PREFACE
This document was originally published by Standards Australia on behalf of the Agriculture and Resources Management Council Australia and New Zealand (ARMCANZ) Committee for Plumbing Product Authorization or its successor. As further product specifications are developed within the Standards Australia committee system, the technical content of this Manual will change by virtue of cross-reference to Australian Standards. In no way does the publication of this document, or the participation of Standards Australia committees in the formulation of Australian Standards, alter the ultimate legal responsibility or power vested in each of the participating authorities contributing to its preparation. This Standard incorporates Amendment No. 1 (October 2005 ). The changes required by the Amendment are indicated in the text by a marginal bar and amendment number against the clause, note, table, figure or part thereof affected. This edition introduces a new scheme [known as the WaterMark Certification Scheme (WMCS)], which is based on a single mark, WaterMark with two levels of certification. The WMCS replaces the previous National Certification of Plumbing and Drainage Products Scheme (known as the NCPDP Scheme), which incorporated StandardsMark, WaterMark and TypeTest Mark. The scheme design conforms to the requirements of ISO/IEC 17030, Conformity assessmentGeneral requirements for third-party marks of conformity. Australian Technical Specifications (ATS) have been introduced to eventually replace MP 52 Specifications and for new product authorization. An ATS for each new product is to be developed by the manufacturer with the assistance of the Conformity Assessment Body (CAB), assessed by Standards Committee WS-031 and submitted to the National Plumbing Regulators Forum (NPRF). At the time of authorization or re-authorization of products the product must be marked with the Watermark identification including the relevant license number and the number of the Australian technical specification or standard to which it was certified. Where the manufacturer is required to change the certification mark on the product, a five (5) year transitional period is available. Appendix B of this Manual sets out a brief summary of specific requirements or exemptions that are applicable for the relevant participating authorities. This Standard also incorporates Amendment No. 1 (August 2002). The appendices have been arranged in order to maintain the same designation as the appendices in the previous editions.

INTRODUCTION
This Manual provides detailed information on the authorization procedures for plumbing products based upon the WaterMark Certification Scheme (WMCS). The objective of this Manual is to enable a regulator to accept with confidence products certified by a Conformity Assessment Body (CAB), without the need to duplicate evaluation of the products. For this concept to be completely successful, the entire process for verifying product compliance and reviewing the manufacturers quality assurance capabilities must follow uniform procedures and be evaluated against uniformly applied criteria. The products covered by the WMCS are listed in Section 5. The WMCS provides for two levels of certification:

WaterMark Level 1Requires that products comply with a specific Australian or International Standard or other suitable published document and are certified under a program in accordance with the principles of ISO/IEC Guide 67, System 5. WaterMark Level 2Requires that products comply with a specific Australian or International Standard or other suitable published document and are certified under a program in accordance with the principles of ISO/IEC Guide 67, System 1b. This Manual outlines the appropriate details to enable manufacturers and suppliers of plumbing and drainage products to (a) (b) (c) determine if their types of products are covered by the scheme and, if so, ascertain which Standard or specification is applicable; determine the level of product certification applicable to the product; and understand the process leading up to certification and beyond.

Exemptions Where exceptional local conditions so dictate, a participating regulator should not consent to the authorization of a particular specification or product or class of product in its area of jurisdiction for products covered by this Manual. When it is necessary to take such action, the regulator doing so shall notify all other participating regulators, the CAB and the known suppliers of products in that class. The products, known to be affected by such local action, are listed in Appendix B. International Standards Internationally recognized Standards or relevant parts thereof may be recognized as a means to accelerate the acceptance of products into the WMCS. Referenced Standards Due to the ever-changing status of referenced Standards, the year of publication of the respective Standards is not stated (see also Clause 4.4). 1 SCOPE This Manual specifies uniform procedures for the certification of plumbing and drainage products that require statutory authorization. Such products are generally intended for use on authorized plumbing and drainage work by authorized persons. 2 DEFINITIONS For the purpose of this Manual the definitions in AS/NZS 3500.0 and those below apply. A person who has been granted a licence to use the WaterMark. Approved WaterMark user See approved user. Authorized products Products that are automatically deemed by the participating authorities as acceptable for use in plumbing and drainage installations, consequent upon the granting of a WaterMark licence by the CAB. Certification The process by which plumbing and drainage products are evaluated in accordance with the procedures specified in this Manual, and are thereby found to satisfy the nominated requirements. Conformity Assessment Body (CAB) Organization(s) licensed by Standards Australia to issue WaterMark.
NOTE: Previously known as Certification Bodies (CB).

Licence (WaterMark) A formal document that covers the use of WaterMark certification trademark. Manufacturers (or suppliers) warranty A statement by the manufacturer or supplier of a product that states that the product is suitable for use under specified conditions. The conditions may be limits on water pressure, water temperature or any other operating circumstance.
NOTE: The statement will need to be included with the product when sold and may be stamped onto the product, printed on the packaging, or included as part of the installation instructions.

Permitted product A product accepted for use by an individual authority in its area of jurisdiction. Permitted products, which are granted authorization by the relevant authority at the place of manufacture in Australia or at the place of importation into Australia, can, in most circumstances, be sold freely in all authority jurisdictions in Australia under the mutual recognition principle.
