOME REITERATES OBSERVANCE OF LOI PAMANA AMONG POLICE OFFICERS

Philippine National Police Chief Director General Nicanor A Bartolome reiterates strict adherence to basic tenets of human rights by observing the LOI PAMANA which serves as a blueprint for action on human rights and advocate human rights-based policing among police officers. This corresponds to earlier reports from the US Department of State Annual Human Rights Report on the Philippines stating that members of the PNP were regularly accused of torture, soliciting bribes and other illegal acts.

We are not denying that there are some erring police officers accused of unlawful activities, hence, we are NOT tolerating such illegal actions in this respectable organization. As what I have said since I assumed this post, discipline will remain a central focus of my leadership said PDG Bartolome.

As part of the CPNPs 10-Point Action Agenda, Promotion of Rights-Based Policing, PNP personnel were not only trained physically but are taught how to deal with people in terms of professionalism and courtesy in conducting police operations. As well, police officers are on its continuous crime prevention efforts in partnership with stakeholders and community, through the conduct of consultation, dialogue, inter-faith and multi-cultural mitigation including the nationwide PNP campaign against erring personnel engaged in various forms of illegal activities.

The PNP organization is on its constant pursuit in providing the best service to a more capable, effective and credible police force by the sustain conduct of the PNP PATROL Plan 2030 and extensive dissemination of existing PNP policies, plans and programs said Chief PNP referring to the continuous effort of the PNP supervised by the Center for Police Strategy Management (CPSM [formerly Program Management Office]) by cascading the long term goal to different Police Regional and Provincial Offices.

The strict application of the punitive sanctions for violations of PNP rules and regulations, and intensified counter-intelligence effort against illegal activities of PNP personnel are some of the practices that are always observed within the PNP to address corruption in the agency Chief PNP added.

The PNP has also implemented the Zero-Case Backlog Program and Monitoring of Criminal Cases to further find resolve and unresolved cases that the PNP has acquire for the past years.

We treat this inexpedient review as a wake-up call to further intensify the strict adherence of PNP personnel to the basic tenets of human rights by going over to the PNP Human Rights Development Program and Police Operational Procedures to refresh the mentality of our police officers about our function and responsibilities not only as a public servant but most of all, a law abiding officer Chief PNP reiterated.
