Vann Wanted To Take A Tiered Approach To Reforming Entitlements. According to a YouTube video of the Vacaville Chamber of Commerce congressional candidate forum, Vann said, Entitlement programs have to be addressed. Medicare programs cannot be taken away from the seniors. We need to keep the promises that we made to the people who are using it, and to our most vulnerable population. But we can start looking at a tiered approach to address it. It doesnt have to addressed in one foul swoop, but it can be looked at in tiers. According to a YouTube video of the Dixon Chamber of Commerce congressional candidate forum, Vann said, [Social Security is] something that needs to be addressed now. We could address it in a tier system the same as we can in Medicare, stepping down the way funds are taken in and benefits are paid out so that our current seniors who are on it are not harmed.
