Situation The Rutherford County Mobile Health Unit is not communicating its needs to its publics to attain the assets needed to reach more of Rutherford County, causing the mobile health unit to turn its back on citizens requesting health care. Since 2003, the MHU has been acting as a primary care unit providing health screenings, checkups and immunizations for those who do not otherwise have access. For most of the community, the lack of access to medical care is due to the absence of affordable health insurance, but for the portion of the community that is insured, it is the difficulty of establishing a primary care physician. The major factor in lack of establishing proper medical care is transportation; many families cannot jeopardize their income and employment to seek proper medical care. Rutherford County is the fastest growing county in the country with a population that grew 11 percent in less than three years (1). Several factors behind this population surge are affordable housing, jobs affiliated with a large manufacturing industry and an easy commute to Davidson County. Unfortunately, with the rise of the population, there also comes an increase in the need for health care. In Rutherford County there are 33 schools with approximately 27,000 students (2). Currently the MHU reaches only 13 percent of the countys school-age population as it visits four schools and two housing units (2). The one factor that is preventing the MHU from reaching more of its community is an additional mobile health unit. In order to attain a new mobile health unit and provide medical assistance for the needy, the MHU will need to seek national and local sponsorship as well as support from its community. Research has proven that businesses both national and local, as well as churches, can provide a limitless amount of assistance as opposed to the government, which is extremely limited in its charitable assistance.

Objectives To obtain $300,000 by December of 2005 to put toward the purchase of an additional mobile health unit, enabling it to provide medical care to more Rutherford County citizens. To establish a volunteer pool of 50 people to assist the one-person operation in operations and fundraising. Increased awareness is implied. All of the strategies and tactics are aimed at educating the chosen publics about the MHU, in order for them to give.

Publics National Corporations Corporations give over $12 billion a year and represent 72 percent of the giving to health care (3). These corporations were also targeted based on a few other criteria. First, the organization had to have a philanthropic focus complementary to the MHU's needs. For example, Home Depot was not targeted because it concentrates its funding in community building. The MHU qualifies for one of the top ten highest corporate cash donators, Ford Motor Company (6). Second, the deadline had to be compatible with the plans timeline. For example, the MHU fit the criteria for Johnson & Johnsons funding perfectly, but the deadline passed during the creation of the plan. Johnson & Johnson then had a new focus for their new year, and the MHU no longer qualified (5). Philanthropy Organizations The same criteria were used for national corporations as was used to decide what philanthropic institutions would be targeted. Just as companies choose a focus for their donations, so do other organizations that donate money. For example the Conservation Fund was the top charity in 2002, but the MHU does not fall under their charitable focus of the environment (6). Churches All the churches in the county are targeted because households in the South that attend religious services on a weekly basis give 143 percent more than Southern households that don't, which is the greatest difference among households in any region of the United States. Americans give to religious organizations, regardless of income (7). Their place of worship is where 56 percent of volunteers hear about their opportunities to share their time (7). Local Businesses These businesses were targeted because 91 percent of all smaller businesses (defined as those employing 4-99 people) support charitable organizations. Nearly two-thirds, or 63 percent, of these businesses gave in-kind donations such as products or services (8). These businesses are also more likely to participate in fund-raising or promotional events, like advertising, sponsorship and auctions. Ninety-two percent of small business owners/managers rank helping the community as a very important consideration when choosing an organization to support (8). Finally, it was reported that small business owners/managers overwhelmingly prefer to give to organizations based in their community.

In the past year, individuals gave $152.07 billion to charitable causes; that is 75 percent of the total amount of U.S. charitable dollars given annually (9). Reportedly, 89 percent of all households give, with an annual average of $1,620 per household, and 83.9 million American adults volunteer, representing the equivalent of over 9 million full-time employees at a value of $239 billion (7). The 50-to 64-year-olds are targeted for donations and volunteering, because that is the fastest growing age group who will be earning the most and with the most time to volunteer (7). Households that are retired and those that make over $100,000/year are also targets, because they give 2.5 percent and 1.9 percent, respectively, of their income or accumulated wealth, according to (4). It should be noted that people who make the least give the highest percentage of their income, but those that make over $100,000/year give higher dollar amounts (4).

Strategies It has become apparent through research that a demand has arisen for another mobile health unit and a need for volunteers to aid the MHU in its mission to commit to aiding all persons, with special attention to those who are poor and vulnerable. Commuting For Cares basic strategy is to gain monetary and volunteer support through community and national donations and volunteers. Commuting for Care is going to acquire monetary donations through the application process for sponsorship from national corporations and philanthropic organizations. Commuting for Care is going to achieve monetary donations, a volunteer pool and awareness/education, locally, through a community health fair and persuasive literature. Commuting for Care wants to inform and educate its publics through communicating the need for health care assistance one community at a time.

Tactics The MHU will take advantage of the online application process provided by several of the national corporations and philanthropic organizations that Bullseye has chosen to target. For the organizations that do not have the online application process, we will mail out the materials requested for the specific organizations application process. (See Potential Donators Application Packet.) The MHU will send an information kit to the churches. It will request aid and a mention to the congregation. The option will be given for a presentation at the church's business meeting about the MHU's operations and needs. The informational kit will include the following: A tailored letter Informative brochure Information about the new vehicle Contact information A tabloid-size poster will be distributed that will include a simple message of the MHUs mission, what it does and what our community needs it to provide. It will also have a take one perforated slip that can be torn off and filled out. Then the slips will be dropped in to a box below or near the poster and collected. These will be displayed in high-traffic areas of the community such as: Patterson Park Community Center Linebaugh Library Discovery Center YMCA SportsCom Center Middle Tennessee State University Stones River Mall Churches

The MHU will organize a health fair at Northfield Elementary School celebrating Health Literacy Month in October, including:

Health screenings Spokespersons and educators Available literature Bloodmobile Activities for children Complimentary concessions Raffle with prizes donated A website will be created and will have general information about the MHU as well as links to educational sites, insurance programs and Middle Tennessee health awareness events. A mail-out brochure with a detachable leaflet to mail back will be sent out to targeted households. It will explain the MHUs operations and need for donations.

The MHU is joining community health advocates to promote the importance of understanding health literacy and applying it to everyday life. The health fair will educate the community in understanding how health affects all areas of life, including occupation, parenting and education. Catherine Stephens, principal of Northfield Elementary, sees the importance of health in education every day. Learning is an emotional activity. A child cannot learn without physical or emotional health, so a healthy child is a healthy learner, said Stevens. Local health experts will be available to answer questions, distribute literature and conduct free blood pressure, cholesterol, diabetes and bone density screenings. The MHU Health Fair will provide free food and fun activities for all. The fair is free to the public, and information on the Rutherford County Mobile Health Unit will be available. The health fair will provide excellent photo opportunities for the media with local opinion and perspectives. The health fair will be held at Northfield Elementary located at 550 W. Many of the people we serve are without primary care or are medically homeless. Many times, those without insurance or those in one-parent households cannot afford to seek medical assistance until they are very ill. This results in expensive emergency room bills that could have been avoided if they had been treated earlier. With the support of another unit, we can reach many more of these people. Our goal is to raise $300,000 toward the purchase of an additional mobile health unit which would enable us to provide medical care to a greater number of citizens in Rutherford County.
