The President has directed the Atomic Energy Commission (AEC) and the Department of Defense (DOD) to plan for a series of nuclear tests starting approximately 1 April 1962. These tests will be conducted in the Pacific Ocean in the general area of Christmas and Johnston Islands. The unclassified nickname for this operation is Dominic. SACs participation in these tests is as outlined in this operations order.

(a) Launch will be executed by CINCSAC. Execution procedures detailed in SACM 55-12 apply except as amplified herein.

which will be utilized for this missile launch. These messages will be flagged by "Green Dot" and will be transmitted in the format established in SACM 55-2A. Messages w i U contain the Green Dot flagword but will not contain a number following the flagword. (c) Approximately five minutes prior to the scheduled and/or desired R - 1 8 0 minute time CINCSAC Kill establish a simulated DEFCON 1 in an Index 245 message. Receipt of this message constitutes authority to initiate pre-launch count at R-180and proceed to R - 0 .

(d) 1st Strategic Aerospace Division will notify Headquarters SAC Command Post when missile is at R-0. (e) If weapon system is holding at R-0, CINCSAC will transmit
an Index 244 message (~xercisestrike execution order using Option 20)

approximately five minutes prior to start of the terminal (T) count. Receipt of this message constitutes authority to initiate terminal countdown to achieve liftoff at scheduled time in accordance with criteria outlined in this launch directive.

(f) In the event of an abort subsequent to initiation of the terminal countdown, 1st Strategic Aerospace Division will advise the Headquarters SAC Command Post of ETIC. After each abort, initiation of a new terminal count will be delayed until CINCSAC has transmitted a new execution order (1ndex 244 message).
(g)

(i) An Index 245 message simulating DEFCON 2 and establishing an "A" Hour at the beginning of the vulnerability period on X-day will not be utilized since this is a scheduled and not a "no-notice" launch,
(j) Due to requirements of this laupch, no effort will be made

to determine capability of holding during terminal count. Therefore, .an Index 245 message simulating a DEPCON 1 11 will not be utilized. c

Concept of operation proviaes f o r the caumunications channels of

the ABNCP t o be operated at near capacity t r a f f i c load during the period

reduction and coordination with Electronic Communications Inc (ECI) and

Boeing for aircraft and ground environment instrumentation.

(3) ECI will be responsible for operation and maintenance of the
