the core of the Aquino administrations health agenda. He emphasized the comprehensive reforms needed to achieve the agenda, starting with key improvements on the coverage, benefits and availment procedures of the Philippine Health Insurance Corporation (PhilHealth) for the poorest 20 percent of the population. Another major thrust of the Kalusugang Pangkalahatan is the reconstruction and rehabilitation of government hospitals, health centers and rural health units to provide better health services to the poor who mostly avail of these facilities. The agenda also aims to provide fiscal autonomy and measures for income retention to all government health facilities. Through the Public Private-sector Partnership (PPP) strategy of the government, DOH shall pursue the modernization of 24 regional hospitals. The greatest challenge facing the health sector and the Aquino administration is on ensuring that Filipinos, especially the poor, have access to health care services. Department of Health Secretary Enrique T. Ona presented this challenge in his introduction to the 3rd Doa V. Tytana Memorial Lecture (TML) entitled Kalusugang Pangkalahatan (Health for All) last June 15, 2011 at the Metrobank Foundation Hall, Manila Doctors Hospital (MDH). Addressing around 130 medical practitioners and health care professionals, Sec. Ona discussed Kalusugang Pangkalahatan as 2 According to Sec. Ona, this strategic move will expand the capabilities of public facilities in achieving the health targets of the Millenium Development Goals, being the third strategic thrust of the Kalusugang Pangkalahatan, as well as in responding to emergency-related trauma and managing the rise of noncommunicable diseases and their complications. The TML is an annual tribute of the GT-Metro Foundation and the MDH to the late Doa Victoria Tytana, the Ty family matriarch, as a means of facilitating intellectual discourses that may lead to concrete developments in the health sector.

GT-Metro HEALS
(Health Equity through Access to Life Services)
Fifty-nine year-old Boboy Oliquiano lost vision in his left eye due to cataract. Common surgical procedures may have easily reversed his condition; however, sourcing funds for his operation had been difficult. The Forgotten Sector As a tricycle driver, Boboy belongs to the workers in the informal sector, which comprises a large portion of the countrys labor force, thereby making him a significant contributor to the economy. However, social protection remains inaccessible to tricycle drivers despite high exposure to road hazards and health risks associated with air pollution, extreme weather changes and unhealthy practices. Having the capacity to earn puts them outside the governments priorities, which target mostly the poorest of the poor. The HEALS Program Hence, the GT-Metro Foundation (GTMF) launched the Health Equity through Access to Life Services (HEALS), a program that seeks to help workers like Boboy access medical services through sustained memberships in the Philippine Health Insurance Corporation (PhilHealth). For the programs pilot run in Pasay City, 368 tricycle drivers and operators belonging to the PAMBOTODA Transport Service and Multi-Purpose Cooperative (PAMBOKOOP) shall be entitled to free PhilHealth premiums for one year. Challenges in sustaining memberships are addressed by implementing a collection system for premium payments for the second year onwards using the Bayanihan Banking, a pooled savings program being implemented by PAMBOKOOP through the Pasay City Cooperative Development Office. To help tricycle drivers and their families appreciate their PhilHealth membership, GTMF conducts orientations on program benefits, availment procedures and membership guidelines together with the PhilHealth and the Pasay City Health Office. GTMF further complements the sponsorship of PhilHealth premiums through the provision of iPhilHealthy discount cards, which maybe used by beneficiaries in purchasing medicines and medical supplies from PhilHealths partner establishments.

Alignment with the Universal Health Care Agenda HEALS is an off-shoot of GTMFs 3rd Doa V. Tytana Memorial Lecture entitled Kalusugang Pangkalahatan (Health for All), which was delivered by Department of Health Secretary Enrique T. Ona last June 15, 2011 at the Manila Doctors Hospital. Aside from helping the national government achieve its universal health care agenda, HEALS seeks to complement the existing initiatives being undertaken by the Pasay City local government.

Bringing the Gift of Clear Vision to Disadvantaged Communities:

How Partnerships with Outstanding Soldiers and Policemen Widened GT-Metros Reach
The GT-Metro Foundations (GTMF) Salamin Para sa Maliwanag na Bukas (Eyeglasses for a Bright Future) Program accomplished nationwide presence through the help of dedicated men and women who extraordinarily answered their call of duty. By tapping the Metrobank Foundations network of past awardeesnamely, The Organization of Philippine Soldiers with Outstanding Leadership, Dedication, Integrity, Excellence and Responsibility to Society (TOPSOLDIERS), and the Policemen Responsible for Organizing, Training and Empowering CommuniTies (PROTECT), GTMF had the opportunity to reach out to residents in far-flung areas who are most in need of basic eye care services. A total of 4,156 reading eyeglasses were distributed to indigent adults and elderly, and 307 to public school children, after the conduct of eye screening missions in 14 disadvantaged communities nationwide. Other beneficiaries included women in crisis and conflict areas. GTMF believes in the importance of clear vision in enabling disadvantaged individuals to become productive members of the society. For instance, Salvador Tirona, an 85 year-old beneficiary from Tahanan ni Maria in Carmona, Cavite, shared that the eye checkup and eyeglasses provided by GTMF helped him do his daily

tasks without having to rely on others. Additionally, the program complements the governments peace-keeping activities such as the militarys Internal Peace Security Plan, more popularly known as Oplan Bayanihan, which upholds the use of nonviolent developmental initiatives instead of combat activities in winning peoples trust and elevating the peace and order situation in communities. The Bayanihan concept is our way of addressing the basic needs of the community, said Lieutenant Commander Delbert Siasoyco of the Philippine Navy Naval Reserve Command, which, under the leadership of TOPSOLDIERS Internal Vice President, Commodore Jesus C. Millan, led the largest eye screening and eyeglasses distribution missions during the last quarter of 2011. Eyeglasses distribution areas in 2011 included Quezon City (through partnership with SUKOB Inc.) and Pasay City in Metro Manila; Antipolo City (Rizal), Cavite City, Legazpi City (Albay), San Roque (Camarines Norte), San Narciso and Castillejos (Zambales), Sual (Pangasinan), Lipa City and Batangas City (Batangas), and Meycauyan City (Bulacan) in Luzon; and Cabadbaran City (Agusan del Norte) and Sultan Kudarat in Mindanao. In the previous year, GTMF conducted missions in the cities of Cebu and Mandaue in Visayas.

GTMF Executive Director Aniceto M. Sobrepea views HEALS as a response to the governments call for private sector participation in pursuing development objectives. The program is an opportunity for GTMF to uplift lives and become a relevant contributor in the health sector, he said. Boboy was able to have his cataract removed immediately after he received his PhilHealth ID from GTMF. Now, he has resumed his normal activities without the fear of risks and accidents related to his job. Malaki ang seguridad nang may PhilHealth hindi lang para sa akin, kundi para din sa aking pamilya (Being covered by PhilHealth provides security not only for myself, but also for my family), Boboy said. HEALS is a program of GTMF in partnership with PhilHealth and PAMBOKOOP, with the support of the Pasay City Government, the Manila Tytana Colleges, and the Manila Doctors Hospital. About the Logo
At the heart of the HEALS logo is the family as program benefits extend to the PhilHealth members dependents. Parents jointly covering their family demonstrate their proactive role in securing the familys health. Equal signs symbolize health equity by providing disadvantaged sectors with access to medical services.

GT-Metro shares Bags of Blessing with 10,000 poorest of the poor families nationwide

The 2012 Bags of Blessing kicks off at the start of the Chinese New Year celebrations on January 23, 2012 at the Mehan Garden in Manila. GTMF Honorary Chairman Dr. George S.K. Ty distributes the goods to selected poorest of the poor families together with, from left to right, GTMF Executive Director Aniceto M. Sobrepea, GTMF President Alfred V. Ty, DSWD Secretary Corazon Juliano-Soliman, Manila City Mayor Alfredo S. Lim, and GTMF Chairman Arthur V. Ty.

Welcoming the 2012 Chinese New Year in true GT-Metro fashion meant sharing the fruits of the Ty familys successes to the underprivileged through the Bags of Blessing project. Similar to the Chinese tradition of sharing ampaosprosperity gifts that often come in red envelopesduring the new year, the Bags of Blessing provided underprivileged Filipino families with food packages consisting of rice, canned goods, cooking oil, milk, coffee, sugar, noodles, and snacks for children. In partnership with the Metrobank, along with its subsidiaries, Global Business Power and Federal Land, Inc., and the Metrobank Foundation, the GT-Metro Foundation (GTMF) distributed P10 million-worth of food packages to 10,000 Filipino families in selected areas nationwide, including those that have been affected by last years calamities. Recipient families were chosen using the Department of Social Welfare and Developments National Household Targeting System for Poverty Reduction, an information management system that identifies and tracks the poorest of the poor Filipinos. Additionally, the project aimed to complement the agencys Pantawid Pamilyang Pilipino Program (4Ps). We are sustaining the Ty familys tradition of sharing blessings to the underprivileged in our aim to assist the priorities of the government particularly in the delivery of basic social services to the people, said GTMF Executive Director Aniceto M. Sobrepea. Other subsidiaries of the Metrobank Group assisted in the Bags of Blessing distribution activities together with the Armed Forces of the Philippines and the Philippine National Police. Selected distribution sites in the National Capital Region included Manila, Pasig, Marikina, Quezon, Pasay, and Makati. Metrobank also mobilized its local branches and subsidiaries for the simultaneous distribution conducted last January 28 in the cities of Meycauayan (Bulacan), Batangas, Santiago & Cauayan (Isabela), Dagupan, Iloilo, Cebu & Toledo, Tacloban, Bacolod, San Jose (Antique), Davao, Zamboanga and Butuan. 6
