1. On January 17, 2013 I responded to the Stop and Shop parking lot area in regards to a purse snatching incident. Upon arriving I met and spoke to Marie Finnimore, Finnimore was clearly and visibly upset. Finnimore stated that she had just completed her shopping and was heading to her vehicle which was parked in the lot. orange hatch back type vehicle, reach out and grabbed her purse which she had placed on the seat portion of the shopping carriage. Before Finnimore could stop him the unidentified black male sped off heading out of the parking area, made a left onto Messina Drive and subsequently out of her sight. Finnimore quickly reported the incident and gave the following CT. marker plate number, 167-YLU to police. Stolen was a purse which contained Finnimore's credit cards, identifications and three check books. 2. A vehicle registration check of this plate yielded that it was in fact registered to a Jennifer Deming from 84 Jackson Lane, New Haven Ct. The information on the marker plate came back to a 1999 grey Honda Odyssey van. The plate on the van is currently valid and owned by Jennifer Deming. Furthermore Deming presently has three vehicles registered to her name and two which have expired. Upon checking with Finnimore she was adamant that the vehicle was in fact a yellow hatch back type vehicle and not a van. Video surveillance from the The Stop and Shop lost prevention department was unavailable at the time. Sgt. Emmerman during this investigation came across the vehicle and called in to Police dispatch that the yellow hatchback vehicle was presently at the Shell Gas Station on RT#80 in New Haven Ct. Before Sgt. Emmerman could approached the vehicle it sped off down RT#80 heading onto Middletown Avenue toward North Haven, Ct. out of visible contact. 3. Officer Michalowski, Bissette and I proceeded to 84 Jackson Lane, New Haven to check and see if the vehicle returned to this location. Upon arriving it was clear that the vehicle was not in the area. I did meet with Jennifer Deming. Deming stated that she doesn't own a yellow hatchback and that the only vehicle that is registered to her is her Maxima which has the following Ct. marker plate 556-ZRM. Deming initially stated to me that she lent the vehicle to her friend Jessica West, however it was later confirmed that the vehicle is actually a 2003 Nissan Altima, 4 door, color red and the person operating the Altima isn't West. Detective Ranfone spoke to Deming and developed information that the vehicle was in fact being driven by an unknown subject that may have been directly involved with this incident. The subject, at the present time may be en route to Grand Avenue

and East Pearl Street or One Longwharf Drive New Haven. At the present time It was unclear if the person operating the Nissan was directly involved. It was believed that Demings ex-boyfriend, Devon Grooms may have been involved or operating the vehicle but it was confirmed that he is presently incarcerated 4. In an attempt to identify this person Detective Ranfone, Michalowski and Bissette proceeded to One Longwharf Drive, I proceeded to Grand Avenue and East Pearl Street. Within minutes of arriving at One Longwharf Drive Detective Ranfone visually identified the Nissan Altima belonging to Deming parked in the fire lane just outside the building. A registration check confirmed this. The vehicle was unoccupied. Detective Ranfone, Michalowski and Bissette waited nearby in a parking lot until the operator returned. I headed to the above location and parked just outside the area. 5. Within minutes of arriving in the area Detective Ranfone stated over the radio that the vehicle was mobile leaving the lot. The operator, later identified to be Dominique C. Cash made a left at the traffic light onto Longwharf Drive. Detective Ranfone and Officer Michalowski followed closely. Once Cash made the left turn she was signaled via lights and siren to bring the car to a stop. Cash turned onto the right lane and appeared to be making a right turn onto the entrance ramp of I-95 South Bound instead she brought the vehicle to a complete stop against Officer Michalowski's cruiser who also was turning right onto the entrance ramp. 6. At this time I brought my cruiser to a stop and quickly exited my cruiser. As I approached the vehicle I drew my service weapon preparing myself for any unknown dangers. As I approached the vehicle I conducted a visual check of the interior of the vehicle and saw that Cash was the lone occupant. Once I confirmed that I was safe I secured my service weapon and requested that Cash exited the vehicle. As Cash exited the vehicle I realized that she struck Michalowski's cruiser and asked her why didn't she stop, Cash was not traveling at a high rate of speed and when she

brought the vehicle to a stop she came off the brake and allowed it to roll forward into the cruiser. Cash stated that she didn't know what was going on and that she did hit the brakes. 7. Cash was subsequently questioned regarding the incident at Stop and Shop, however it was unclear if she had any knowledge of what happened or who may have been responsible. Cash claimed that she had no knowledge of what happened at the Stop and Shop, As the incident unfolded it was confirmed that Cash was operating the vehicle without a valid drivers license and insurance. Cash admitted that she had knowledge that the vehicle was uninsured before getting behind the wheel. As a result of this investigation Detective Ranfone issued Cash a misdemeanor summons and towed the vehicle from the scene. Refer to Detectives Ranfone's case incident report for details.(CN# 13-00846) 8. At this time in an attempt to make contact with Deming and transport Cash back to where she borrowed the car we proceeded to 18 Clinton Avenue. Upon arriving an unknown women informed me that Deming left and returned to her apartment. Upon hearing this we quickly made our way to Deming's apartment at 84 Jackson Lane. It appears that Deming is being untruthful about her involvement regarding the incident and who she lent her vehicle to. Unfortunately upon arriving at the apartment no one came to the door. At the present time the person responsible for the purse snatching remains unknown. However, the plate on the vehicle does belong to Deming. Furthermore Deming has three vehicles presently registered to her name and two vehicles that have expired. Deming admitted to me that she owns only one car. I believe that Deming is being un forthcoming with the truth and look forward to interviewing her further regarding this investigation. This case remains open pending further investigation.
