1.0 INTRODUCTION 1.1 AUTHORITY In 1986, Congressestablished DefenseEnvironmentalRestorationProgram (DERP) at 10 the United State Code (USC) 2701 et seq. This program directed the Secretaryof Defenseto carry out a program of environmentalrestorationat facilities under the jurisdiction of the Secretary. In March 1990, the EnvironmentalProtection Agency (EPA) issueda revisedNational ContingencyPlan (NCP). Under 40 Code of FederalRegulations(CFR) 300.120, EPA designated Department of Defense(DOD) to be the removal response the authority for incidentsinvolving DOD military weaponsand munitionsunder the jurisdiction, custodyand control of DOD. Sincethe beginningof this program, the U.S. Army Corps of Engineershasbeenthe agency responsible environmentalrestorationat Formerly Used DefenseSites (FUDS). Since for 1990, the U.S. Army Engineeringand SupportCenter, Huntsville (CEHNC) hasbeenthe Center of Expertise (CX) and Design Center for Ordnanceand Explosives. 1.2 SUBJECT San FeIlpe Bombing Target #67 consistedof 640 acresnear Kane Springs, California located in Imperial County. Military use beganwith the Navys leaseof this property for use as a dive bombing target on 1 November 1944. The ordnanceand explosivesassociated with use of the bomb target include caliber SO small arms, 20mm ammunitionand practice bombs. On 9 November 1945, the Navy approvedthe disposalof the site and cancelledits leaseon 15 December 1945. Plate 1 in the report plates section showsthe generallocation of the site. 1.3 PURPOSE The Archives SearchReport (ASR) compilesinformation obtainedthrough historical research at various archivesand records holding facilities, interviews with personsassociated with San Felipe Bombing Target #67 or its operationsand a team inspectionof the site.. The search dii efforts towards determiningpossibleuse or disposalof ordnanceand explosives(OE) and chemicalwarfare materials(CWM) on the site. The researchplacesparticular emphasis on establishingthe types, quantitiesand areasof disposal. This processobtainsinformation for usein developingrecommendations further action at the former SanFelipe Bombing for Target #67. 1.4 SCOPE This investigationfocuseson potential OE and(or CWM contaminationremainingon the former SanFelipe Bombing Target #67. The DERP-FUDS project number is JOWAO14301. This report presentsthe following:

2.1 CORPS OF ENGINEERS DOCUMENTS The Los AngelesDistrict of the Corps of Engineerspreparedthe following investigationof SanFelipe Bombing Target #67 in support of the DERP for FUDS (seeAppendix D-l): Inventory Project Report (INPR) for project no. JO9CA0143,SanFelipe Bombing Target #67, Kane Springs, California, dated 31 August 1993. During the site inspectionon 6 May 1993, the contractor found severalpractice bombs, multiple 50 caliber belt clips, 50 caliber shellsand casingsat the site. The INPR identified only OE as a potential hazardat the former SanFelipe Bombing Target #67. The INPR assigned Risk Assessment a Code @AC) of 4. 2.2 OTHER REPORTS The archive searchdid not locateany additionalenvironmentalinvestigationsor reports concerningSanFelipe Bombing Target #67.

3.0 SITE DESCRIPTION 3.1 LAND USE 3.1.1 Location SanFelipe Bombing Target #67 consistedof 640 acresin Imperial County, California (see Plate #l). This site lies approximatelyeight miles southwestof Kane Springs, near the intersectionof California Statehighways 78 and 86 southeast the SaltonSea. El Centro is of about twenty miles to the southeast. 3.1.2 Prior Site Use Prior to the EleventhNaval Districts operationof SanFelipe Bombing Target #67, the land remainedundeveloped. 3.1.3 Prcscnt Site Use Currently the former SanFelipe BombingTarget #67 remainsundeveloped. 3.2 CLIMATIC DATA The site lies along the easternsideof the CoastRangeare protectedfrom oceaninfluences and experiencea more desertclimate. The shy is generallyclear year around with a high percentageof sunshine. The summersare long and hot with temperatures reachingat least 100 degrees,on the average,from June through September. Extremesover 120 degrees have occurred. Precipitationis sparsewith an averageammalprecipitation of about 3 inches. The precipitation pattern is predominatelyinfluencedby the semi-permanent high pressure area of the north Pacific Ocean. The Pacific high tracks north during the summer and deflects storms further north. In the winter the Pacific high lossesintensity and drops further south allowing stem to move into and acrossCalifornia. When changes the circulation in pattern permit, storms from the southwestapproachCalifornia caring more moisture and often produceheavy rains. The wettest years haveproducedlessthan 12 inchesat the site and the driest years Iessthan 1 inch. The heaviest24 hour rainfall of 3.4 inchesoccurredin the month of August. Snow is rare and any snow fall of consequence only beenrecorded has during the month of December. The prevailing wind direction is north exceptbetweenJune to Septemberwhen its SSE. The wind is strongestin the summerreachingspeeds to 13 up mph. The nearestsourceof climatologicaldata is the NOAA station at Yuma, Arizona, about 40 miles SE of the site. Climatological data are summarized Table 3-2. in

3.3 GEOLOGY AND SOILS

3.3.1 Geology and Physiology The former bombing target is locatedin the SaltonTrough sectionof the Basin and Range physiographicprovince. This sectionis characterkd by desertalluvial slopesand deltaic plains. The site is locatedabout one hundredmiles to the north-northwestof the northern tip of the Gulf of California. The Salton Trough is a rift valley that owes its existence the to sametectonic forces that createdthe gulf. Structurally, the SaltonTrough,sectionis a complexly faulted graben. There are three major northwest-trendingfault systemsin the southwestern portion of Imperial County. The faults are, from northeastto southwest,the SanAndreas, SanJacinto, and Elsinore faults. These faults exhibit right-lateral and vertical movement.

The site is locatedon ancientlake bedsof Cenozoicage. The sediments of the ancient are Lake Cahuilla and playa lakes. The formation is composed tan and gray fossiliferous of clay, silt, sandand gravel. Also found in the site areais Quaternaryage alluvium. This formation consistsof unconsolidated clay, silt, sand,and gravel occurring primarily as valley till and streamwash deposits(Morton 1966). 3.3.2 Soils Soils of the site are nearly level, somewhatexcessively drained soils on flood plains and alluvial basin floors. The soils formed in alluvial sandsfrom diverse sources. Typically the surfacelayer is stratified, pink and reddish yellow sandand coarsesandto a depth of 27 inches. The underlying material is pink fine sandto a depth over 60 inches. The soil may be gravelly in somelayers and cobbly on the surface. In other areasthe soil is reddish yellow fme sandto a depth over 60 inches. Table 3-3.2 showsa typical profile of the soil found at the site. Table 3-3.2. Permeabilityof the soil rapid, and availablewater capacityis low. Surfacerunoff is slow, and hazardof erosionis slight. There is a high hazardof soil blowing and abrasionto young plants. 3.4 HYDROLOGY 3.4.1 SurfaceWater Topographyof the former bomb target from a low of about 50 feet below sealevel north, to a high of about zero feet (sealevel), west. Surfacewater drainageis north through the tlurizo Wash and other tributaries of SanFelipe Creek. SanFelipe Creek drains into the New Canal which flows north and emptiesinto the SaltonSea. Carrizo Wash and its tributaries in the site areaare normally dry and only carry water during times of precipitation, which is sparsein this area. Floodiig would be unlikely due to the low annual rainfall and the sandynature of the area. No streamgagedata exists within or near the site boundaries. The USGS maintaineda streamgageon SanFelipe Creek near Westmorland

from 1961 through 1988. The maximum flow at the gagefor the 28 years of record was 100,ooocfs. 3.4.2 Ground Water This areais underlainby a regionally extensivesystemof desertbasins. Thesedesertor drainagebasinsreceivethe majority of their r&harge from precipitationrunoff from the surroundingmountainsand the nearby SaltonSea. The water is absorbedand held by the coarse-grained Quaternaryalluvial sediments. The water is therefore unconfined. The depth to groundwaterfluctuatesgreatly due to the surplusor lack of precipitationin the area. The land is dry and must be irrigated to be usedfor graziug or farm land. There are extensiveirrigation systemsthroughdutthe surroundingareasfor both domestic+d farm Use. 3.5 ECOLOGY The U.S. Fish and Wildlife Servicereported that the following federally listed species occur in Imperial County, California: desertpupfish (CyprinodonmacuZatius), endangered; Colorado squawfish(Ptychocheilus lucitis), endangered; razorbacksucker (Xyrazxhen teranur), endangered; desert tortoise (Xerobafesugussizii), threatened;Peninsularbighorn sheep(ovis canadmsis cremnobates), proposedendangered; Yuma clapperrail (Rallus longirostris ymanensis), endangered; and Peirsonsniiik-vetch (Astragah mgdaknae var. peirsonii), proposedendangered. The California Department of Fish qnd GameNatural Diversity Data Baserecordsreport that the only state-listedspecies occurs in the vicinity of the site is the endangered that desert puptish (Cyprinohn macularius). No additionalinformation on the occurrehceof rare or endangered species natural or communitiesis known at this time. This doesnot meanthat other stateor federally-listed speciesmay not be presentwithin the areasof interest. An on site inspectionby appropriate state and federal personnelmay be necessary verify the presence,absence location of to or listed species,or natural communitiesif remedialaction is recommended part of the fmal as ASR. 3.6 DEMOGRAPHICS 3.6.1 Centersof activity The former bombing target is located in Imperial County, California approximately15 miles west of the community of Westmoreland,southof the SaltonSea. 3.6.2 Business Industry Profile and

Of the peoplein the county employedby businesses, about 51.7 percentare employedby trade and financebusinesses.Also prominent are servicesbusinesses about 19.5 percent, at manufacturingat 6.7 percent, and transportationand constructionat 13.5 percent. 4.0 SITEHISTORY 4.1 HISTORICAL SITE SUMMARY 4.1.1 GeneralSite History San Felipe Bombing Target # 67 was locatedat Section 16 of Township 13 South, Range 10 East. On 1 November 1944, the Bureauof Yards and Docks, EleventhNaval District leasedthis property from the Stateof California for useas a dive bombing target site and assumably they activatedit shortly there after (Stateof California 1944). Originally, simply designated San Felipe Bombii Target, the EleventhNaval District redesignated its as all targets on 23 April 1945with numbers. This site becameBombing Target #67 (Eleventh Naval District 1945a). The Naval Air Control Center SanDiego assigned bombing targetsof the EleventhNaval the District to specific units or air stations, althoughthat unit may permit anotherunit to use suchtarget (EleventhNaval District 1944). Therefore any Naval or Marine Corps facility in the EleventhNaval District may have usedthe site. Basescomprising the EleventhNaval District included: NAS SanDiego (North Island) NAS Terminal Island NAAS Los Alamitos NAAS Camp Keamey NAAS Brown Field NAAS Holtville MCAS El Centro MCAS SantaEarbara NAP Thermal MCAAF Camp Gillespie NAAS SanNicolas Island NAAS Salton Sea NAAS Ventura County Airport NAAS Twentynine Palms MCAS El Toro MCAS Mojave NAAS Ream Field NAAS San ClementeIsland NAF Litchfield Park (EleventhNaval District n.d.) The unit controllmg SanFelipe Bombing Target # 67 could not be determined,although NAAS Salton Seaand MCAS El Centro were the closest. On 9 November 1945, the Navy approvedthe disposalof the site and cancelledits leasewith the Stateof California on 15 December 1945 (U.S. Navy 1945; Stateof California 1945). 4.1.2 Summaryof Ordnanceand ExplosivesActivities Investigation of historical records did not specificallyindicate the types of ordnanceusedon site by the Naval and Marine air units of the EleventhNaval District. The ASR site inspectionteam identified the following OE debris, which concurswith INPR site inspectionfindings at the site:

The archive searchteam found no indication that SanFelipe Bombing Target #67 conductedCWM wing, storage,or disposal.
4.1.4 Certificates of Clearance

The archive searchdid not reveal any certiticatesof ordnanceclearance, decontamination or deduddingassociated with SanFelipe BombingTarget #67. On 15 November 1945, the EleventhNaval District statedthat the ground would be leveledand target markers removed but did not make any referencesto clearance(EleventhNaval District 1945b).
4.2 REVIEW OF HISTORICAL RECORDS

The researchteam searched the following locationsfor recordsrelating to OE and CWM at activities at SanFelipe Bombing Target #67. At theserepositoriesthe researchteam used finclmg aids and &ords managersto assistin locating documentsrelevant to the research topic. The ASR team accuniulated complementary documentsreviewed on SanFelipe Bombing Target #67 but not specificallyused. Thesecomplementarydocumentsare storedwith the original ASR documents. This map showsthe T-67 SanFelipe as a Dive Bombing target. 4.4.3 Air Photo Interpretation Governmentand contractor personnelconductedan aerial photographydatabase search. The analystdelineated imagery containingimportant areason hard copy plots and digitized it using Computer-AidedDrafting and Design (CADD) software. The digitized features overlay scanned aerial photography,resulting in the final plots (seePlate 2). The analysis involved using stereoviewing of photographywhichallows more accurateidentificationsthan monoscopicinterpretations. Resolutionand scaleof the imagery limited the identification of featuresdiscussed this study. The analystusedthe word probable when discussing in featuresfor which identification is reasonably accurate. The analysisusedthe term possible when identification was not positive, but the object/areamatchedknown features/locations other sources. Analysis of the aerial photographs on referencedthe site maps discussed sections4.4.1 and 4.4.2 above. The bolded numbersin parentheses in referencedin the sub-paragraphs below,refer to the feature descriptionson the annotated aerial photographyplates. 5.0 REALESTATE 5.1 CONFIRMED DOD OWNERSHIP


The former SanFelipe Bombing Target #67 consisted 640 acresof real estate. The site of consistedof 1 squaremile in Section 16, Township 13 South, Range 10 East. The Eleventh Naval District acquireduse of this sectionby leaseNOy(R)-36994 from the stateof California on 1 November 1944. On 9 November 1945, the Navy approvedthe disposalof the site and cancelledits leasewith the Stateof California on 15 December 1945 (U.S. Navy 1945; state of California 1945). This real estatefigure concurswith the acreage number statedin the INPR (Appendix D-l). Basedon a review of availablereal estatedocuments,the Departmentof the Navy released SanFelipe Bombing Target #67 with no restrictive covenantsor land use restrictions. 5.2 POTENTIAL DOD OWNERSHIP The archive searchdid not identify any additionalareasof potential or undocumented military ownershipor land useassociated with SanFelipe Bombing Target #67. 5.3 SIGNIFICANT PAST OWNERSHIP OTHER THAN DOD This investigationdid not reveal any significantpast ownershipof SanFelipe Bombing Target #67 with relationshipto OE or CWM.

5.4 PRESENT OWNERSHIP


Recordsreviewed indicate the current property owners of section 16 is Michael and Daniel Burke of Irvine, California.

The National Security Act of 1941 created the Department of Defense. Hence, since San Felipe Bombing Target #67 was acquired in 1944 and released in 1945, teclmicrdly it was never used or owned by the DOD, but rather the Department of the Navy. 6.0 SITE INSPECTION 6.1 GENERAL PROCEDURES AND SCOPE The ASR site inspectioncharacterizedOE and CWM potential basedon a visual examination at SanFelipe Bombing Target #67. Land owners grantedverbal permissionfor right-ofentry on privately owned property prior to the inspection. This inspectionincluded only visual and non-intrusivemethodsof inspection. The team followed a site safety and health plan (SSHP)prohibiting digging or handlingof potential OlYCWlvI. The SSW defined standardoperatingproceduresto ensuresafety and prevent accidents. Appendix L-l contains a copy of the SSHP. The inspectionteam consistedof the following St. Louis District Corps of Engineerspersonnel: Jennifer J. James,William K. Jamesand RandalS. Curtis. They performed a site survey of the former SanFelipe BombingTarget #67 on 31 March 1998. Subsection containsa synopsisof the site inspectionand Appendix G2 containsa 6.2 detailedaccount. Appendix I includescurrent site photographs. 6.2 SITE INSPECTION SYNOPSIS The team arrived in the vicinity of the SanFelipe BombingTarget #67 on 31 March 1998at 0930. From highway 78, the team took an unimprovedBureauof Land Management(BLM) power line accessroad, separatingRange9 East and Range 10 East. This road is about 7 miles west of highway 78s intersectionwith highway 86. The team drove about 6 miles south and hiked in about 2 miles into the target location from the west. Crossingthe arm of the Carrizo Wash, which delineates western border of Section 16, the the team locateda single expended caliber .50 cartridge. The noted presence OE debris of becamemore prevalent about half way acrossthe sectionmile at coordinatesN 33 02.466, W 117056.572, with the discovery caliber .50 and 20mm links and debris from 100 pound practice bombs (i.e. suspension straps, noseconesand fins). The target consistedof lug 100, 200 and 300 feet diameter concentriccircles defmedby piles of broken concrete/cinder blocks centeredaround coordinatesN 33 02.408, W 117 56.389. The types of expended OE debris found in the area were: 3 pound practice bomb AN-MK 23, (cast iron) 100 pound practice bombs, MK VII or Xv caliber .50 cartridge cases,links and projectiles 20mm links and projectiles The site inspectianteam did not discover any fragmentationor cratering that would indicate the use of High Explosives@I.E.) on the target.

7.0 EVALUATIONOFORDNANCEl'OTENTIAL
7.1 CONVENTIONAL ORDNANCE CONTAMINATION The archive searchuncoveredevidencethat the EleventhNaval District utilized conventional ordnanceat SanFelipc Bombing Target #67. The types of ordnanceand explosives associated with the site included: 100pound practicebombs, 3 pound miniature practice bombs, caliber .50 small arms and 20 mm ammunition. None of the reviewedinformation indicated any other ordnancerelated operationsat SanFelipe Bombing Target #67. Aerial photographyanalysislocated evidenceof a bombing target. The site inspection confirmed the target center with 100, 200 and 300 feet dieter concentriccircles. It also verified the presenceof OE debris from caliber .50 small arms, 20 mm ammunition, 100 pound practice bombsand 3 pound miniaturepractice bombs. All the OE debris found by the inspectionteam appearedto be expended no completerounds of any type were found and and they did not find any evidenceof the use of H.E. 7.2 CHEMICAL WARFARE MATERIAL CONTAMINATION Basedon this investigation; no evidencesurfacedof chemicalwarfare materialsstorage, usage,or disposalat San Felipe Bombing Target #67. Furthermore, the missionof San Felipe Bombing Target #67 doesnot imply the presence CWM. Research of discoveredno historical records associating CWM with the site. Interviews did not discloseany correlation of CWM with the site. Additionally, the site inspectiondid not uncover any evidenceof CWM hazards.

a. Dexripion. Practice bomb MK15 Mod 2 (fig. 2-62 and table 2-50) is identical to the Mod 3 except that it is not adapted for the we of a fuze and signal. It is filled with water or a mixhw of sand and water (fig. 2-63) for spotting purposes. For training purposes, a small washer may be soldered to the nose of the bomb to simulate a fuze. The end of an arming wire (which is normally inerted in the fws of service type bombs) is then secured to the washer. For armed releases, the wasberistomfreeofthebombbythearming wire, for safe relea.w, the arming wire remains secured to the washer. When used against armoreddeck target boats, it is filled with water and released from an altitude of less than 7,000 feet. b. Bomb, Practice: MK I5 Mod 3. &a&e bomb MK15 Mod 3 has B light cased, cylindrical body with a headed fiIling hole in its munded nose. A box-fin assembly consisting of four metal vanea attached to P cone is welded to the aft end of the body. The bomb has two m&l suqznsion band assemblies (each consisting of a cimulac clamp, a mmpertsion lug, and two cap screws) for tightening the band to the bomb. The bands may be adjusted for double mspewion of the bomb by orimting to suit the rack or shackle to which the bomb is to be attached. A flat nose attacbt that reduces ricochet of the bomb at entrance angles as low as 90 degrees is used during antisubmarine practice. The attachment is secured in place by P cap which threads onto the tilling hose. The bomb is used with practice bomb signal MK7 Mod 0 and inert fuze MK247 Mod 0, both of which are secured to the aft end of tbe bomb. Reference:

c. Bomb, Practice, 1lWpound: MK15 Mod 4. The practice bomb MK1.5 Mad 4 is a light-cased, cylindrical bomb with a round nose and an integral box fin and cone. A flash tube, extendmg throughout its transverse &is, housed a pyrotechnic signal and tiring-pin assembly. Two suspension lugs are welded to the bomb body 14 inches apart. A filling hole is located off center cm the bomb nose and is sealed by a filler cap similar to those wed on automobile gas tanks. The tiring-pin assembly consist8 of two &allow metal cups, separated by a spacer which housed the firing pin. A cotter-pin through the nose end of the ilash tube and two recesses in the lip of the fotuwd cup locks the firing-pin assembly and signal in place. d. Functioning. Upon impact of the bomb with the target, the signal is detonated, producing a flash ad a large puff of smoke, which permits observation of the bombing accumcy.
