PREFACE
This Handbook was prepared by subcommittee IT-014-06, Messaging, under direction from the Standards Australia Committee IT-014, Health Informatics, in response to the Australian Governments objectives for National Standards and related Standards publications within the health sector. The mission of IT-014-06 is to investigate and make recommendations to IT-014 on strategic directions in messaging. The word Service is often used within a sentence or paragraph with multiple connotations or meanings. For example: Service Providers offer listings of the Services under a Services Oriented Architecture platform that is accessed by Web Services. In this context the word Service or Services is used four times without any clear or consistent definition, or consensus across the Healthcare, Community Services (another use), Information Management or Information and Communication Technology Communities. With the Australian Government and the National e-Health Transition Authorities (NEHTA) push towards a Service Oriented Architecture (SOA) approach based on Web Services to support interoperability in Healthcare there is a requirement to develop a standard definition and approach towards identifying and specifying Services that will be required to support Messaging and other functions that are required for secure and reliable machine readable communications. This document is intended to inform and assist in defining an approach for implementing healthcare Services within a Service oriented architecture concept. NEHTA and some jurisdictions, including Queensland Health and Department of Human Services Victoria have considered Service Oriented Architecture (SOA) as an important component in supporting and enriching electronic messages in the healthcare sector. HL7.org has also been defining elements of SOA in healthcare for some years in the Health Services Specification Project (HSSP) and a number of Australian stakeholders have participated in this project. 1.2 PURPOSE The purpose of this document is to define a Service and assist in the development of a standard approach towards identifying and specifying Services that support messaging in healthcare. 1.3 BENEFITS This document provides a method of defining Services in a consistent fashion where formal standards have not yet been developed, recognizing the reality that software vendors and individual healthcare organizations are developing and implementing Services today, without consistency or agreed methods. Typically, methodologies consist of processes, techniques, roles and artefacts (deliverables). Therefore, understanding that different types of organizations will define Services for different purposes under various circumstances, rather than define a single, specific directive process, this document concentrates on clarifying what a Service is and what is the context of SOA. 1.4 TARGET USERS The intended audience for this document includes any organization or group planning to define automated Services within the healthcare domain. This could be standards development organizations (SDO), software vendors, healthcare payers or providers, state jurisdictions etc. The term Services definers will be used throughout this document to identify these groups and individuals.
