SUBJECT Authorize (1) a professional services contract with HDR Engineering, Inc. to prepare the Citys Long Range Water Supply Plan Study to the Year 2070 and beyond, in the amount of $3,890,000; and (2) the acceptance of a grant from the United States Bureau of Reclamation in the amount of $198,000 to evaluate additional reuse opportunities to the Dallas downtown and surrounding areas - Not to exceed $3,890,000 - Financing: Water Utilities Capital Construction Funds ($198,000 to be reimbursed by the Recycled Water Feasibility Study Grant Funds) BACKGROUND The City needs to obtain and connect additional water supplies in order to meet the future needs of the citizens and customers of Dallas. As discussed during the Dallas Water Utilities (DWU) August 27, 2012 budget briefing to City Council, a new long-range plan is needed in order to determine Dallas future population and water needs to the year 2070 and beyond. The last full review of Dallas Long Range Water Supply Plan was 1989 with updates in 2000 and 2005. The objectives of the Citys Long Range Water Supply Plan Study are to review current conditions, analyze the need for revisions to the current planning area, update population and water demand projections, analyze the impact of water conservation on demand planning, compare alternative supply sources (surface water and groundwater), treatment facilities needed to meet demand and to recommend a plan of action that would allow the City to provide for the needs of its customers to the year 2070. The results of the LRWSP, once adopted will be submitted to the Region C Water Planning Group and be incorporated into the 2016 Region C Water Plan and the 2017 State Water Plan.

BACKGROUND (continued) In addition, the Long Range Water Supply Plan Study will determine the feasibility of providing reuse water to the Dallas downtown and surrounding areas. This work will be done in collaboration with the United States Bureau of Reclamation (Bureau) and its Water Reclamation and Reuse Title XVI program, which allows a cost sharing of 50/50 percent for design with possible 25 percent construction cost sharing by the Bureau if approved by Congress. This portion of the project will evaluate sources, uses, customers, pressure, water quality and pipe alignments and will recommend the best alternative to provide reuse water to potential customers in downtown Dallas and along the White Rock Corridor; expanding from previous studies or plans. Information obtained from this study will be included in the Long Range Water Supply Plan as to the amount and possible use of reuse water. September 26, 2012 WHEREAS, the Citys current Long Range Water Supply Plan shows the requirement to obtain and connect additional water supply in order to meet the future needs of the citizens and customers of Dallas; and, WHEREAS, the Citys Long Range Water Supply Plan needs to be updated to determine future population projections and water supply requirements to the year 2070 and beyond in order to provide information to Region C and the States Water Plan; and, WHEREAS, the City proposes to enter into a contract with HDR Engineering, Inc. to review current conditions, analyze the need for revisions to the current planning area, update population and water demand projections, analyze the impact of water conservation on demand planning, compare alternative supply sources (surface water and groundwater) and treatment facilities needed to meet demand and to recommend a plan of action that would allow the City to provide for the needs of its customers to the year 2070; and, WHEREAS, the results of the Citys Long Range Water Supply Plan Study, once adopted, will be submitted to the Region C Water Planning Group and be incorporated into the 2016 Region C Water Plan and the 2017 State Water Plan; and, WHEREAS, Dallas, in collaboration with the United States Bureau of Reclamation (Bureau) and its Water Reclamation and Reuse Title XVI program, will evaluate the feasibility of providing reuse water to the Dallas downtown and surrounding areas, and utilize this information in the proposed Long Range Water Supply Plan to identify additional potential uses of reuse water; and, WHEREAS, the City Council hereby finds and determines that the City Manager should be authorized and directed to take such action in order to determine Dallas long range water supply needs; Now, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DALLAS: Section 1. That the City Manager is hereby authorized to (1) enter into a professional services contract with HDR Engineering in order to prepare Dallas Long Range Water Supply Plan to the Year 2070 and beyond, in the amount of $3,890,000 for costs associated with this study, and (2) accept Recycled Water Feasibility Study Grant Funds in the amount of $198,000 from the Bureau of Reclamation to evaluate additional reuse opportunities to the Dallas downtown and surrounding areas.

That the City Manager is hereby authorized to execute the contract with HDR Engineering, Inc. and execute the grant agreement with the United States Bureau of Reclamation after each has been approved as to form by the City Attorney. Section 3. That the City Controller is hereby authorized to deposit United States Bureau of Reclamation Recycled Water Feasibility Study Grant Funds, as acquired, in a total amount not to exceed $198,000 in Fund F374, Department DWU, Unit CS02, Revenue Source 6506. Section 4. That the City Manager is hereby authorized to establish appropriations in the United States Bureau of Reclamation Recycled Water Feasibility Study Grant Funds, in an amount not to exceed $198,000 in Fund F374, Department DWU, Unit CS02, Object Code 3070. Section 5. That the City Controller is hereby authorized to reimburse the Water Utilities Capital Construction Fund: Department; DWU: Unit; 0102; Object Code: 3070 upon receipt of the grant proceeds from the Recycled Water Feasibility Study Grant Funds. Section 6.
