Analysis of Red Alert Constituencies (with 3 or more contesting candidates with declared criminal cases in Uttar Pradesh Assembly Elections 2012 Executive Summary
30% of the constituencies in the phases 1, 2,3, 4, 5, 6 and 7of UP elections, i.e. 121 out of the 403 constituencies going to polls are red alert constituencies, i.e. they have 3 or more candidates from major parties with declared criminal cases against them, giving candidates limited choice to selected an honest and capable candidates. Out of these 121 red alert constituencies, 79 constituencies have 3 candidates with declared criminal cases, 37 have 4 such candidates, 4 have 5 such candidates and 1 where all of the 6 analysed candidates have criminal cases. All candidates analysed from Mehdawal constituency in Sant Kabir Nagar district have declared criminal cases in their affidavits. They include candidates from Peace Party, JD(U), SP, INC, BJP and BSP. Varanasi District has highest number of candidates i.e. 26 (54%) out of 48 analyzed till now, who have declared criminal cases in their affidavits st nd rd th th th th submitted to the Election Commission amongst the districts going for polls in the 1 , 2 , 3 , 4 , 5 , 6 and 7 phase of Uttar Pradesh Assembly Elections 2012. Uttar Pradesh Election Watch (UPEW) analyzed 2195 candidates, belonging to various major parties in Uttar Pradesh like the BSP, BJP, INC, SP, JD (U), st nd rd th th th th RLD and Peace Party contesting the 1 , 2 , 3 , 4 , 5 , 6 and 7 phase of Assembly Election 2012. This analysis is based on the affidavits submitted to the Election Commission of India by the contestants themselves and highlights the fact that these parties have given tickets to candidates who have declared criminal cases in their affidavits. Given below is the table which shows constituencies where 3 or more candidates have declared criminal charges:
