WIND PARK CICLOVA - SIFEE ENERGY SPVs

Fact Sheet

SIFEE NEW ENERGY Ltd, located in Sibiu, Romania deals extensively with the research & development of renewable energy projects. In the last years the company focused the development of a 300MW wind project (75 + 69 + 156MW, equiped with 3MW class turbines).

We have established for the project dedicated SPVs - project companies for each of the phases: SIFEE ENERGY -75MW with 25 turbine locations, SIFEE ENERGY TWO 69MW with 23 turbine locations and SIFEE ENERGY THREE 156MW with 52 turbine locations. The WIND PARK CICLOVA project is located in South-West of Romania, at a distance of 120km from Timisoara. The good multi-yearly average wind speeds 6,3 - 6,5 m/s and the grid connection opportunities in this area have determined us to buy WTG locations in the Ciclova region. The windfarm is situated in an 8.000ha hilly area where we have bought until now 52 turbine locations with related roads. For the first 75MW - 25 turbine locations, environmental permit, building permits and grid connection approval (ATR) have already been obtained. At this moment for the 69MW of SIFEE ENERGY TWO we have already bought the 23 turbine necessary locations and we have obtained the environmental permit, the urbanistic plan and the grid connection permit. This 69MW will be connected in the new 400kV line Resita-Pancevo during 2014 2015. Details can be found in the link below: http://www.transelectrica.ro/EN/news.php?cod=91 . In parallel our company is trying to find a second grid connection possibility into Enel 110kV line. SIFEE ENERGY THREE srl, the third SPV, will develop the other 123 - 156MW wind park project in the same area. The wind turbine locations corresponding to this SPV are partially bought and partially in progress of being purchased. Also PUZ (Urbanistic Plan), environmental permits and other permits are ongoing. This phase also has a grid connection permit for the future Resita-Pancevo line. The purchased wind turbine locations are registered in the ground book on the name of the SPV. Due to the large placement area the positions could be chosen without restrictions, insuring that the distance between each turbine is 800m in the main wind direction and 400m perpendicular to the main wind direction. Each turbine location consists of a land plot with a diameter of approx. 130m and a surface of approx. 13.500sqm and also a 6m wide road which connects the turbine with the main road. Measurements of instantaneous values of wind parameters are being performed, with a 102 m high wind monitoring station. This first wind mast was located in the most unfavourable area of the park. Beginning with July 2011 we have installed a second 60m high wind mast on the top of a hill. In parallel with the extension of the wind park we will continue during the next period of time the wind measurements with both of our wind masts. The wind parameters are being measured with anemometers, wind direction vanes, humidity air pressure sensors and digital thermometers. All these devices are ultimative products from THIES Clima First Class Advanced, Ammonit Wind Data Logger and NRG. The wind data analysis & assessment report has been performed by the german company CUBE Engineering. The Cube Wind Energy Expertise is available for those interested in purchasing the wind park. The solution study for the grid connection made by Transelectrica & Tractebel GDF - SUEZ confirmed grid connection opportunities up to 300 MW, which can be realised in two steps: First step: In the wind park area exists a 110kV line to which 75MW could be discharged at any time

Second step: The other 225MW could be discharged after the construction of a new 400 kV-line which has started this year (part of an international investment programm). This 400kV will pass our windfarm in 15 km distance and through a transformer station we will be able to connect all 300MW. At the moment we are discussing with Iberdrola to share the financing cost of one segment of this line so it can become operational until 2014.
