Title of the Cooperation Project The Project for Improvement of Water Supply in Abbottabad in the Islamic Republic Pakistan Categorization and its reason 2.1 Category: B 2.2 Reason This project aims to supply safe and stable water by means of taking surface water from valleys located in the east of Abbottabad city for residents of Abbottabad TMA, Nawanshehr Service Union and its adjoining four Union Councils and will be conducted through Japans Grant Aid scheme. With expanding and newly- installing water supply systems including establishment of new wells, unexpected influences on natural and social environment such as issues of land acquisition, a conflict of water right and so on will arise. Therefore, this project is classified in Category B. 3. Outline of the Location District Abbottabad is center of Hazara Division, which is located in a valley and situated between 33 50 and 34 23 North, and 73 35and 73 31 East at an altitude of 4120 feet (1250 m) above sea level. It is located in the place about 2.5 hours (100km of distance) by a car from Islamabad which is the capital of the Pakistan and about 3 hours (205km of distance) by a car from Peshawar which is the capital of NWFP. The monthly average lowest temperature is 1.8 C in January and 20.1 C in July. The monthly average maximum temperature is 12.6 C in January and 32.4 C in June. Precipitation in Abbottabad varies annually. Average monthly precipitation during 1961 to 2002, the maximum monthly precipitation is recorded in August (259mm), and the minimum monthly precipitation is recorded in November (30mm). Population of the target area was 151,875 at Census in 1998. population will be estimated 205,120 and 234,970 respectively. Jadoon is the main tribe inhabiting the project area. Other tribes include Syed, Awan, Sardar, Tanawali, Gugar and Abbassi. All the population is Muslim and belongs to Sunni Sect. Main language is Hindko spoken by majority of the population. Karakoram Highway passes through Abbottabad area to China from south to north, and Murree Road is provided eastwards, and is an important place in North-West Frontier Province. The rate of households of a gas supply through a gas pipeline network is very high as domestic fuel in Abbottabad area. Although electricity has spread through almost all homes, load-shedding is conducted about 4 to 5 hours a day. Although a sewage system was planned in 1985, it has not been in implementation due to the

shortage of funds etc, and has not been served. Therefore, much of domestic sewage of Abbottabad city is untreated, and is discharged into branches of the Dole River and so on.

Outline of the Relevant Agencies and the Institution, which implements the Project, EIA and so The implementing agency is District Government Abbottabad under the Government of the NWFP. Operation and Maintenance of Gravity Water Supply will be carried out by new a proposed organization, i.e. Gravity Water Supply Unit, while O&M of Ground Water Supply System of 10 villages will be conducted by Water Supply and Sanitation/PHE of the District Government. Environmental administration of the province is carried out by the Environmental Protection Agency (EPA, NWFP). EPA NWFP was established in 1989 under the administrative control of PP&H Department. Later on, in 1992, it was transferred to PE&D Department the attached Department. Recently it has been placed under a newly established Environment Department.

Inlet Items 7 Misdistributio n of Benefit and Damage Rating; Reason D: The issue of water rights with Haripur District has been solved. The allocation of water rights between Abbottabad and Haripur has been recognized on 53:47 by the High Court under presence of persons concerned including representative of inhabitant in Haripur district. Besides, a meeting in which the representative of the farmer institution of a Haripur District also participated was held, and recognition of this project was made in the meeting. 9. Whether another environmental and social considerations study is required at this stage or not? NOC, Non-Objection Certificate issued by Environmental Protection Agency(EPA), NWFP on May 2004 has been already expired according to Pakistan Environmental Protection Agency (Review of IEE and EIA) Regulations, 2000 and the estimated project cost is more than Rs.25millon. According the Regulation, 2000, it is necessary to conduct EIA. The previous IEE/EIA procedure was legally the same as the present procedure.
