SITE NAME(S1: Stead Air Force Base Survival Training Frenchman Creek Camp, also known
as Stead AFB Srv Trg, Plumas County, California.
LOCATION: Located in Plumas County, twnty miles southeast of Milfor~d,California. See Figure 1.
SITE HISTORY: Prior to 1940, Ihe United States Department of Agriculture, Forest Service acquired 5,402.24 acres by withdrawal from public domain @ .d.). On 25 June 1952, 5,402.24 p.d. acres were transferred from the Department of Agriculture, Forest Services to the Air Force On 30 March 1966, 5,402.24 p.d. acres were retransferred to the Forest Service. The site was used by Stead Air Force Base, Nevada, as a Survival Training Site. There was no mention in the historical files of any site improvements.
!jITE VISIT: A site visit was conducted on 1g4 July 1992 by Mr. Mark Melani and Mr. Mark Van Scyoc of Dynarnac Corporation. They imet Mr. William Snow, Cadastralist of the FSPlumas National Forest Service. Mr. Snow provided 1987 aerial photos and 1986 United States Department of the Interior, Geological Survey Topographical maps for the subject site.
The site is located within the bountkies of the: Plumas National Forest. Site usage is basically unchanged since it was retransferred to the Forest Service on 30 March 19615. The site survey was conducted by driving on private and public dirt roads and the gravel access road between Frenchman Lake and Laufman Access to several areas, including French Clove, was restricted by locked gates. The survey team found no physical evidence of former DoD use at the site. Mr. Chuck James, historian and archaeologist for the FS-Plumas National Forest was contacted. He stated that the only evidence of Don usage at the site cmsisted of parachutes which are periodically reported by campers and hikers. Mr. Joe Bingham, a resident of Dixie Valley, near Frenchman Creek was interviewed. He stated that he has not seen or heard of any evidence of past DoD usage. Mr. Jerry Sipe of the Plumas County Environmental Health Services was contacted regarding contamination. He conducted a search of the records concerning USTs and hazardous waste at the site. There was no evidence of USTs or potentially hazardous waste at the site. The State of California Hazardous Waste and1 Substances Site List (Cortese List), November 1990 was examined. No references concernin~g Frenchman Creek Camp were noted.

1. In 1952, the Department of Agriculture, Forest Service transferred 5,402.24 public domain acres to the Air Force.

DETERMINATION -
Based on the foregoing findings of fact, the site has been determined to be formerly used by the DoD. Therefore, it is eligible for funding under the Defense Environmental Restoration Program for Formerly 1Jsec.l Defense Sites established under 10 USC 2701 et seq.
