To, Justice J. S. Verma Former Chief Justice of India, New Delhi, Subject: Suggestions for strong law against rape. Dear Sir, Aruna Shanbaug, a nurse from Mumbai is lying in comma for last 37 years & the rapist who raped her is living freely after passing two concurrent seven years imprisonment in jail, is this justice with her? There are several such cases where victim suffer whole life & rapists enjoy life after a maximum period of 10 year of punishment. Recent gang rape in Delhi shown how weak is our law & system as a whole which needs to be changed now. No sympathy should be shown with rapists; their punishment should be strict & fast enough to set example of fear to all other rapists. We recommend these suggestions to make the law stronger to protect the women: 1) Hang rapists in case of rare-to-rare rape case & also in cases where girls are below 13 years. As it is said that death sentence will bring more risk to the victim's life, then we can see there are several cases where rapists are still killing girls after rape even when they are 2-3 years old. Can weak law save their life when it can't save their honour? It's the only fear of law which will protect them from getting raped. 2) In other rape cases, rapists should be castrated with rigorous life time imprisonment. They have no right to live in society or to touch any other girl then after. 3) To cure this cancer from its root, we'll have to avoid all such things which diminish character of a person. When we have law against obscenity under Section 292, of the Indian Penal Code, then why Media & Bollywood is not controlled by it. Why they are allowed to spread obscenity & spoil public behavior? Why Censor Board is passing main stream movies blindly? Why not this Act is imposed on them who intend to produce such things? Why we forget our social responsibility & why such things are kept openly for a huge audience who are under 18 only. 4) Block all porn websites in India, this is from where guys in early childhood are losing their character & value for a women. 5) Alcohol consumption in India will cross 19,000 million litres by 2015 from the current level of 6,700 million litres and so as the graph of crime against women rising along with it. Where we are going? Why govt. promotes alcohol so much by giving license to counters on every street? Why not they discourage it & emphasis on more healthy resources to generate revenue? 6) All laws related to eve-teasing or sexual abuse should be made stricter, so as to curb the intentions of culprits at the very beginning stage to stop it to grow to do more serious crime. 7) Expand the definition of rape to include not just penile penetration of the vagina but also oral sex and penetration for sexual purpose of the vagina, anus, urethra or mouth.

8) Make yoga & meditation session compulsory in all schools to make them grow with a healthy mind & a balanced mind to make them good human beings. 9) Emphasis more on our Vedas & Upanishads to let them know the purpose of their life & how to attain it, being free from carnal pleasure & so that they can grow as a person helpful to build our nation instead of being a destructive one. 10) Make Self Defense training for girls compulsory in all schools & colleges.

11) Give special psychological and mental healing and support from medical Councilor to the Rape victims. 12) Women Helpline (1091) should also come forward to ground to reach the victims by organizing camps along with Mahila Aayog & other women NGOs both in rural & urban areas. 13) To ensure security for women at workplace, Supreme Court guidelines for all organizations & corporate houses to make a Women Committee, to protect women employees from sexual harassment are nowhere taken care of. This should be implemented effectively both by Central & State Govt. 14) Strict action should be taken against Police officers, who don't encourage women in filing their case, which is more common in remote villages. 15) Make police independent from legislator's interventions or any kind of illegal interventions, then only free and fair investigation possible. And with only free and fair investigation, law can be enforced on ground level and Court can give true judgment, and can control crime in society. 16) Increase women police and their recruitment. Every police station must have Women police staff.

17) Police training must be given at regular intervals, Police must be trained on 'how to react in such situation', 'how to investigate cases as per modern methods', 'how to secure proofs' (cloths, weapon, other human medical samples) and submit in just hours in nearest forensic lab (in time bound of 2 to 12 hours, as most often these samples kept in Police station for weeks and weeks! When they reach to forensic lab, most of all the samples are destroyed. So forensic lab is unable to give proper reports, and so as legal courts are unable to consider forensic reports as main proof, in many cases!) 18) Make more forensic labs and adopt more high level tests techniques and connect all forensic labs with Police station. 19) Make accountability for police under police commissioner, each police station and police inspectors will have to submit monthly report on Women related crime cases of their areas to police commissioner and state Government's home ministry must watch and review those reports. If the reports prove false or tampered, police officers must be punished.

20) In current law and proposed new law in parliament for rape, victim have to prove that she was attacked and assaulted, whereas in others Criminal Laws and cases, accused have to prove that he/she is not guilty. So why not in rape case..? With this provision, with proper legal safe guard pressure will be on the accused instead of victim only. 21) Bail should not be given easily in these cases. It should be given only with high penalty and with very strong legal guards. 22) Fast track courts with day to day hearing. Set 3 to 6 month time frame for convictions in courts.

23) Govt should make sure that victims of rape cases may not misuse the law. Make proper safe guards in law and investigations. So that law cannot be misused and not to create another social dysfunction. 24) Set CCTV camera surveillance security systems in all public transport, Public places and main roads and compulsorily for Private property owners if they have road touch property (as it happen in Chennai, Tamilnadu). 25) Include civil participation with police; make civil policing with short term training.

26) Police must keep watch in civil dress regularly in specific areas and take action without even complain. Police should not wait to crime happen. Police should have right and duty bound to take action if they have proofs. It should be part of their career track records. It helps to make accountable police force. 27) Improve network of informers. Make criminal list of eve teasers.

28) In school and colleges add more social issues related subject with legal and social awareness, aware girls about their rights and related laws include eve teasing, or rape or domestic violence and other. And aware boys that what kind of punishment they get, if they do such crimes. 29) Many recent steps taken by Madhya Pradesh govt. are very effective in long run, which should also be taken into consideration. Aim of law should not only to give justice to victim but also to instill fear in the perverts to protect other women from such inhuman incidents. Thanks & Regards
