In G.O. No. FD 34 SRP 99, dated 22.7.1999 read at (6) above, Government Ordered
enhancement in the ceiling on payment of pay + special allowance (special pay) fixed in
G.O. No. FD 17 SRP 95(i), dated 11.7.1995 from Rs. 6,800/- to Rs. 18,720/- P.M. from
1.4.1998 and again to Rs. 20,720/- with effect from 1.2.1999 and until further orders.
Based on the recommendations of the 5th State Pay Commission, the KCS (RP)
Rules, 2007 have been issued.
Government are now pleased to order that on payment of special allowance to the
Government servants, their basic pay plus special allowance shall not exceed Rs. 39,900/per month with effect from 1.4.2006 and until further orders.

Whereas the draft of the following rule further to amend the Karnataka Civil Services
Rules was published as required by clause(a) of sub-section-(2) of Section 3 read with
section 8 of the Karnataka Civil Services Act, 1978 (Karnataka Act 14 of 1990) in Notification
No. FD 04 SRA 2007 dated 19th February 2008 in Part IVA of the Karnataka Gazette

dated 21st February 2008 inviting objection and suggestions from all persons likely to be
affected thereby within fifteen days from the date of its publication in the Official Gazette.
Whereas the said Gazette was made available to the public on dated
21st February 2008.
And whereas, no objections and suggestions have been received by the State
Government.
Now, therefore, in exercise of the powers conferred by sub-section(1) of Section 3
read with Section 8 of the Karnataka State Civil Services Act, 1978 (Karnataka Act 14 of
1990), the Government of Karnataka hereby makes the following rule, namely:RULES
I. Title and commencement : (1)
These rules may be called the Karnataka Civil Services (1st Amendment)
Rules, 2008.
(2)
They shall come into force from the date of their publication in the Official
Gazette.
II. Amendment of Rule 446:In the Karnataka Civil Services Rules, in rule 446 after note 8-A, the following note
shall be inserted, namely:Note 9: (a)The State Government may depute or lend the services of a Group - A
Officer who is in the pay scale of Rs.20,025-28,275or its equivalent revised Pay Scale from
time to time and above, working under its control, to any Non Governmental Organisation
which shall be a not for profit Organization involved in the Research or Development or in
any field; performing or undertaking projects and schemes similar to the Government
projects or schemes; and where public interest is served.
(b) The general rules in this chapter, as modified from time to time, shall apply to
such cases.
Provided that in cases deserving special consideration, Government may allow the
Officer to draw the pay and allowances as per the scheme of the borrowing organization but
not less than the pay drawn by him, to his disadvantage.
(c) The maximum period of deputation under (a) above, shall be two years.
Provided that the Government may in exceptional cases extend the same by not
more than one year;
Provided further that the number of Officers so deputed at any point of time, shall not
exceed three percent (3% )of the sanctioned strength of the concerned cadre.

Preamble:
Based on the recommendations of the Karnataka State 5th Pay Commission, the
KCS (RP) Rules, 2007 have been issued. Pending decision of the Government on the
recommendations made by the 5th State Pay Commission in its Final Report (II Volume), it is
considered necessary to issue orders regulating payment of various allowances.
Government Order No. FD 40 SRP 2007 (II),
Bangalore, Dated 13th March 2008.
Government are pleased to order that the payment of special allowance, conveyance
allowance, project allowance and non-practicing allowance shall be regulated with effect
from 1.4.2006 as follows:
(a) Where an allowance has been sanctioned to a Government servant, as a
fixed amount, he may be allowed to draw it at the existing rate;

(b) Where an allowance has been sanctioned to a Government servant as a
percentage of the pay drawn by him, or the mean of the scale of pay of the
post held by him, he may be allowed to draw it at the rate at which he would
have drawn it, but for the introduction of the Revised Scales of Pay 2007;
(c) Where a Government servant is appointed on or after 1st April 2006 and is
eligible for an allowance in accordance with the existing orders, the payment
thereof shall be regulated as at (a) or (b) above, as the case may be.
The other conditions prescribed for regulating grant of these allowances shall
continue to apply.
These orders will be in force until further orders.

DATED 24th APRIL 2008
Government are pleased to sanction increase in the rates of Dearness Allowance to
Teaching Staff, Libraians and Physical Education Personnel on UGC\AICTE\CAR scales of
pay from the existing 91% to 97% of the basic pay with effect from 1st January 2008.
2. The increase in Dearnes Allowance admissible under this order is payable in
cash Until further orders.
3. For the purpose of this order, the term 'Basic Pay' means, the pay drawn by a
Government employee in the 1996 revised UGC\AICTE\ICAR scales of pay applicable to
the post held by him.
4. Basic Pay shall not include any other emoluments.
5. The Payment on account of Dearness Allowance involving fractions of
50 paise and above shall be rounded to the next rupee and fractions less then 50 paise shall
be ignored.
6. The Dearness Allowance will be shown as distinct element of remuneration and
will not be treated as pay for any purpose.

Preamble:
As per Rule 61 read with Appendix II A of Karnataka Civil Services Rules,
Government servants may be deputed to Higher Studies/ Specialized Trainings subject to
the conditions stipulated therein.
In Government Order read above Secretaries to Government have been delegated
powers to depute Officers and employees on training within or outside the state but within
India, subject to the rules and availability of budget provision and if such deputation for
training or higher studies is a part of an approved scheme which has been concurred with by
Finance Department.
Many proposals for deputation of Officers for Higher Studies/Specialized Trainings,
which are not part of such approved schemes are being received in Finance Department.
Considering the large number of such proposals, it is felt necessary to delegate powers of

deputation of Officers to Higher Studies/Specialized Training within or outside the State but
within India, to Secretaries to Government.
It is also necessary to regulate the procedure for such deputation and ensure that
provisions of Rules are scrupulously followed. Hence this order.

And whereas, no objections and suggestions have been received by the State
Government.
Now, therefore, in exercise of the powers conferred by sub-Section (1) of Section 3
read with Section 8 of the Karnataka State Civil Services Act, 1978 (Karnataka Act 14 of
1990), the Government of Karnataka hereby makes the following rule, namely:
RULES
1. Title and Commencement:
1. These rules may be called the Karnataka Civil Services (IInd Amendment)
Rules, 2008.
2. They shall come into force from the date of their publication in the Official
Gazette.
2. Amendment of Appendix -1:
(A) In Appendix I of the Karnataka Civil Services Rules:
(1) Under the heading -1 "Major Heads of Departments" for serial No. 24 and
entries relating to, the following shall be substituted, namely:
"24. the Commissioner for Animal Husbandry and Veterinary Services."
(2) after serial No. 84, and entries relating thereto the following shall be inserted,
namely:
"85. Additional Commissioner, Department of Public Instruction, Gulbarga."
"86. Additional Commissioner, Department of Public Instruction, Dharwad."
(B) Under the heading "II Others' in serial No. 8 and the entries relating there to,
the following shall be substituted, namely:
"8. The Commissioner for Information."

PREAMBLE:
In Government Order dated 18-1-1999 read above, orders were issued revising the
rates of Conveyance Allowance in respect of Blind and Orthopaedically Handicapped State
Government employees with effect from 1-1-1999.
On the basis of the recommendations of the 5th State Pay Commission, the KCS
(Revised Pay) Rules, 2007 have been issued. The recommendation made by the 5th State
Pay Commission regarding revision of the rates of Conveyance Allowance in respect of Blind
and Orthopaedically Handicapped State Government employees has been considered by
the Government and the following orders are issued.
GOVERNMENT ORDER NO. FD 31 SRP 2007(I),
BANGALORE, DATED 14th AUGUST 2008
Government are pleased to revise the rates of Conveyance Allowance in respect of
Blind and Orthopaedically Handicapped State Government employees from the existing 6%
of the basic pay in the pre-revised pay scale subject to a maximum of Rs.200/- per month to
6% of the basic pay in the revised pay scale 2007 subject to a maximum of Rs.400/- per
month with effect from 1st August 2008.
2. These orders are also applicable to Blind and Orthopaedically Handicapped
employees of Aided Educational Institutions.
3. The other conditions regulating grant of this allowance shall continue to apply.

PREAMBLE:
With a view to give some relief to the Government servants who are otherwise
eligible for promotion but stagnate in the same post held by them without any promotion,
Government introduced the schemes of grant of the benefits of Selection Time Scale of pay
under the Karnataka Civil Services (Time Bound Advancement) Rules 1983 issued in
Government Order dated 8-6-1983 read at (1) above, Senior scale of pay under the
Karnataka Civil Services (Automatic grant of special promotion to senior scale of pay) Rules
1991 issued in Government Order dated 29-10-1991 read at (2) above and additional
increment for 20 years of service issued in Government Order dated 9-5-2002 read at (3)
above, to the Government servants holding the posts in the first 11 scales of pay.
Further, as per Government Order dated 16-5-2007 read at (4) above, the
Government servants holding the posts in the first 14 scales of pay are entitled for the
benefit of TBA and Senior scale of pay with effect from 1-7-2005.
The 5th State Pay Commission has interalia recommended extension of the benefit of
Selection Time Scale of pay contemplated under the KCS (TBA) Rules 1983, Senior scale of
pay under the KCS (Automatic grant of special promotion to senior scale of pay) Rules 1991
to the Government servants holding the posts in the 15th scale of pay of Rs.13000-23850.
The recommendation made by the 5th State Pay Commission in this regard has been
accepted by the Government and the following orders are issued.

Government are pleased to extend the following benefits to the Government servants
holding the posts in the 15th scale of pay of Rs.13000-23850:-

(1) Selection Time Scale of pay of Rs.14050-25050 on completion of 10 years
of service in the same post under the Karnataka Civil Services (Time Bound
Advancement) Rules, 1983 subject to the conditions specified thereunder:

under the Karnataka Civil Services (Automatic Grant of Special Promotion

2. Necessary amendments to the Karnataka Civil Services (Time Bound

Promotion to senior scale of pay) Rules, 1991 will be issued separately.
3. These orders shall come into force with effect from 1st August 2008.

Government are pleased to revise the rates of 'Out of State Allowance' in respect of
the Government employees working in New Delhi from the existing 25% of basic pay in the
pre-revised pay scale to 20% of the basic pay in the revised pay scale 2007 and in respect
of the Government employees working in other places outside the State, from the existing
4% of the basic pay in the pre-revised pay scale to 6% of basic pay in the revised pay scale
2007 with effect from 1st August 2008.

discontinuance of Non-Practicing Allowance.
(iii) Incentives:The Pay Commission has recommended that Government may examine separately,
whether the existing system of grant of incentives can be extended to other fields also like
Research and Development, Higher Education, Biotechnology, Computer Software
Development etc.
(iv) The Pay Commission has observed that wherever no specific recommendation has
been made regarding rates of allowances etc., the existing rates and facilities may be
continued at the existing level and at the existing rates.
(v) Gazetted Probationers:With a view to rationalize the pay scales of Group-B Probationers and also
considering the fact that they have to undergo same type of examination and common
process of recruitment, the Commission has recommended assignment of uniform pay
scale.

(vi) Grant of Time Bound Advancement and Senior scale of pay:The Pay Commission has suggested certain modifications in the TBA and Senior
Scale of Pay Rules. While noting that there is overlapping of pay scales relating to Senior
scale of pay and promotional posts and in some cases there is possibility of employees
getting TBA, Senior scale of pay and promotion in the same scale, the Commission has
recommended grant of senior scale of pay in the pay scale next above the pay scale of the
promotional post.
It has also
recommended for extension of the benefit of TBA and Senior scale of pay to the employees
holding the posts in the first 15 pay scales as a new scale of pay of Rs.13000-23850 has
been introduced under Group-B.
(vii) Selection Grade to certain specific posts:The Pay Commission has recommended sanction of Selection Grade in the cadres of
Deputy Chief Conservator of Forests, Superintendent of Police (Non-IPS), Principals of
P.U.Colleges, Head Masters of High Schools, Head Masters of Primary Schools by
upgrading 20.25% of the existing cadre strength. In case of the posts of Police and Forest
Departments, the Commission has taken the analogy of KAS.

Allocation of higher pay scales to certain posts:The Pay Commission has recommended assignment of higher pay scale to certain
isolated posts in various Departments. The Pay Commission has also recommended
allocation of higher pay scales in certain other cases.
(ix) The Pay Commission has recommended assignment of higher pay scale to certain
isolated posts in various Departments. Therein, the Commission itself has suggested to
examine the cases after confirming the educational qualifications from the Administrative
Departments.

Commission regarding revision of the limits of grant of various advances being paid to

Advance for Purchase of Motor Car :

Advance for purchase of Bicycle.
2.3. A Government servant drawing basic pay upto Rs. 8,200/- per month may be
granted an advance upto a maximum of Rs.2,000/- for purchase of a bicycle, on the first,
second or subsequent occasions.

The other existing conditions regulating the grant of advance for purchase of
Motor Car/ Motor cycle/Scooter and Bicycle including the conditions stipulated in G.O.No:FD
48 AHB 94 dated 21.10.1994 and G.O.No:FD 4 AHB 99 dated 18.1.99 shall continue to
apply.

Computer Advance:
3.1. A Government servant including an officer of the All India Services borne
permanently on the State Cadres of IAS /IPS / IFS, drawing a basic pay of Rs.11,100/- or
more may be granted advance of Rs.35,000/- or the cost of the personal computer
whichever is less on the first, second or subsequent occasions.
3.2. The other existing conditions regulating the grant of advance for purchase of
personal computer including the conditions stipulated in G.O.No:FD 48 AHB 94 dated
21.10.1994 and G.O.No:FD 4 AHB 99 dated 18.1.99 shall continue to apply.

Equipment Advance:
4.1. A Government servant including an officer of the All India Service borne
permanently on the State cadres of IAS/IPS/IFS, who are posted to work in New Delhi or to
other places outside the State, may be granted an interest free advance equal to 3 months
basic pay in the revised pay scale or Rs.12,000/- whichever is less.
4.2. The other existing conditions regulating grant of this advance including the
conditions stipulated in G.O.No:FD 48 AHB 94 dated 21.10.1994 shall continue to apply.
5.
Festival Advance:
5.1. A Government servant including an officer of the All India Services borne
permanently on the State Cadres of IAS /IPS / IFS, may be granted an interest free advance
of Rs.3,500/- once in a financial year.
5.2. The other existing conditions regulating grant of this advance including the
conditions stipulated in G.O.No:FD 48 AHB 94 dated 21.10.1994 shall continue to apply.

6.1. The advance is revised to Rs.25,000/- or actual cost of the Solar Water Heater
whichever is less, subject to other existing conditions regulating the grant of advance
stipulated in G.O.No:FD 48 AHB 94 dated 21.10.1994.

PREAMBLE:
On the basis of the recommendation made by the 5th State Pay Commission, the
scales of pay of the State Government employees were revised with effect from 1.7.2005
vide Government Order dated: 16.5.2007 read above.
The 5th State Pay Commission in its Final Report (II Volume) has recommended
assignment of new pay scale of Rs. 6800-13000 to the Primary School Teachers who are
presently in the pay scale of Rs. 6250-12000. The recommendatioin of the 5th State Pay
Commission has been considered by the Government and the following orders are issued.

In exercise of the powers conferred by sub-rule (2) of Rule 4 of the Karnataka Civil
Services (Revised Pay) Rules, 2007, Government of Karnataka hereby order that the scale
of pay applicable to the posts of Primary School Teachers shall be revised from Rs. 6250125-6500-150-7100-175-7800-200-8600-225-9500-250-10500-300-12000 to Rs. 6800-1507100-175-7800-200-8600-225-9500-250-10500-300-12300-350-13000.
2. The above revision of pay scale shall be effective from 1st August 2008.
3. The pay of the Primary School Teachers shall be fixed in the revised pay scale in
accordance with the provisions of Rule 43 of the KCSRs.

Subject: Special Allowance to Teachers continuance of.
Read:
PRAMBLE:
Based on the recommendations made by the 5th State Pay Commission in its Interim
Report, orders were issued in Government Order dated: 29.3.2006 read at (1) above,
sanctioning special allowance at the rate of Rs. 200/- per month to Primary School Teachers
including Primary School Teachers of Aided Educational Institutions with effect from
1.4.2006.
Further, in Government Order dated: 12.5.2006 read at (2) above, sanction was
accorded for grant of special allowance at the rate of Rs. 200/- per month to High School
Teachers including Teachers of schools under local bodies and aided educational instutions
and also to Lecturers of Pre-University colleges including Lecturers of colleges of local
bodies and aided educational institutions.

Based on the recommendations of the 5th State Pay Commission, made in its Final
Report 2nd volume, Government ordered revision of the pay scale of the posts of Primary
School Teachers from the existing Rs. 6250-12000 to Rs. 6800-13000 with effect from
1st August 2008 in Government Order dated: 28.8.2008 read at (3) above.
The 5th State Pay Commission has also recommended to discontinue the Special
Allowance of Rs. 200/- per month sanctioned to Primary School Teachers. However, it has
recommended that the same may be reckoned as a component for fixation of pay in the
revised pay scales 2007 in respect of this category of teachers.
The above recommendations have been carefully examined by the Government and
the Government consider it necessary to continue payment of special allowance of Rs. 200/per month sanctioned to Teachers instead of taking it as a component for pay fixation in the
revised pay scale 2007. Accordingly, the following orders are issued.

The recommendation of the 5th State Pay Commission regarding reckoning of the
Special Allowance of Rs. 200/- per month sanctioned to Primary School Teachers as a
component for fixation of pay in the revised scale 2007 is not accepted by the Government.
Government are further pleased to order as follows:
(i)
The Primary School Teachers who are appointed on or after 1.8.2008 are not
entitled for special allowance of Rs. 200/- p.m. sactioned with effect from
1.4.2006 in Government Order No. FD 8 SRP 2006, dated: 29.3.2006 as they
are eligible for the benefit of higher starting pay of Rs. 6800/- instead of
Rs. 6250/- in view of assignment of higher pay scale of Rs. 6800-13000 with
effect from 1.8.2008 vide G.O. No. FD 31 SRP 2007, dated: 28.8.2008.

The special allowance at the rate of Rs. 200/- per month sanctioned in

1. Title and Commencement:
(1) These rules may be called the Karnataka Civil Services (3rd Amendment)
Rules, 2008.
(2) They shall be deemed to have come into force with effect from the 17th day of
July, 2008.
2. Amendment of Rule 95:
In the Karnataka Civil Services Rules, in Rule 95:

PREAMBLE:
The State Government has been following the DA formula evolved by the
Government of India for grant of DA to the State Government employees from the year
98
1987. The 5th State Pay Commision had recommended for revision of State Pay Scales with
effect from 1.7.2005 by merging 71% DA and to continue to adopt Central DA formula. But
in view of treating 50% DA in respect of Central Government employees as "Dearness Pay"
with effect from 1.4.2004, the 5th State Pay Commission had also recommended to sanction
DA to State Government employes by applying a multiplication factor of 0.875 for every
1% DA sanctioned by the Government of India.
Government Order dated 16.5.2007 read at (1) and (2) above and further instalments of DA
were regulated on the same basis.

6 Central Pay Commission, the Government of India has ordered revision of Central pay
scales and has also changed the AIACPI base as well as the series from 1982 to 2001 for
calculation of DA. In these circumstances, the existing system of calculation of DA with a
multiplication factor of 0.875 for every 1% DA sanctioned by the Government of India has to
be discontinued.
The issue to decide about a new multiplication factor has been examined. As the
base figure, the existing DA of 22.75% sanctioned to the State Government employees with
effect from 1.1.2008 is retained.

Government's decision to revise the rates of House Rent Allowance in respect of State

Karnataka proposes to make, was published as required by clause (a) of sub-section(2) of
Section 3 read with section 8 of the Karnataka Civil Services Act, 1978 (Karnataka Act 14 of
1990) in Notification No.FD 5 SRA 2008 dated 22.12.2008 in Part IVA of the Karnataka
Gazette dated 24th December 2008 inviting objection and suggestions from all persons likely
to be affected thereby within fifteen days from the date of its publication in the Official
Gazette.
Whereas the said Gazette was made available to the public on dated 24th
December 2008.
And whereas, no objections and suggestions have been received by the State
Government.
Now, therefore, in exercise of the powers conferred by sub-section(1) of Section 3
read with Section 8 of the Karnataka State Civil Services Act, 1978 (Karnataka Act 14 of
1990), the Government of Karnataka hereby makes the following rule, namely:RULES
1. Title, Commencement and Application:- (1) These Rules may be called
(Deputation for prosecution of higher studies and training
Rules 2008.
(2) They shall come into force from the date of their publication in the Official
Gazette.
(3) They shall apply to Group A Officers of the State Civil Services.
2. Definitions:- In these rules, unless the context otherwise requires:
(a) 'Appendix' means, an appendix annexed to these rules:
(b) Head of Mission means Ambassador, Charge d Affairs, Ministers, ConsulateGeneral, High Commissioner and any other authority declared as such by the
Central Government in the country in which the Officer undergoes a course of
study or training.
(c) All other words and expressions used in these rules but not defined shall have
the same meaning respectively assigned to them in the Karnataka Civil
Services Rules or any other rules regulating the service conditions of
Government Servants.
3. Conditions for Deputation to Study:(1) Subject to the conditions specified in these rules, a Group-A officer may be
deputed, with due regard to the exigencies of public service, to enable him to
undergo, in or out of India:-

(i)
(ii) for a course of training or study tour, where such course of training or study
tour is related to the sphere of his duties even though he/she may not attend a
regular academic or semi academic course; or
(iii) for studies connected with the framework or background of public
administration; or
(iv) for studies which may not be closely or directly connected with the work of the
Officer, but which are capable of widening his mind in a manner likely to
improve his ability as a civil servant and to equip him better to collaborate with
those employed in other branches of public service:
Provided that the deputation under clauses (ii) and (iii) shall be subject to the
following conditions, namely:(a) that the particular course of training, study or study tour identified and notified
by the Government in Department of Personnel and Administrative Reforms
(Administrative Reforms); and
(b) that the Officer is required to submit, on his return, a full report on the work
done by him while on study leave.
(c) The number of Officers to be granted study leave shall be kept at the
minimum, not exceeding 5% of the sanctioned permanent strength of the
Cadre.
(d) An Officer may be deputed for higher studies or training only once during his
entire service.
(e) The Officer who has availed the benefit of deputation as per the provisions of
Appendix-IIA of KCSRs, are not eligible for the benefit of deputation under this
rule.
Provided further that for deputation falling under clause (iv) shall be considered on
merits of each case by the Government.
(2) Deputation shall not be made unless:(i) it is certified by the Government that the proposed course of study or training
shall be or definite advantage from the point of view of public interest; and
(ii) it is prosecution of studies in subjects other than academic or literary subjects.

(3) Deputation out of India shall not be made:(i) without the prior approval of the Government and
(ii) for the prosecution of studies in subjects for which adequate facilities exist in
India or under any of the Schemes administered by the Government of
India/State Government.
(4) The Officer shall not be deputed:(i) if he has rendered less than seven years service under the Government and
(ii) if he completes 30 years of qualifying service or attain 50 years of age, within
three years of the date, on which he expected to return to duty, after the expiry
of the leave.
(5) Deputation shall not be made with such frequency as to remove him from contract
with his regular work or to cause cadre difficulties owing to his absence on leave.
4. Maximum period of Deputation:- Maximum period of deputation shall not exceed
the normal duration of the course or studies.
5. Combination of period of deputation with leave of other kinds:(1) Period of deputation for Study may be combined with other kinds of leave, but in
no case shall the grant of this leave in combination with leave other than extraordinary leave,
involve a total absence of more than twenty-eight months generally and thirty six months
for the courses leading to Ph.D degree from the regular duties of the Officer.
Explanation:- The limit of twenty-eight months or thirty-six months of absence
specified in this sub rule includes the period of vacation.
(2) Officer deputed to study in combination with any other kind of leave may, if he so
desires, commence his study before the end of the other kind of leave but the period of such
leave coinciding with course of study shall not count as study leave.
6. Regulation of period of deputation extending beyond course of study: When the course of study falls short of the period of deputation to study, the Officer shall
resume duty on the conclusion of the course of study, unless the previous sanction of the
government to treat the period of short-fall as ordinary leave has been obtained.
7. Grant of study and other allowance:(1) A study allowance shall be granted to an Officer who has been deputed to study
out of India, for the period spent in prosecuting a definite course of study at a recognized

institution or in any definite tour or inspection of any special class of work, as well as for the
period covered by any examination at the end of the course of study:
Provided that the period for which study allowance may be granted shall not exceed
twenty four months in all.
(2) (a) The rates of study allowance shall be as follows, namely:Name of Country

(b) The rate of study allowance to be granted to an Officer who takes study
leave in other countries shall be such as may specially be determined by
the Central Government keeping in view the rates prescribed by the Central
Government in such cases.
(c) No allowance of any kind, other than study allowance, house rent
allowance where admissible, dearness
before the Government or Head of Mission, as the case may be, that he has
continued his studies during the vacation.

(5) No study allowance shall be drawn during the vacation falling at the end of a
course of study except for a maximum period of fourteen days.
NOTE:- The period of vacation during which study allowance is drawn shall be taken
into account in calculating the maximum period of twenty four months for which study
allowance is admissible.
(6) Study allowance shall not be granted for any period during which the Officer
interrupts his course of study to suit his own convenience.
Provided that the Government, in case where the Officer is deputed to a country
where there is no Indian Mission and by the Head of Mission in other cases may authorize
the grant of Study allowances for any period not exceeding fourteen days at a time during
which are Officer is prevented by sickness from pursuing his course of study.
(7) In case of definite course of study at a recognized institution, the study allowance
shall be payable by the Government, if the study leave availed of is in a country where there
is no Indian Mission and by the Head of Mission in other cases, on claims submitted by the
Officer from time to time, supported by proper certificates of attendance.
(8) The certificate of attendance required to be submitted in support of the claims for
study allowance shall be forwarded at the end of the term, if the Officer is undergoing study
in an educational institution or at intervals not exceeding three months, if he is undergoing
study at any other institution.
(9) When the programme of study approved does not include or does not consist
entirely of such a course of study, the Officer shall submit to the Government or Head of
Mission, as the case may be, a diary showing how his time has been spent and report
indicating fully the nature of the methods and operations which have been studied and
including suggestions as to the possibility of adopting such methods or operations to
conditions obtaining in India. The Government shall decide whether the diary and report
show if the time of the Officer was properly employed and shall determine accordingly for
what period study allowance may be granted.
(10) An Officer shall not ordinarily be paid travelling allowance but the Government
may in exceptional circumstances sanction the payment of such allowance.
(11) An Officer, who is deputed to study, may be permitted to receive and retain, in
addition to his leave salary, any scholarship or stipend that may be awarded to him from a
Government or non-Government source. Such an Officer shall ordinarily not be granted any
study allowance; but in special cases where the net amount of the scholarship or stipend
(i.e. the value of the scholarship or stipend minus any cost of fees paid by the Officer) is less

than the study allowance that would be admissible but for the scholarship or stipend, the
difference between the value of the net scholarship or stipend and the usual study allowance
may be granted by special sanction.
(12) If an Officer, who is deputed to study, is permitted to receive and retain, in
addition to his leave salary, any remuneration in respect of a part-time employment, he shall
ordinarily not be granted any study allowance; but in special cases where the net amount of
remuneration received in respect of the part-time employment (i.e. remuneration minus any
cost of fees paid by the Officer) is less than the study allowance that would be admissible
but for the remuneration, the difference between the net remuneration and the usual study
allowance may be granted by special sanction.
8. Cost of fees for study:- An Officer deputed to study shall ordinarily be required
to meet the cost of fees paid for the study but in exceptional cases the Government may
sanction the grant to such fees:
Provided that in no case the cost of fees shall be paid to the Officer, who is in receipt
of scholarship or stipend, or who is permitted to receive or retain, in addition to his leave
salary, any remuneration in respect of part time employment, if the quantum of the stipend
or scholarship or remuneration from parttime employment is equal to or more than the
amount of fees payable.
Provided, further that, in case where the quantum of
scholarship or stipend or
remuneration in respect of part-time employment is less than the fees payable, the Officer
may be sanctioned the amount equivalent to the difference between the quantum of such
scholarship or stipend or remuneration in respect of part-time employment and the fees.
9. Resignation or retirement after deputation to study or non completion of the
course study:(1) Every Officer, who has been deputed to study or extension of such leave shall be
required to execute a bond as given in Appendix A or Appendix AI, as the case may be,
before the study or extension of such leave granted to him, commences.
(2) If the Officer resigns or retires from Service without returning to duty after a
period of study or within a period of three years after such return to duty or fails to complete
the course of study and is thus unable to furnish the certificates referred to in Appendix B
he shall be required to refund;(i) the actual amount of leave salary, study allowance, cost of fees, traveling and
other expenses, if any, drawn by him for the period of study leave, and

(ii) the actual amount, if any, of the cost incurred in connection with the course of
study by other agencies, such as the foreign Government, Foundations, or
Trusts together with interest thereon, at Government rates for the time being in
force on Government loans from the date of demand before his resignation is
accepted or permission to retire is granted:
Provided that in the case of an Officer who fail to complete the course of study
nothing in this rule shall apply:(a) to Officer who, on return to duty from study, is permitted to retire from service
on medical grounds, and
(b) to an Officer, who after return to duty from study, is deputed to serve in any
statutory or autonomous body or institution under the control of the Government
and is subsequently permitted to resign from service under the Government
with a view to his permanent absorption in the said statutory or autonomous
body or institution in the public interest.
(3) The study leave availed of by such Officer shall be converted into regular leave
standing at his credit on the date on which the study leave commenced, any regular leave
taken in continuation of study leave being suitably adjusted for the purpose and the balance
of the period of study leave if any, which cannot be so converted, treated as extraordinary
leave. In addition to the amount to be refunded by the Officer under sub-rule (2), he shall be
required to refund any excess of leave salary actually drawn over the leave salary
admissible on conversion of the study leave as above.
(4) Notwithstanding anything contained in the foregoing sub-rules, the Government
may, if it is necessary or expedient so to do, either in public interest or having regard to the
peculiar circumstances of the case or class of cases, by order, waive or reduce the amount
required to be refunded under sub-rule(2) by the Officer concerned.
10. Leave salary, during the period of deputation to study:
(1) During the period of deputation to study availed of outside India, an Officer shall
draw leave salary equal to amount of pay that the Officer would have drawn while on duty
immediately before proceeding on such leave and in addition, the dearness allowance and
house rent allowance and study allowance admissible under rule 7.
(2) (a) During the period of deputation to study availed of in India, an Officer shall
draw leave salary equal to the pay that he would have drawn while on duty
immediately before proceeding on such leave and in addition, dearness
allowance and house rent allowance.

(b) Payment of leave salary at full rate under clause (a) shall be subject to
furnishing of a certificate by the Officer to the effect that he is not in receipt of
any scholarship or stipend or remuneration in respect of any part-time
employment.
(c) The amount, if any received by an Officer during the period of study leave as
scholarship or stipend or remuneration in respect of any part-time
employment as envisaged in sub-rule (11) and (12) of rule 7 shall be adjusted
against the leave salary payable under this sub- rule, subject to the condition
that the leave salary shall not be reduced to an amount less than that payable
as leave salary during half pay leave.
(d) No study allowance shall be paid during the period of deputation to study for
course of study in India.
(e) Notwithstanding anything contained in these rules, an Officer who has availed
himself deputation facility in connection with a fellowship approved by
Government of India from time to time by general or special order shall be
entitled to receive the full value of the fellowship and full pay including
dearness allowance and house rent allowance that he would have been
entitled to, had he not received any fellowship.
11. Counting of Period of deputation to study for promotion, pension, seniority,
leave and increments:The period of deputation to study shall count as service for promotion, pension,
seniority and increments, provided, that in case of an Officer who, at the time of proceeding
on study leave, was officiating in a higher post, the study leave shall count for increments to
the extent indicated by Government from time to time.
12. Procedure for making application for deputation to study and grant of such
leave:The procedure for making application for deputation to study and grant of such
benefit shall be as laid down in the Procedural Instructions given in Appendix B.

APPENDIX B

Procedural instructions for making application for deputation to
study and grant of such benefit
1. Except as otherwise provided in these rules, all applications for deputation to study
be submitted to the Secretary, DPAR through the Head of the Dept., under whom the Officer
is working and the course or courses of study contemplated and any examination which the
Officer propose to undergo shall be clearly specified therein. If the course of study is out of
India, Government will forward to the Head of Mission, if there is an Indian Mission in that
country, a copy of the approved programme of study, in case where it is not possible for the
Officer to give full details in his original application, or if, after leaving India, he is to make
any change in the programme which has been approved in India, he shall submit the
particulars as soon as possible to the Head of Mission or the Government, as the case may
be. In such case he shall not, unless prepared to do so at his own risk, commence the
course of study nor incur any expenses in connection therewith until he receives approval of
the Government to the course.
2(1) On an application for the deputation to study out of India being sanctioned by
the Government, it shall inform the Head of Mission, if there is an Indian
Mission in that country, of the particulars of the case.
(2) The Officer shall also place himself in communication with the Head of Mission,
if there is an Indian Mission in that country, and he will arrange any details and
issue any letter of introduction that may be required.
3. On completion of a course of study, a certificate in form prescribed by Government
together with certificates of examinations passed or special courses of study undertaken,
indicating the dates of commencement and termination of the course with remarks, if any of
the authority in charge of the course of study, shall be forwarded to the Head of Mission
concerned. When the study leave has been taken in India or any other country where there
is no Indian Mission, such certificates shall be forwarded to the Government which
sanctioned the leave.
EXECUTIVE INSTRUCTION B
1. Applications referred to above are required to be examined in consultation with
Finance Department, External Affairs and often the Ministry of Education and Social Welfare
Clearance from the view point of the Foreign Contribution Regulation Act is also required in

ORDER No. FD 05 SRP 2009, Bangalore, Dated: 19th May 2009
Government are pleased to sanction increase in the rates of Dearnes Allowance
payable in the Revised pay scales 2007 from the existing 26.75% to 32.75% of the basic
pay to the State Government employees with effect from 1st January 2009.
2. The increase in Dearness Allowance admissible under this order is payable in
cash until further orders.
3. These orders will apply to the full time Government employees, employees of
Zilla Panchayats, work charged employees on regular time scales of pay, full time
employees of aided educational Institutions and Universities who are on regular time scales
of pay.
4. For the purpose of this order, the term "Basic Pay' means, pay drawn by a
Government Employee in the scale of pay applicable to the post held by him and includes:
a. Stagnation increment, if any, granted to him above the maximum of the scale
of pay.
b. Personal Pay, if any, granted to him under sub-rule (3) of Rule 7 of the
Karnataka Civil Services (Revised Pay) Rules, 2007.
5. Basic Pay shall not include any emoluments other than those specified above.
6. The payment on account of Dearness Allowance involving fractions of 50 paise
and above shall be rounded off to the next rupee and fractions less than 50 paise shall be
ignored.
7. The Dearness Allowance will be shown as a distinct element of remuneration and
will not be treated as pay for any purpose.

ORDER No. FD 14 SRP 2009, Bangalore, Dated: 24th October 2009
Government are pleased to sanction increase in the rates of Dearnes Allowance
payable in the Revised pay scales 2007 from the existing 32.75% to 38% of the basic pay to
the State Government employees with effect from 1st July 2009.
2. The increase in Dearness Allowance admissible under this order is payable in
cash until further orders.
3. In the wake of the nature's fury caused in various parts of the State, the
Karnataka State Government Employees' Association has requested the Government to
recover the entire arrears of DA payable to State Government employees for a period of four
months from July 2009 to October 2009 as contribution to the Calamity Relief Fund.
4. Accordingly, sanction is hereby accorded to recover the entire arrears of DA
payable by this order to the Government employees and to remit the same to the Head of
Account "8235-00-111-0-02-Public Contribution for Natural Calamity Relief".
The
Government employees who are not willing to contribute the arrears of DA for four months to
the Calamity Relief Fund may give their unwillingness in writing to the concerned Drawing
Officer on or before 7.11.2009. In case the unwillingness of the Government employees in
writing is not received within the specified time limit, it shall be presumed that they have no
objection for the recovery of the arrears of DA.
5. The recovery of the arrears of DA for the above period and its remittance to the
Calamity Relief Fund shall be as per the procedure laid down in G.O. No. FD 16 SRP 2009,
dated: 9.10.2009.

6. The arrears of DA recovered from the Government servants as contribution to
the Calamity Relief as per this order and remitted to "the Public Contribution for Calamity
Relief Fund" shall be given 100% exemption from Income Tax under Section 80(G) of
Income Tax Act.

7. These orders will apply to the full time Government employees, employees of
Zilla Panchayats, work charged employees on regular time scales of pay, full time

Government Employee in the scale of pay applicable to the post held by him and includes:
a. Stagnation increment, if any, granted to him above the maximum of the scale
of pay.
b. Personal Pay, if any, granted to him under sub-rule (3) of Rule 7 of the
Karnataka Civil Services (Revised Pay) Rules, 2007.
9. Basic Pay shall not include any emoluments other than those specified above.
10. The payment on account of Dearness Allowance involving fractions of 50 paise
and above shall be rounded off to the next rupee and fractions less than 50 paise shall be
ignored.
11. The Dearness Allowance will be shown as a distinct element of remuneration and
will not be treated as pay for any purpose.

PREAMBLE:
In Government Order No. FD 4 SRP 1980 dated: 22nd March 1980 read at (1) above,
orders were issued extending the benefit of city rates of HRA and CCA to the Government
employees posted to any place situated within a distance of 8 kms. from the periphery of the
Municipal limits of Bangalore City Corporation with effect from 1st March 1980 subject to
certain conditions and this benefit was continued from time to time.
In Government Notification No. UDD 92 MNY 2006, dated: 16.1.2007, read at (3)
above, the Bangalore Mahanagara Palike was re-constituted as Bruhat Bangalore
Mahanagara Palike by including BMP areas 7 CMCs, 1 TMC and 110 Villages in addition.
Consequent to this significant all-round expansion in the territorial limits of BBMP,
Government has reviewed the system of grant of city rates of HRA and CCA to the
Government employees posted to any place situated within a distance of 8 Kms. from the
periphery of Municipal limits of Bangalore City Corporation and the following orders are
issued.

The existing system of payment of city rates of HRA and CCA to Government
employees posted to any place situated within a distance of 8 Kms. from the periphery of
Municipal limits of Bangalore City Corporation contemplated in G.O. No. FD 4 SRP 80,
dated: 22.3.1980 shall stand discontinued with effect from 1st October 2009. Consequently,
with effect from 1.10.2009, the Government employees posted to any place situated within
the jurisdiction of BBMP only are entitled for city rates of HRA and CCA.

Whereas the draft of the following rule further to amend the Karnataka Civil Services
Rules was published as required by clause (a) of sub-section (2) of Section 3 read with
section 8 of the Karnataka Civil Services Act, 1978 (Karnataka Act 14
of 1990) in
Notification No. FD 06 SRA 2008 dated 26th May 2008 in Part-IV-A of the Karnataka
Gazette dated 5th June 2008 inviting objections and suggestions from all persons likely to be
affected thereby within fifteen days from the date of its publication in the Official Gazette.
Whereas the said Gazette was made available to the public on 5th June 2008.
And whereas, no objections and suggestions have been received by the State
Government.
Now, therefore, in exercise of the powers conferred by sub-section (1) of Section 3
read with Section 8 of the Karnataka State Civil Services Act, 1978 (Karnataka Act 14 of
1990), the Government of Karnataka hereby makes the following rule, namely:RULES
I. Title and Commencement:1.
These Rules may be called the Karnataka Civil Services (1st Amendment)
Rules, 2010.
2.
They shall be deemed to have come into force from the date of their publication
in the Official Gazette.
II. Insertion of new Rule 65A:After Rule 65 of Karnataka Civil Services Rules, the following shall be inserted,
namely:65A. Notwithstanding anything contained in these Rules, the State Government
may depute an Officer belonging to Group A or Group B cadres of State Civil Services other
than All India Services, to foreign training with the assistance under the Foreign Exposure
Grant scheme subject to the following terms and conditions, namely;
Terms and conditions for deputation under the Foreign Exposure Grant Scheme:
(1) A Government servant must,a)
b)

not have undergone a training under this scheme earlier or a course in any
of the foreign countries at the Government expense for duration exceeding
fourteen days;
(2) The Foreign Exposure Grant (FEG) shall be available for courses outside India
and shall have elements including field visits, for which the Officer cannot be
trained in India;
(3) the course must be relevant to the official duties of the Officer;
(4) Courses must have duration of not less than two weeks;
(5) The Officer shall not be eligible for any other allowance except the salary in
addition to the Foreign Exposure Grant;
(6) The Officer may avail Ex-country Leave not exceeding half of the duration of the
course and in no case for more than seven days;
(7) The Officer may make efforts to search the course of his choice and the Officer
is free to meet out additional expenses if required, subject to the approval from
the Government for such additional expenses;
(8) The Officer has to apply to DPAR-AR under intimation to the Head of the
Department concerned and the Secretary to Government concerned to avail
Foreign Exposure Grant with all details like institution organizing the course,
content of the course, duration, the course fees, likely living expenses, the
relevance to his field of work etc. The eligibility of the Officer, relevance of
course, the extent of admissibility of Foreign Exposure Grant shall be decided by
the DPAR-AR and the application shall be sent to the concerned Secretary with
its recommendations, who in turn with the concurrence of the Finance
Department issue appropriate orders to the Officer concerned.
(9) (1) The Foreign Exposure Grant under this scheme is subject to the maximum
ceiling as under;
(a) For Group A Officers

(c) Boarding (if not included in the Course Fees),
(d) Lodging (if not included in the Course Fees).
(3) The grant claimed to cover boarding, lodging and transportation within the
foreign country shall not exceed 30 percent of the Foreign Exposure Grant:
Provided that if the Officer gets an exemption from the reputed foreign institutions,
which is organizing the course, the Government may decide to relax this provision on
case-to-case basis.

Title and commencement : (1) These rules may be called the Karnataka Civil Services
(2nd Amendment)
Rules, 2010.
(2) They shall come into force from the date of their publication in the Official
Gazette.

Amendment of Appendix-II-A :-
No person who has completed 45 years of age should be deputed for PhD., at
Govt. cost.
b.
The person desirous of doing PhD shall pass the entrance test conducted by
the University, before the proposals for deputation is approved.
c.
In addition, the applicant shall submit a report containing Synopsis, Topic and
review of literatures etc., about the subject in which PhD is to be pursued.
d.
A certificate from the concerned Guide must be obtained that the subject is fit
for doing PhD and the applicant has fulfilled the preliminary requirements for
undertaking the research work leading to PhD.
e.
After confirming that this is a fit subject for completing PhD and the person is in
a position to complete it, the case for deputation be considered.
g.
During the course of PhD, regular progress reports shall be obtained. The
person shall submit a report every year giving a summary of work done during
that period and it shall be confirmed by the concerned Guide. If report is not
satisfactory, deputation be cancelled and the person shall be called back to
duty forthwith.
h.
If the Guide is of the opinion that the person is not showing interest in the
research and there is no satisfactory progress, then the person shall be
immediately called back from deputation.
i.
Progress reports certified by the guide shall be obtained every year and based
on the progress, his continuation or otherwise on deputation shall be decided.
j.
On completion of the deputation period and after resuming the duty, the person
shall submit a detailed report about the progress made in the research and

state whether research papers have been submitted and accepted by the
university.
k.
If, for any reasons, the lecturer wants extension of time for completion of
research and submission of thesis, leave upto 12 months may be granted
against leave at his credit or extraordinary leave. No deputation allowance shall
be paid for this period.
l.
Even after this extension, if the lecturer fails to complete the PhD, action shall
be taken to recover the salary paid during the study, as per rules.
m. If the lecturer establishes with proper documents that in spite of his best and
sincere efforts he could not complete PhD, the Government may reduce the
recovery amount and restrict it only to the 50% of the salary drawn by him
during the period of the course.
Provided that this provision shall also be applicable to pending cases on the date of
commencement of the Karnataka Civil Services (2nd Amendment) Rules, 2010.

Whereas the draft of the following rule further to amend the Karnataka Civil Services
(Deputation for prosecution of higher studies and training leave to Group-A Officers)
Rules 2008, was published as required by clause(a) of sub-section-(2) of Section 3 read with
section 8 of the Karnataka Civil Services Act, 1978 (Karnataka Act 14 of 1990) in Notification
No. FD 05 SRA 2008 dated 21st April 2010 in Part-IVA of the Karnataka Gazette dated
21st April 2010 inviting objection and suggestions from all persons likely to be affected
thereby within fifteen days from the date of its publication in the Official Gazette.
Whereas the said Gazette was made available to the public on dated 21st April 2010.
And whereas, no objections and suggestions have been received by the State
Government.
Now, therefore, in exercise of the powers conferred by sub-section(1) of Section 3
read with Section 8 of the Karnataka State Civil Services Act, 1978 (Karnataka Act 14
of 1990), the Government of Karnataka hereby makes the following rule, namely:RULES
1. Title and commencement: (1) These Rules may be called the Karnataka Civil
Services (Deputation for prosecution of higher studies and training leave to Group-A
Officers) (1st Amendment) Rules, 2010.
(2) They shall come into force from the date of their publication in the Official
Gazette.
2. Amendment of Rule 1:- In Rule 1 of the Karnataka Civil Services (Deputation for
prosecution of higher studies and training leave to Group-A Officers) Rules, 2008 for
sub-rule (3), the following shall be substituted, namely:(3) They shall apply to Group-'A officers of the State Civil Services other than the
Group A Officers who have been appointed to a post or service in Education Department
for which requirement of Ph.D. is a precondition for service advancement.

2. Amendment of rule 8.- In rule 8 of the Karnataka Civil Services Rules,
(hereinafter referred to as the said rules), after clause (10), the following shall be inserted,
namely:(11) class or Group of services means the class or Group of Civil Services as
classified in rule 5 of the Karnataka Civil Services (Classification, Control and appeal)
Rules, 1957.
3. Amendment of rule 32.- In rule 32 of the said rules for Note 3, the following
shall be deemed to have been substituted, with effect from the first day of August, 2008,
namely:Note 3:- The Authority competent to make incharge arrangements specified in
column(1) of the table below, may make incharge arrangements for vacant posts in respect
of subordinate Government servants holding the posts in the classes or group of posts
specified in column(2) thereof to the maximum duration specified therein.

4. Amendment of rule 68.- In rule 68 of the said rules:(1) for the words not exceeding five percent of the pay of the post (minimum pay of
posts) the words, letters and figures at the rate of five percent of the minimum of the scale
of the post held, subject to a maximum of Rs.1000, shall be deemed to have been inserted
with effect from first day of August, 2008.
(2) For Note 8, the following Note shall be deemed to have been substituted with
effect from first day of August, 2008.

5. Amendment of rule 192.- In rule 192 of the said rules, for clause (d) excluding
Notes 1 to 6, following shall be substituted, namely:(d) The Authority competent to sanction leave other than special disability leave
specified in column(1) of the table below, may sanction leave other than special disability

6. Amendment of rule 210.- In rule 210, of the said rules for the letters and figures
Rs.1,055 the letters and figures Rs.2,250 shall be deemed to have been substituted, with
effect from first day of August, 2008.
7. Amendment of rule 222.- In rule 222 of the said rules,(i) for the figures and words 15 years appearing in the proviso to the said rule the
figures and words 10 years shall be deemed to have been substituted with effect from first
day of September, 2003.
(ii) after the proviso the following proviso shall be inserted, namely:Provided

and 08.09.2006 shall be eligible for notional fixation but not for any arrears upto
22nd October, 2007.
8. Insertion of new rule 291 G.- After rule 291-F of the said rules the following new
rule shall be deemed to have been inserted with effect from the 1st day of September, 2003,
namely:-

291(G).- In respect of Government Servant who retire from Service on or after Ist
day of September 2003, Pension shall be calculated at fifty percent of emoluments drawn
by him at the time of his retirement. The amount of pension so arrived at shall be related to
the maximum qualifying service of 66 completed six monthly periods. For a Government
Servant who, at the time of his retirement, renders a qualifying service of 20 completed six
monthly periods or more but less than 66 completed six monthly periods, the amount of his
pension shall be in such proportion of the maximum admissible pension, as the qualifying
service rendered by him, is to the maximum qualifying service of 66 completed six monthly
periods.
Provided that the Government servant retired or died while in service between the
date of 01.09.2003 and 08.09.2006 shall be eligible for financial benefits only from
22.10.2007.
9. Insertion of new rule 293 F.- After rule 293-E of the said rules, the following new
rule shall be deemed to have been inserted with effect from 1st day of July 2005, namely:-.,
293 F.- (1) In the case of a Government servant who has completed not less than
ten six monthly periods of qualifying service the amount of retirement gratuity payable under
these rules shall be equal to 1/4th of the emoluments for each completed six monthly periods
of qualifying service, subject to a maximum of 16 times of the emoluments. The amount of
retirement gratuity thus calculated shall be subject to maximum of rupees three lakhs.
(2) In the event of the death of a Government servant the death gratuity admissible
under these rules shall be at the following rates, namely:Length of qualifying service

10. Insertion of rule 297-E.- After rule 297-D of the said rules, the following new
rule shall be inserted, namely:297 D.- In respect of retirement or death of a Government Servant while in service
on or after 1st day of July, 2005, the minimum pension shall be Rs.2,250/- per month and
the maximum pension shall be Rs.19,950/- per month in respect of following kinds of
pension, namely:(i)
Superannuation Pension;
(ii)
Retiring Pension;
(iii)
Invalid Pension;
(iv)
Compensation Pension;
(v)
Compassionate Allowance.
Provided that in case of the Government servant retired or died while in service
between 01.07.2005 and 31.03.2006 the

11. Amendment of rule 451.- In rule 451 of the said rules, for sub-rules (1) to (4),
the following shall be deemed to have been substituted with effect from first day of August,
2008, namely:(1) For the purpose of Travelling Allowance, Government servants shall be classified
into the following categories based on pay, namely:Category

Rs.11,100/- to Rs.17,249/-
III
Rs.8,000/- to Rs.11,099/-

(2) A Government Servant shall be entitled to Daily Allowance for halts within the

13. Amendment of rule 463.- In rule 463 of the said rules, in note 3, the words
subject to a maximum of Rs. 3 each way shall be omitted.
14. Amendment of rule 487.- In rule 487 of the said rules,(1) In sub-rule (i)(a), for the letters and figures Rs.10,620, the letters and figures
Rs.20,025 shall be deemed to have been substituted with effect from the first day of
August, 2008;
(2) In exception 1,2 and 3 for the letters and figures Rs.9,060 the letters and
figures Rs.17,250 shall be deemed to have been substituted with effect from the first day of
August, 2008.
15. Amendment of rule 489 A.- In rule 489 A of the said rules, in sub rule (2) the
words subject to a maximum of one hundred and twenty rupees shall be omitted.
16. Amendment of rule 497.- In rule 497, of the said rules in clause (e), item (ii) in
sub clause (1) for the letters and figures Rs.10,100 the letters and figures Rs.17,250 shall
be deemed to have been substituted with effect from the first day of August, 2008.

21. Amendment of rule 550:- In rule 550 of the said rules in sub rule (7), under the

and figures Rs.10620 and Rs.4150 wherever it appears, the letters and figures Rs.20025

Government are pleased to sanction increase in the rates of Dearnes Allowance
payable in the Revised pay scales 2007 from the existing 46% to 56.25% of the basic pay to
the State Government employees with effect from 1st July 2010.
2. The increase in Dearness Allowance admissible under this order is payable in
cash until further orders.
3. These orders will apply to the full time Government employees, employees of
Zilla Panchayats, work charged employees on regular time scales of pay, full time
employees of aided educational Institutions and Universities who are on regular time scales
of pay.
4. For the purpose of this order, the term "Basic Pay' means, pay drawn by a
Government Employee in the scale of pay applicable to the post held by him and includes:
a. Stagnation increment, if any, granted to him above the maximum of the scale
of pay;
b. Personal Pay, if any, granted to him under sub-rule (3) of Rule 7 of the
Karnataka Civil Services (Revised Pay) Rules, 2007.
5. Basic Pay shall not include any emoluments other than those specified above.
6. The payment on account of Dearness Allowance involving fractions of 50 paise
and above shall be rounded off to the next rupee and fractions less than 50 paise shall be
ignored.

7. The Dearness Allowance will be shown as a distinct element of remuneration and
will not be treated as pay for any purpose.

PREAMBLE:
The Government has considered the question of revision of the rates of House Rent
Allowance in respect of State Government employees. Accordingly the following orders are
issued.

Government are pleased to order that existing rates of House Rent Allowance in
respect of State Government employees working in the cities and towns indicated below
shall be revised with effect from 1st January 2010 as follows:

governed by the provisions of the Karnataka Civil Services Rules and who are on time

educational institutions and non-teaching staff of the Universities who are on time-scale of
pay (iii) employees of the Universities/Engineering Colleges who are drawing pay in the
UGC/ICAR/AICTE scales of pay and to Judicial Officers on FNJPC pay scales.
4. The payment on account of House Rent Allowance involving fractions of 50 paise

Whereas, the draft of the following rule, further to amend the Karnataka Government
Servants, (Family Pension) Rules, 2002, was published as required by clause(a) of
sub-section (2) of Section 3 read with section 8 of the Karnataka Civil Services Act, 1978,
(Karnataka Act 14 of 1990) in Notification No. FD 02 SRA 2010, dated 13th September, 2010
in Part IVA of the Karnataka Gazette dated 15th September, 2010 inviting objections and
suggestions from all persons likely to be affected thereby, within fifteen days from the date of
its publication in the Official Gazette.
Whereas the said Gazette was made available to the public on dated

15 September, 2010.
And whereas, no objections and suggestions have been received by the State
Government.
Now, therefore, in exercise of the powers conferred by sub-section(1) of Section 3
read with Section 8 of the Karnataka State Civil Services Act, 1978 (Karnataka Act 14 of
1990), the Government of Karnataka hereby makes the following rule, namely:RULES
1. Title and commencement.- (1) These rules may be called the Karnataka
Government Servants (Family Pension) (1st Amendment) Rules, 2010.
(2) They shall come into force from the date of their publication in the official Gazette.
2. Amendment of rule 3.- In the Karnataka Government servants (Family Pension)
Rules, 2002, (hereinafter referred to as said rules) in rule 3, after clause (g), the following
shall be inserted, namely:(h)
New recruits to the State Government Service joining on or after 1st day of
April 2006.
3. Insertion of new rule 4A.- After rule 4 of the said rules, the following shall be
deemed to have been inserted with effect from 1st day of July 2005, namely:4A.
put in a continuous service for a period of not less than one year, dies while in service or
after retirement on or after 1st July, 2005, the family pension shall be admissible at an
enhanced rate equal to 30% of the emoluments subject to minimum of Rs.2250/- and
maximum of Rs.11,970/- per month.

Provided that the changes in family pension from 1-7-2005 to 31-3-2006 would only
be notional and no monetary benefit would accure.
(2) The term emoluments for purpose of calculating various retirement and death
benefits and family pension, shall mean, the basic pay drawn by a Government Servant in
the scale of pay applicable to the post held by him on the date of retirement/death shall also
include,(a)
Stagnation Increment, if any, granted to him above the maximum of the scale of
pay.
(b)
Personal pay, if any granted to him under sub-rule (3) of rule 7 of the Karnataka
Civil Services (Revised Pay) Rules, 2007.
(c)
Additional Increments granted beyond the Maximum of the time scale of pay in
terms of Government Order No. FD 13 SRP 2002, dated 9th May, 2002.
4. Amendment of rule 5.- In sub-rule (1) of rule 5, for the words with effect from
the date of death, the words from the date following the date of death shall be substituted.
5. Insertion of new rule 5A.- After rule 5 of the said rules, the following shall be
deemed to have been inserted with effect from 1st day of July 2005, namely:5A. (1) A Government Servant who dies while in service after having rendered a
qualifying service of not less than seven years, the family pension shall be admissible at an
enhanced rate of 50% of emoluments last drawn or twice the family pension normally
admissible, whichever is less, for a period of seven years or till the date on which
Government Servant would have attained the age of 67 years, if he had survived, whichever
is earlier. The family pension payable after the period mentioned above, shall be at the rates
specified in rule 4A.
Provided, that the changes in Family Pension from 1-7-2005 to 31-3-2006 would only
be notional and no monetary benefit would accure.
6. Insertion of new rule 6A.- After rule 6 of the said rules, the following shall be
deemed to have been inserted with effect from 1st day of July 2005, namely:6A. In the event of death of both father and mother who are Government Servants,
on or after first day of July 2007, the family pension payable to minor children under these
rules shall be subject to a maximum of Rs.11,970/- per month.
Provided that the changes in Family Pension from 1-7-2005 to 31-3-2006 would only
be notional and no monetary benefit would accure.

7. Insertion of new rule 10A.- After rule 10 of the said rules, the following shall be
inserted, namely:10A. A Military pensioner, who on retirement from military service, on
retiring pension, service pension or invalid pension is governed for the grant
of ordinary family pension by Army or Navy or Air Force. Instructions, under
respective rules, is appointed to a civil post under the State before attaining
the age of superannuation, shall for the purpose of eligibility for the family
pension, admissible under this rule or the family pension already authorized
under the aforesaid Army/Navy/Air Force Instruction, be governed as
follows:(i) If he dies while holding a civil post, his family shall be allowed family pension
under these rules or the family pension authorized at the time of retirement or discharge from
the military service, whichever is more advantageous to the family;
(ii) If he has, on appointment to State civil service or post, opted to retain military
pension for the past military service:(a)
and retires from the state civil service or post without earning any pension
therefore, his family shall be entitled to family pension as authorized at the time
of his retirement/discharge from military service:
(b)
retires from state civil service post after becoming eligible for pension therefore,
he shall exercise an option at the time of applying for pension for civil service
either to be governed by family pension under these rules or to avail family
pension benefits as authorized at the time of his retirement or discharge from
military service and the said option once exercised shall be final.

Whereas the draft of the following rule further to amend the Karnataka Civil Services
Rules was published as required by clause(a) of sub-section-(2) of Section 3 read with
section 8 of the Karnataka Civil Services Act, 1978 (Karnataka Act 14 of 1990) in Notification
No. FD 02 SRA 2010 dated 13th September, 2010 in Part IVA of the Karnataka Gazette
dated 15th September, 2010 inviting objections and suggestions from all persons likely to be
affected thereby within fifteen days, from the date of its publication in the Official Gazette.
Whereas the said Gazette was made available to the public on dated

And whereas, no objections and suggestions have been received by the State
Government.
Now, therefore, in exercise of the powers conferred by sub-section(1) of Section 3
read with Section 8 of the Karnataka State Civil Services Act, 1978 (Karnataka Act 14 of
1990), the Government of Karnataka hereby makes the following rule, namely:RULES
1. Title and commencement.- (1) These rules may be called the Karnataka Civil
Services (6th Amendment) Rules, 2010.
(2) They shall come into force from the date of their publication in the official Gazette.
2. Insertion of new rule 2 C.- In the Karnataka Civil Services Rules, after rule 2B,
the following shall be inserted, namely:2C.

1st April 2006.
